Motion made by Rolf to begin meeting at 8:47 am, 2"d by Lee.
The board discussed a letter that was sent by the contractor at 8 James Lane. Lee was
concerned that if the water is turned on and a meter is installed that the 3 connections will
not be completed on the new main. John questioned if the water has been turned on to
the sample home then someone moves in can the water be shut off? John then said that
the other units won't be given water until the connections are done. John asked what is
still outstanding. Carl explained that the 3 connections to the new main are the only
things that have not been completed. The board felt that if the developer put$6,000 in
escrow, this would guarantee that the hookups would be complete. Rolf suggested
$10,000.
John suggested that the developer have their attorney set it up, and once done then the
meter could be put in and water turned on.
Jon Grant from Woodard &Curran then did a presentation to the board about the
SCADA and communication upgrade. This included building upgrade,provide new ratio
and antenna; connect to existing PLC that is up inside the control room. Communication
pathways have already been documented and tested. Lee questioned if there would be
issues since the Scituate Hill tank now has more antennas on it from Emergency
Management. Jon explained that there are different frequencies so that they will not
interfere with each other. Lee said that there is a possibility that the tank may be painted
next fiscal year. Carl said it could be 2 years out since it is just starting to degrade. One
thing that needs to be done is to demo any unnecessary equipment as sites are brought
onto new radio system. Existing surveillance cameras will be replaced. Operator

training will be given on all new systems. Rolf asked if you could access cameras
remotely, Jon said that it would not be possible to dial in remotely you would have to go
onsite. Each site would have a 30 day download. Jon stated that there is usually not
someone in the control room to even review in real time. Lee asked if later they wished
to have real time could it be done. Jon said yes,but ComCast would need to be
implemented again. John suggested also having signs that the site is monitored by
cameras. Jon said that they will be like the current system. It will be motion censored
just like the current system. John wanted to see if we are going in the same direction as
the school system. Lee asked if the range of the cameras has improved. Jon said that
range has improved as well as the resolution. Jon said they are stationary if they were to
rotate then you would have to have a dedicated electric line for that. Jon said that if
multiple cameras were to be used that could be done it would probably take away from
the 30 day recording down to 15 day recording.
Bear Hill SCADA panel have been put in place. Radio has not been put in place yet.
Installation of a new radio surge suppressor, connect existing antenna to new radio.
Ellms Meadow current work being done will upgrade the PLC and a radio will be
installed as well as a camera.
Whitney Crossing—Install new radio in existing SCADA panel. Install new antenna and
connect to radio. Budgeted within are to replace PLC and 1/0 modules. Demo will be
unnecessary. Upgrade to the PLC at the site will stop the guys from having to go and
reset due to communication failure.
Scituate Hill Tank—Install new antenna and connect to radio. Install new SCADA panel
which has already been purchased and is stored at treatment plant. The board brought up
the fact that the Fire Department has a module unit on site. All assets will be moved into
the new building. Carl brought up the fact that we have security systems at each tank.
That may mean we need to keep the phone line. Jon brought up the subject of possibly
getting rid of ADT and using WIN911,which is currently in place for Whitney Crossing
and the treatment plant.
Aaron River&Bound Brook—Installation of a new radio in existing SCADA panel,
replace PSL and 1/0 modules. Demo unnecessary equipment.
Cybersecurity Improvement—The current system is accessible thm the internet currently.
Jon was able to access. This upgrade will make this go away so that the assets cannot be
seen by just anyone.
Cost Modification 2013 vs 2016—
John requested that the quote be revised as site by site. The board questioned each line
item increase. Jon gave an explanation to each.
The board agreed that the project has been going on for too long. The board asked John
when could the upgrades be completed. Jon said that every site could be done by
March/April. Jon suggested going in order of Lily Pond then Bear Hill Tank. Lee said
that Ellms Meadow will be done. Jon will get a revised contract breaking down each site.

Rolf made a motion that we approve upgrades to each individual site as necessary. This

James Lane Project
Paul Sullivan came in on behalf of Village Partners Development. He again reviewed all
the things that had been completed per the Water Commission. Paul explained that they
were unable to get contractor back in time before the street opening had been closed out.
Currently, the 3 homes needing to be connected to the new main are 20, 18 & 16 James
Lane. The one that is supposed to close in February was#11 and the Assessor's office
has changed it to#22. Paul said that in April when they can dig again they will complete
the tie-ins.
John asked if whatever the cost of the connections is would be put in an escrow account.
John made a motion based upon request that based on Cohasset village water be turned
on to 16, 20 &22,but not until the board has been assured based on that a sufficient
escrow account be set up. John made the motion to approve provided the escrow account
is set up to their satisfaction, 2"d by Lee all in favor. The developers agreed and indicated
that they would have it set up through their bank—Pilgrim Bank in Cohasset.
Ellms Meadow—Woodard & Curran has done their inspection and DEP has been
contacted. Gilianne Tardea of the DEP contacted Nate Little, of Woodard &Curran and
would like to do her inspection. Nate has been waiting to hear from Gillian Tardeau on a
date. He left another message for her today. Lee asked if it would be up in running by
January. Carl &Joe felt that it is a good possibility.
Bear Hill—It has been filling since last Friday. Once filled it will be chlorinated then
tested. If it does not pass additional chlorine may need to be added.
Roy Fitzsimmons 116 Doane Street—Mr. Fitzsimmons stated to the board that he was
told years ago that a loop needs to be put in at the end of Doane Street so that sediment
does not build up. Lee asked Mr. Fitzsimmons if he remembered who told him about the
loop and also reminded him that there is no nearby line to provide a loop. There was a
possibility a number of years ago when the affordable housing project was proposed
behind him at Wolf Pit but that was killed by his neighbors and the land taken by the
town. Carl stated it is iron &manganese that has built up. Carl said that when water is
heated up the sequestering of water does not work. Mr. Fitzsimmons said that the town
put in a filter system in his home years ago. The board asked how often he changed the
filters. He said he has changed his filter 2 times in 4 years. John suggested that he
change his filter more often. Mr. Fitzsimmons wanted to know if he could be reimbursed
for running his water for several hours. Carl said there is no build up with copper pipe.
Mr. Fitzsimmons and the fixtures he showed were lead which sediment will build up in.
The board assured Mr. Fitzsimmons that additional flushing would be done on Doane
Street, depending of course on the weather and we were not restricted by drought
conditions like last summer and fall.

Joe then told the board that he just got an email stating Gilianne will be here next
Tuesday to inspect Ellms Meadow.
John made a motion to approve the purchase of the printer/scanner/copier for the office,
2"d by Rolf all in favor.
Budget 2017-2018
Lee said that we are going to be losing 4% from the Capital Recovery Charge. I will
supply the board with the cheat sheet. Get the numbers from Mary on debt service
including Bear Hill Tank, and see how many new services might be expected in the next
fiscal year. Lee stated that the board needs to be looking at town warrant articles. Carl
stated that monies need to be appropriated for maintenance to the Aaron River Reservoir
Dam. Carl received an estimate around $200K to do the repairs that were recommended
by DCR. Carl suggested using Brian as a resource.
Dumping Fines
Lee suggested each member go thm the Rules and Regulation and make any changes
with in the book then have a meeting to discuss.
Rolf made a motion to charge the contractor for the lost water due to water main break,
2"d by John, all in favor.
Next meeting is scheduled for Tuesday, January 24`h in conjunction with the interconnect
meeting @ 9:00am.
Rolf made a motion to adjourn the meeting at 11:07 am this was 2"d by Lee all in favor.
