Steinmetz Minutes of the Cohasset Board of Water Commissioners 339 King Street— Water Treatment Plant Wednesday, April 27, 2016 @ 12:00 pm Members Present: Leonora Jenkins, Chairman Rolf Gjesteby, Vice-Chairman John Steinmetz, Clerk Recording Secretary: Brenda Douglas Guests Present: Joe Geary, Carl Hillstrom Lee called the meeting called to order at 12:01, 2nd by Rolf all in favor. Scituate Hill Storage Facility John Steinmetz reported that the people have not contacted Brian Joyce or anyone from W&C. John sent an e-mail to them stating that he wanted to make sure W&C and Brian were in the loop. Carl said that Art Leventis of Woodard& Curran was working with the developers and was concerned about draining the line. He stated that it would have to drain from midpoint to the end. John wanted to be sure that W&C and Brian were on board with what the developer has proposed. Carl then said that the easement was another concern. John hasn't received an e-mail yet. John ran into Brendan Sullivan and he said that they needed to locate pipe. I told him that they used infrared last Friday and was able to locate it. Carl wasn't concerned about the draining of the line. Carl said that they wanted to keep it within the current easement, this was his concern. Art also said that he does not see it being able to be done by Memorial Day. At the meeting they said they were going to extend the easement,not keep it within the current one. Brian said he does not feel that they will be able to keep within the existing easement. Brian thought that any town easement issues go to town meeting. Otherwise you can get a license. John said that he sent the bill that Deutsch Williams sent to us back to them for the developer to pay. Specs on Roof Brian has been unable to get to the specs on the roof yet. Brian has been working with Susan Bruce on HVAC, Plumbing& Electrical contracts-on behalf of the town. This will go out to bid next week. We can use if we want without having to send out to bid. Brian said because we are an Enterprise Fund we are not required to use them. Lee asked if that part of town has been surveyed for leaks. Carl stated that it had been but because the line is under the water the majority of the time it would go undetected. Lee asked why the town has to pay $50,000. It is due to the elevation that they are putting it. The town feels that the salt marsh would be fine but the stated does not feel so. The money will be put in escrow for approximate 3 year just in case it does not work. The town will be adding side slopes and a wood guardrail. Brian said a grading is not feasible it would become a dam situation. Warrant Articles Review One is the $75.000.00 to pay Holland for a billing error on their part that was negotiated down from $114,000 and the other is to secure a bond for the painting of Bear Hill tank as was outlined in the Rate Study. DEP Application for Ellms Meadow Joe explained that there is a lot more work that needs to be done on site. There are not enough modules for input/output so this needs to be upgraded. Level transmitters are going to be needed. Joe asked if they wanted to include radio with the upgrade or wait until all sites were upgraded with radio. John wanted to know if it's economically feasible to do the upgrade. Lee said that the site has already had a$1 million+upgrades plus the insulating that was done for year round use. To abandon it at this point would not make financial sense as we average 20% of our water from the site which has a much lower processing cost and does not produce sludge. Carl reported we have the license in place already. Brian suggested speaking to Ron Menard about hooking up to town fiber loop that was put in when the High School was redone. Brian suggested before spending any money on radios speak with Ron. Carl's asked if they were planning on expanding, Brian did not know. Lee asked what the contract would cover. Joe said that it will get the paperwork going to DEP and include engineering, equipment and installation. It would not cover radio. The cost is $10,300. John voted to proceed on getting Ellms meadow up and running with ph and upgrades, 2"d by Rolf all in favor. DEP—Water Management Act Beth Card Deputy Director working with Becky Weidman and Dwane Levangie met with the board to discuss their concerns about the new permit. Beth explained that the new withdrawal permit requires the verbiage, but looking at how they look at the outside water use. Dwayne said that our concerns were mainly about watering. In looking at our plans with us hoving around 65 gal/pp/day we are in good shape. Where we have a plan in place releasing water, Dwayne feels that we should be able to meet the restriction plan. If we cannot meet our release plan then they would need to implement the 2 days a week. Beth said with this approach we would be ok and it would not be an issue for Cohasset. John asked if there would be penalties if we were at 70+Dwayne said that would not be as long as we are meeting our release targets. John stated that it would be difficult to inforce this. Becky Weidman said that just by posting best practices, notification to everyone we should be fine. Brian stated the project is being funded by EOEA. Carl asked when the draft would be ready. They said they have held it back due to the concerns of the board. Dwayne said it would take a week for them to put a draft together and get out to us. Then there is a 30 day public comment period. They will then give 2 years to implement, so we are looking at 2018. Lee then asked if we could get the release of the Comcast usage at two of our locations as it has cost us over$1OK in unnecessary charges since we requested this action back in December of 2013. Unfortunately until the new permit is released their hands are tied. Lee asked if there were any plans to reduce even more. Becky stated that there is none. Brian asked Carl how they measured the over flow, Carl explained that it was done at Bound Brook. Carl said if we could hold water back a little if bound brook was raised. Then they should have enough to flow in the fall. Warrants were approved and there were no abatements. John made a motion to approve May 12, 2016 interconnect meeting as well as the regular meeting notes of May 12, 2016 this was 2nd by Rolf all in favor Commission Comments Lee stated that she has spoken to Holly Hill farm and Wayne Sawchuck and they are interested in getting the silt out of the bag once it is opened up. John had not spoken to Michael Bleakey yet to see if he might be interested. Carl said that before the bag is opened he would like it to dry out another month. The board agreed that June 7`, from 9- 12:00 that the bag would be opened and we would 9rovide an employee with a loader to facilitate the removal_ The rain date will be June 8 . Carl reported that the sludge removal will be June 15t Next meeting June 7 h @ 9:30am John Motion made by to adjourn the meeting at 1:47 this was 2nd by Rolf all in favor.
