Steinmetz Minutes of the Cohasset Board of Water Commissioners 339 King Street— Water Treatment Plant March 15, 2016 @ 9:30 am Members Present: Leonora Jenkins, Chairman Rolf Gjesteby, Vice-Chairman. John Steinmetz, Clerk Recording Secretary: Brenda Douglas Guests Present: Carl Hillstrom, Joe Geary, Brendan Stone, Brendan Sullivan, Dave Fulton, Gordon Wells, Brian Joyce. Kristen LeDuc Lee called the meeting called to order at 9:30 am, all in favor. John stated he is working on a project with Brendan Sullivan wanted to know if the board had any objections to him being involved. The board had no objections. Scituate Hill Storage Facility Dave Fulton stated that Rob Schwandt approached him about the project. He stated that the Zoning and Planning Board have already approved the project. They are looking to put in a multi storage unit facility. Rolf asked if there would be a traffic signal put in there. The approval for a traffic light would be with Mass DOT. Brendan Sullivan explained where the water main from the tank is and explained that there is 30' easement. They would like to first find out exactly where the water main goes by doing test pits. They are not sure how far down the main is. They are looking at moving the main and extending the easement. John Steinmetz said that he wants to put something in writing to make sure that they will fix anything from moving or damaging that they will be responsible for all costs affiliated including having something drawn up, especially if they are extending the easement. Gordon said that there would be full coordination with the Water Department. Dave has had his counsel review the current easement. Dave said that they do not expect the Water Department to incur any fees associated with the development. John Steinmetz said that town council would have to review any and all documents. Dave Fulton said that they would be responsible for paying any legal fees, including town counsel. Brian Joyce said that they need to ensure there is no interruption of water from the Scituate Hill water tank. Gordon said that they will removal all trees first so that they have room to work before relocating pipe. Dave said they were passing papers on the property on March 29th and will probably start on April 2°d. John Steinmetz requested of the board that he be the direct contact with their council. He would need to be notified of the project. There was a discussion of how best for the area to be excavated. There was a discussion of vacuuming the site. Carl said that hand digging the last 2' would be best. Carl stated that it needs to be done by Memorial Day. That is when the demand increases. Then it was discussed about doing it in the fall,but Lee pointed out that the Bear Hill tank is being painted so both tanks cannot be under construction at the same time. Brian then brought up the issue with drainage. They explained that they have already tied into something in front of Brass Kettle building to stop the run off of the project. John Steinmetz made a motion that the Water Commission approve the work proposed that the SSG facility in regards to the Water Commission easement,moving of the water main and including the work will be complete by the proposed date and that the Town/Commission will incur no fees 2"d by Rolf all in favor. AT&T Kristin LeDuc of AT&T was there proposing to install 3 more antennas on the Bear Hill tank. This will be an upgrade only. These would go on the existing pipe mounts. New remote radio heads would be installed. This will be added to the existing antennas. The existing agreement allows for 12 and currently there are only 6. Adding will not change the lease agreement. Carl said they are adding 3 new black boxes. Lee asked if this would impact the painting and Carl said that it would not. John requested the following conditions. Notify Water Department at least 1 week before work is to commence. All work to be completed between the hours of 7:00 am-3:00 pm. John also wanted liability insurance naming the Town of Cohasset as additional insured on the liability insurance policy. Brenda is the direct contact and phone number is (781) 383-0057. Rolf made a motion to allow AT&T and subs to add additional antennas to Bear Hill tank as provided with the existing lease agreement, this was 2"d by John, all in favor. Woodard & Curran MOR Status of Caustic Conversion: Joe Geary stated they spoke to someone at DEP and should hear by the end of the week. Roof Repair: Brian needs to put together the specs and Susan Bruce will get it out to bid. Brian said the roof will be stripped completely and a new roof and new flashing. Water Withdrawal Permit: Lee informed everyone that she met Charlie Baker and she requested that someone get back to her to discuss an alternative to the new water withdrawal permit and it changing to 65 gallons per person per day,taking into consideration our extensive water supply. Cunningham Bridge—DOT starting June of next year. The bridge closing will be August 2017-May 2018. The water utility will be upgraded to an 8"main. The old 6"Main leaked years ago and it was sleeved with 8" over it. Jerusalem Road Causeway: Brian reported a conference call with DEP and Army Corp of Engineers and stated that we have been in permitting limbo for 2 '/2 years, but with the Cunningham Bridge starting next year,the causeway is now an emergency repair and will be done this year. The water will be shut off on the N. side of the causeway. Lee reiterated the hope that by closing off water under the causeway will lower our unaccounted for water. Lee asked if we were getting kids to help out with the raingardens again this year. Kate has said she is interested in continuing the work. Brian stated that the CSCR is going to do some sampling from Reservoir, Bound Brook to 3A to see if they can detect anything that may be affecting our water quality and supply a baseline for further testing. One of the tests they would be looking at is for fecal, and also looking for some test that will indicate laundry detergent. Joe stated that he and Carl have been looking into getting a master plan done. This included looking at the sludge lagoons which needs to be addressed. Water Quality: Joe reported that when Ellms Meadow wellfield was approved back in 2005,that the DEP approved it to go online without any Ph adjustment. Joe said that this is very unusual. In 2011 it was approved by the DEP to add Phosphate this was to help with the Ph adjustment. Joe is going to have to operators take samples from the field and this will give us more information on the Ph in the system. Joe said that we are trying to be proactive. Brian asked what are the implications if upping the Ph in the system., Joe stated that it will affect the disinfectant by products; it will make the THM's, higher. Carl stated that when adjusting Ph and keeping disinfectant by products down is always a balancing act. Abatement: James Norton of 2 Bound Brook Lane requested abatement of his 2/1/16 water bill. Rolf made a motion to approve the abatement request in the amount of $694.96. This was seconded by Lee, all in favor. John made a motion to approve the January 12, 2016, February 10, 2016 and February 18, 2016 meeting notes 2nd Rolf, all in favor. Financials: Lee stated that they look good and she is happy that the Capital Recovery Charge is now broken out, but it will not be until FY2017 that we will see the actual totals. This was able to be done by Brenda working with Danny Berman of Customized Data, to change the program for the billing and having Mary add the line in her reports. Rolf said that the Sewer Department has agreed to pay$1,300 a month starting July 1, 2016. Bids came back from the VFDs. $3 8,000 was the low bidder. Susan is requesting the specification of the drives for the units from the low bidder. Motion made by Lee to adjourn the meeting at 11:15 2"d by Rolf.
