Steinmetz Minutes of the Cohasset Board of Water Commissioners 339 King Street - Treatment Plant October 18, 2016 @ 9:00 am Members Present: Rolf Gjesteby, Chairman Leonora Jenkins, Vice-Chairman John Steinmetz, Clerk Recording Secretary: Brenda Douglas Guests Present: Carl Hillstrom,Joe Geary & Paul Roux (Woodard& Curran), Steve Olson(Aquarion Water), John Amonte (Linden Ponds), John Waldstein&Michael Roberts (8 James Lane) n Motion made by Rolf to begin meeting at 9:03 am. John made motion to approve meeting notes of 8/16 & 9/16, 2"d by Rolf all in favor. People from interconnect had not arrived yet so the board moved to go on to the Warrant Articles. Rolf said he and Lee met with Capital Budget. They explained that all the articles involve taking money out of retained earnings to put into the expenditure budget. Capital Budget had many questions about the radio system. Rolf said that Nate Redman will be attending the meeting today since he is very familiar with SCADA. Paul said that the price that was quoted to the board for the security upgrade was from many years ago. Paul said that work had started a few years ago but then stopped due to the budget. He stated that the water tanks were looked at immediately. 1 panel was mounted and 1 is upstairs. Radio path study was done, license was gotten and an antenna was installed panel put in up at Bear Hill Tank. Scituate Hill panel is upstairs and it will be going into the new building for Fire &Police. Carl said we still need an antenna on the tank at Scituate Hill for radio & DVR. Paul said that the original quote was from December of 2013. Paul said that the security upgrade could be done per asset and not as a whole. Consequently, the Board decided to pull the article for the money for the radio upgrades from the Warrant. Steve said that the ban will stay in place indefinitely. Rolf asked if they were in jeopardy of exceeding permit, he said no. AIM% John Amonte reported that the next building is in process of being built at Linden Ponds. Lee asked if any there are any projections for increased usage once the next phase is put into place. John stated that they are well under the original projections and they have started on the next two buildings. John then said that there are still telemetry issues where the daily readings are not coming back to Cohasset. He feels that the technology might be outdated but it is being revisited. Paul said that in the next year to 18 months the board should be looking at an upgrade in both hardware and software. Paul said the only time you might see a significant increase would be if the sewer plant had to do any significant maintenance, which W&C would give us a heads up. Next scheduled connection meeting is January 24th here at the plant 10:00 a.m. The board then went back to a discussion of the warrant articles. There was a discussion about equipment being purchased for both water& sewer. John said that unless it's going to show a large savings that we should be as we stand alone. Lee said that there is a plan in town that DPW/Water& Sewer be combined. Lee stated that the master plan was brought up at the Capital Budget meeting and that the Water Department might need $30 MIL to build a new treatment plant or have substantial upgrades plus dredge Lily Pond. Paul said that the Water Department has been addressing this since 1999, reviewing the organics, which led to the aeration system, filters etc. Paul said that we are at a cross road. Something is going to have be done to address the organics. The thresholds for these will be reducing and if something is not done then we will be in violation. Weston& Sampson had done 3 pilot studies, 1 was ozone and the other was _ MIEX. Paul said the end of last fiscal year there was supposed to be monies available to new pilot studies. Paul has been recommending that the master plan be done. This will look at what needs to be done and what pilot studies are feasible. John asked if W&C would be able to do the master plan. Joe had a proposal submitted which they sat on. In the meantime a grant application was submitted to the state. Joe spoke with Jessica and asked when it would be awarded. It was supposedly October 20`s. Jessica said they do not run on time it could be a month or so before it is awarded. Joe said that at a previous meeting Chris Senior suggested going out to bid. There was a lengthy conversation regarding the possible need of new plant as opposed to just an upgrade. Lee reminded the other Board members that 2 years ago there was $50K put into the budget under Legal/Engineering but it was never used. John made a motion to have W&C give the board quote on master plan, 2nd by Rolf all in favor. Lee said that Capital budget likes to have capital projects available for May town meeting. John said that with the background of Paul & Joe have with the plant it would behoove the board to have Woodard &Curran do the master plan. Joe said he has a quote but will have it reviewed again. Rolf mentioned grant money through homeland security for cameras and security. Paul said that the schedule for this is military time which ends 9/30 each year. Lee said that Advisory did not vote to approve the request for security upgrade due to the cost of the radios. Paul said Joe would get an update in pricing for the cameras. Joe said ^ if this goes out to bid there is a cost of$50,000 for writing up the specs. Lee made a motion to remove item 1 for$140K from town meeting articles, and increase ^ previous item 3 which will be#2 to 90K to have the Ellms Meadow chemical upgrade include finalizing the upgrade for the radio and security camera, 2"d by John all in favor. Roof—Susan Bruce is awarding to KPR, Inc. the contract to replace the lower section of the treatment plant roof. Lee asked if Carl thought it could be done by Thanksgiving. Carl said it should only be a 3 day project. Ellms Meadow—Carl reported that the concrete for the containment area has been poured, which was done by in house staff. This will be painted today and they are installing bulk tank tomorrow. SCADA work has been completed. All existing chemical feed has been removed and starting to be located. Carl said it should be completed by the end of next week, and there is some testing to be done before DEP is contacted. Joe said that currently they are working on the interlocks to make sure that if there is any issues the meadow will shut down automatically. Bear Hill—It has been totally primed, and just started doing color yesterday. Carl said it is moving along well. The interior still needs to be cleaned and they are expecting to be done on November 4 h. There may be interior work that may need to be done. Lee wanted to know if they were going to be within the budget, and Carl & Paul said it looked like it will be. VFD Upgrade—Next week factory representative and Woodard& Curran engineer will meet to make sure everything has been completed and meets factory standards. Drought status—Carl reported 4.91 inches of rain this month 51%325 days storage Reservoir. Carl stated that we are still at warning phase. On Nov 15`or 2"d we should be able to go back to advisory. The reservoir is starting to recover. Lee said she will try and find kids to help clean up reservoir. Lee asked about plant production. Carl said it is 5,000,000 less or 2%. Basically we are selling less water. Lee asked that with the new chemical and year round use of the wellfield, will it be possible to go back to every other year for sludge removal. Paul said that we are removing more organics in a better collection system and so not sure if it is feasible to be able to go back to every other year. They are ready to proceed with Caustic Conversion upgrade. The jar testing will have to be done first. Joe said late January it should be able to be implemented. Then there was a lengthy conversation about the limnology study as well as where the high contact of organics is coming from. 8 James Lane Update was given on the project by Michael Roberts. The loop has been put in. He stated that they hit a substantial amount of ledge, and an 8" pipe was found with a 2" line which was servicing the residents. The binder coat is going to be done for the first 8 units. None have been sold and have not even been put on the market yet. Unit 22 is complete this is the model unit. They still have to go back to the planning board. John asked if the roofs were going to pitch so that runoff went into our wellfield. They stated that currently it has not been done. He said they are willing to do it but the plan will cost and they want to discuss who would cover the cost. Lee stated that at every meeting Brian Joyce is the liaison between them and us. Lee wanted to know if anyone had any idea how much water is being lost with the project. He said that they are doing what they are doing based on the old permit project. The permit is from 2012 that they are working under. Lee stated that Brian Joyce needs to be in attendance to discuss the drainage. Lee said that at this time they cannot make any decisions based on the pictures that they supplied as to their cost of ledge removal. John Waldstein said they are looking to give the Water Department I 1 new customers. They said they are here to look for accommodation. Rolf said that the board has already accommodated with 3 hookups at $7500.00 each. The issue has been tabled until the next meeting so that Brian Joyce can be here. A letter was received from Craigie Zildjian requesting the $250.00 water ban violation fee be removed. Brenda supplied the board members with pictures of each violation that was documented. Lee asked if notification was left on site and if so were they picked up from the property or if he spoke to anyone. Unable to confirm this it was tabled till the next meeting. Brenda will get confirmation from Sean Cutruffo, Water Department distribution employee. Water bills will be going out November 15`Rolf will work on getting a bill stuffer together. This should include drought status, fall garden maintenance reminder to be aware of non-organics from pesticides, etc. Also include a reminder not to dump any _ waste near wellfield or other tributaries. Also the Board of Health would like to put in a request for people to register their wells with them. There was then another discussion about how to go back to every other year for removal of sludge. Joe said that the organics removal is much more efficient and does not feel that it could be done every other year. Next meeting will be Tuesday, November 15d' at 9:00 am. Rolf made a motion to adjourn the meeting at 11:43 am this was 2nd by Lee all in favor.
