Steinmetz Minutes of the Cohasset Board of Water Commissioners 339 King Street-- Water Treatment Plant Tuesday, June 7, 2016 @ 9:30am Members Present: Leonora Jenkins, Chairman Rolf Gjesteby, Vice-Chairman John Steinmetz, Clerk Recording Secretary: Brenda Douglas Guests Present: Joe Geary, Carl Hillstrom, Andrew Spath. Brian Joyce,Nathan Redman Lee called the meeting called to order at 9:35 2nd by Rolf all in favor. Reorganization of Board of Water Commissioners Lee nominated Rolf as Chairman 2"by Rolf Lee nominated John as Clerk, 2nd by Rolf Rolf nominates Lee as Vice Chair 2nd by Rolf all in favor. 16 Norfolk Lane Andrew Spath stated that he has constructed a new home on Norfolk Lane and installed a 2"water service down a neighboring driveway. They have an easement to put in underground utilities water and sewer. Andrew is aware of the rules and regulations set by the board in regards to a meter pit, but he would like to get authority to put a meter in the home instead of a meter pit. Carl stated that the run is at least 300'. Andrew stated that it goes to the property line. Lee stated that previous boards did not follow thru with the rules. This board finds it necessary for the meter pit to be put in place. Andrew explained that there is a 2"valve at Norfolk Rd and Norfolk Lane as well as one at the home. Andrew felt that eventually if there was a leak that it would come to the surface. John said that each year we have to report to the state our unaccountable water. Lee asked Carl how much work is it to have the pit put in. Carl said that it should have been put in when the line was tapped. Carl stated that Brendan had told him that a meter pit was needed when the project began. John made a motion that the meter pit be put at corner of Norfolk&Norfolk Lane in the easement and amends the motion to be a traffic model 2nd by Rolf, all in favor. Lee asked how long would the new bag last. Carl said originally we were going to do every 2 years but it is very difficult. He suggested doing it on an annual basis. Ellms Meadow: 2 engineers were here last week to do titration of Ellms Meadow. They also did more tests on Lily pond to see what kind of affect that will have on the calcium numbers. The numbers are not complete and they are awaiting the results from the lab. There will also be an upgrade to the PLC's. This site will eventually be connected to radio as well as out other sites. At this point we asked town resident and engineer Nate Redman to join the discussion due to his background in security issues. Nate was brought up to date on the background and the work done so far. This is why we are not getting connected to fiber optics with the town. The board has already put too much money in to change now. There was then a discussion of SCADA with Nate, he suggested going to some sort of hardware upgrade thru Allen Bradley which is secure. He also stated that a firewall could be put in place. John asked if Nate would work with Brian to come up with a plan in regards to this and he agreed to consult as a volunteer. Joe explained that Woodard& Curran has a whole team of SCADA people. In order to get it secure thru Comcast it would be a$1,200 investment to secure Ellms Meadow before we can get to radio. Summer Intern: Brian Pumphret has been hired by Woodard& Curran as an intern to assist the distribution staff during the summer. He has started painting hydrants and he assisted Brendan this AM in loading the contents from the silt vacuumed from the intake ramp into Wayne Sawchuk's dump truck driven by Leland Jenkins. Unfortunately the representative from Holly Hill Farm and other interested individuals did not appear during the time we provided the loader for disposal. Scituate Hill Storage Tank: Line has been moved and is back in service_ Brian reported that the slab is being put in this week for the Police/Fire communications. Then the building will be set. Brian stated that if we wanted we could bring our electrical from in the chamber and put in the new building. Draft Water Permit: State contacted Lee and on June 81'it will be put out for 30 day public comment. They stated that no comments were made by Cohasset officials in regards to the permit. Benthic Barrier: Carl is waiting what date they will be here to put in place. Brian Joyce Jerusalem Road Causeway: Still putting together details with MassDEP hoping to start mid July. Once the permits are put in place there will be a public meeting. This will be for the local residents. Ross Rosano will be replacing and moving the services that need to be address. They will then to pressure tests on the hydrants. In July temporary lights will be set up with lights on Bow Street. There will be detours on N. Main and Jerusalem hopefully that will lighten the amount of traffic. Once the work has been done the line going thru will be cut and capped. Brian has passed on the audit that was done back in 2012 to the committee. Roof Specs: Specs out on July 1"pre-bid mid-July. Bids due last week July August work to be complete. Commission Comments James Lane _ Brian said as long as the roof drainage does not change then it should not affect the Water Department. Rolf said that they were planning on rerouting the main instead of attaching to Pleasant and Cushing Road and making it a true loop. John made a motion to approve 4/27 meeting notes 2°d by Lee all in favor_ Water Bill Reminder: Lee asked if Brian could coordinate that the electric signs go out when the water/sewer bills are due this would coincide with the taxes being due. Bound Brook Dam: Brian is putting the contract out for the work bids due June 24ffi; the water work needs to be done by Aug 30t'. CDM will do the culverts, 2 box culverts. Sequention: By pass will be put in place,temporary dams will be put in place, one lane of traffic north bound first,then the south bound side, after that work is complete they will restore the flow thru the culverts. Water main will stay in place, it is on the contractor that if they want to bypass or isolate it. Carl is concerned that it is a cast iron main may crack when exposed. Brian will speak with CDM about putting some language in the contract. Carl said that normally if a pipe like this is excavated that it is then replaced. 8 James Lane: Paul Sullivan came in he explained the original plan did not have the water lines on it. The new plan shows the water lines. Paul expects to do dig up the connection next week. They are currently working on sewer. Paul expects the water work to be done this summer. The order of conditions is from 2012. They have no problem recharging the Wellfields with water from the roofs. Paul's next step is to contact the Conservation Commission. John asked if Paul would come back to the board once he has met with the Conservation and Planning Boards. Warrants were approved. Abatments—Brian Cogill of 66 Church Street requested $187.00 be abated from 5/2/16 water bill. John made a motion to approve this was 2❑d by Lee, all in favor. Laura McAuliffe of 4B Margin Street requested $158.41 be abated from her 5/2/16 water bill. John made a motion to approve this was 2nd by Lee all in favor. Water Deferral—Donna Grafton 26 Hammond Ave. John made a motion to defer the water use charges for Fiscal Year 2016 in the amount of $516.11 this was 2nd by Lee, all in favor. Amanda from the Mariner would like an article done on the water withdrawal permit. Lee will check out the link from Richard Friend of DEP and review. Sewer study with CSCR and GHT will continue sampling of the Reservoir, Bound Brook and Lily Pond. Lee asked when the board would receive the results Brian said probably not until October. Lee asked if Kate has been contacted about the raingardens. Brian will reach out. Motion made by Rolf to adjourn the meeting at 11:37 this was 2❑d by Lee all in favor.
