Minutes of the Cohasset Board of Water Commissioners

Lee called the meeting called to order at 10:10 am, 2nd by Rolf all in favor.
Scituate Hill Storage Facility
Brian Joyce was unable to attend the meeting but informed Brenda that he had nothing to
report on the storage facility. John gave an update to the board. He stated that he has
forwarded the information to Dave Fulton and reached out to town counsel. John
explained that he does not know what the procedure is going forward. John then said that
someone from town counsel reached out to Rich Henderson. John ran into Rich
Henderson and he has worked on a draft. In the meantime we received a bill from town
counsel in the amount of$859.20. John will take the bill and forward to Dave Fulton.
John will make sure that we are not billed or named in any other bills. John will follow
up with an e-mail and cc everyone. Joe stated that Art Leventis at Woodard& Curran
was working for Tutela Engineering when the line was put in and would be a good
resource. The board asked if anyone had reached out to Art, Joe that no one has reached
out to him.
Specs on Roof
Brian Joyce has not done the specs yet.
Woodard & Curran
DEP Application for Ellms Meadow: I"thing to do was get pricing of what is needed to
be done for upgrades ie: SCADA, Joe said Carl informed him that other things need to
be looked at so the engineer came and met with Carl. Controller upgrades and security
devices are just a few of the things that need to be looked.at. The amount of money that
would be needed was estimated at$25,000. Joe needs to talk to Carl to see what is
necessary and what is on a wish list. Lee said that there will be another meeting in 2
weeks. Joe said one of the items on the list was a fluoride analyzer which cost $6,000.

Joe does not feel that it can be overfed so it may not be necessary, but again he would
prefer to speak with Carl when he gets back from vacation.
Joe reminded the board when Woodard & Curran took over they informed the board
when going thru the SCADA system that Ellms Meadow was not secure. Woodard&
Curran said they could do a simple fix but that's when the board decided to go to radio
frequency. When the radio signal project died so did the concerns for the secured lines.
Going to radio the sites would be secure. Lee requested more information on the
conversion to radio. Joe informed the board that this site is secure.No one can dial in to
the plant and turn on/off etc. Lee asked if DEP would need to be notified. Joe said they
would not. The board would like to put this on for FY2017. Joe will see if any grants are
available for the upgrade.
Specs for Tank Painting: Specs have not been received yet.
Sodium Hydroxide Conversion: Joe reported Carl had the Carus vendor come out to take
a look at our corrosion control and see what it was doing. In the vendor's opinion, he
thought that if we went away from lime and went to caustic, that we would see a decrease
in our alkalinity. Joe is going to have someone from the Andover office come next week
and do a titration to see if in fact that this would happen. The engineer will probably be
Nate Little. The vendors opinion was that because our pH is low and he mentioned that
by taking away the lime that would take away calcium,because our water is right on the
edge,he feels that it would not be a good idea. Joe spoke to Toby Feder and Toby said
he would not do the conversion until the next round of lead & copper testing. Carl and
Joe agree with that, and to go forward with more testing before doing the conversion. Joe
explained that a new list of Lead& Copper sample sites is going to be sent to DEP for
approval due to people dropping off the original Tier 1 list.
Milfoil: DPW will be contacted to see if they would like the stuff in the bag for their
mulch pile. John will check with Michael Bleakie to see if he is interested in it as well.
Lee will call Holly Hill Farm to see if they are interested.
Financials: Mary told Lee that it could be as high as $400K in retained earnings for the
year. Expenditure report was reviewed as well.
John made motion to approve the abatement request for 18 Elm Street, each abatement
was in the amount of$187.00 for an overcharge in"Unmetered Unit Charge"for the last
3 quarters; this was 2"d by Rolf all in favor.
John made a motion to approve March 15, 20 t 6 &March 29, 2016 meeting notes this
was 2"d by Rolf all in favor.
Rolf wanted to know if there is any new information on the causeway. No one had
anything to report. Rolf then showed a report of rebates given in Duxbury, and the
process. They have stopped the process, which is similar to ours, because they felt there
was not official policy.
Lee wanted Joe or Carl to look into vacuuming the front of the intake again this year and
go out farther this year. Joe said that Carl is planning on looking into that and possibly
getting a larger bag.

The Next regular meeting of the Water Commission will be on April 27t'at 12:00 and
include the DEP coming in at 1:00.
Rolf Motion made by to adjourn the meeting atl 1:18 this was 2nd by John all in favor.
