Steinmetz Minutes of the Cohasset Board of Water Commissioners 339 King Street - Treatment Plant August 29, 2016 @ 9:00 am Members Present: Rolf Gjesteby, Chairman Leonora Jenkins,Vice-Chairman John Steinmetz, Clerk Recording Secretary: Brenda Douglas Guests Present: Carl Hillstrom, Joe Geary, Paul Carlson, Chris Senior Rolf called the meeting called to order at 9:00 this was 2nd by Lee all in favor. Drought Advisory Carl Hillstrom of Woodard& Curran reported that last Tuesday the reservoir was at 58%. We have only received .05" of rain. It does not look like we are going to get the necessary water to keep us out of restrictions. Carl spoke with the Superintendent at the Scituate Water Department about giving them water_ They stated they are still holding their own, but are getting prepared if and when the water is needed. Rolf stated that we have water if they need water. As of today we are at 55% 349 days at .75 mgd or 262 days at 1 million mgd. John stated that he feels they can use hand held to water plants or vegetable gardens, but no irrigation or washing of cars. Carl said he would allow hand held only. This would go into effective September 1". Rolf made a motion to vote to increase restrictions to level 4 to allow hand held watering of vegetable gardens and ornamental plants. No outdoor watering between 9:00 am- 5:00 pm. This does not include watering of grass, 2nd by John, all in favor. Brenda will send out a Code Red call on Tuesday the 300'then another one on September 1". John asked if Brenda could reach out to Chief Quigley about having the night shift call in to dispatch for us to track. Lee asked what if we get the tropical system. Carl said that before restrictions can be lifted we would have to maintain 7 days with water going over Bound Brook before restrictions could be lifted. Lee asked if we have heard from anyone about the football team. Carl said that no one has contacted us. Lee said they could work with us in removing stuff from the dam. Carl spoke with Ted who has been under there and feels that the supports are fine. Carl explained that the supports are too far apart and it will be a non-issue once they are drained. Joe said that once it is completely drained and the sludge is cleared it could simply be a maintenance item. The Flocculators are being looked into by Lydon Company. Woodard & Curran won't have a dollar amount until they are looked at. Lee wanted to know if W&C would have some numbers by the end of the month. The board agreed that the color of Bear Hill tank will be Tear Drop. Carl got an estimate from Merithew;they will oversee the project for$20,000. This is roughly 10% of the cost. Carl also said that there is concrete work to be done and possibly spot welding. Lee asked about the master plan. Carl explained that it would be a capital project. Lee asked if the water model would be of help to create a new map. Lee said that we could put the warrant article in for this in November. Possible warrant articles are as follows: • Ellms Meadow getting it up and running $60,000 • Truck @ 50,000 retained to extraordinary • Radio Upgrade - $140,000 (this would be security and SCADA upgrade). This would have to go to bid. The board asked how much W&C would charge. Joe will look into the cost of writing the spec_. • Sludge Removal—Carl said average cost $100,000 a year. Solid Waste Solutions offering $65.00 per ton instead of$85.00. There was then a discussion about what rate would be charged to Scituate if they have to connect to our system. Carl explained the current rate being charged to customers vs. linden ponds. Chris Senior asked if the state would need to get involved. Carl said that Scituate would have to go to the state. Chris said that we are in uncharted areas. Chris asked if there was any reason the state would not approve. Carl &Joe both agree they will approve but will probably have conditions. There was then a discussion about when Ellms Meadow would be up and running. Lee & Chris would like the tank ordered today as well as the other items so that when the approval comes in it can be moved on quickly and the well can be up and running. Chis stated that he is working with Scituate on getting an IMA in place. Carl explained that last year Scituate reached out to see how much we charged Linden Ponds and they said they were not interested at that point to pay those rates. Rolf will be going to capital budget meeting this evening. Lee said that he current budget allows for the master plan. Milfoil Removal: Chris has reached out to the city of Weymouth about using the harvester. It is not maintained by the city but a private organization. He is still dealing with the state and now they say there is eel in the water. He will keep the board updated on any progress. John made a motion to approve the August 16, 2016 water commission meeting notes, 2", by Rolf, all in favor. Warrants were signed off on and approved. Carl reported that Lead& Copper testing coming back fine. THM's came back high as expected but we are still in compliance. Next meeting will be scheduled for Tuesday, September 13'h @a 9,00.
