Warrant Articles - Lee asked if I had heard from the company that stated we still owe
$750.00. 1 explained that if anything we only owe S500 and this would need to be placed
on the unpaid FY2015 bills. I should have an answer by Monday February 22"d. Lee
said that the $75,000 for Holland Company will be listed on the unpaid FY2015 bills,the
monies will come out of Article 5 Special Town Meeting dated November 2, 2015.
Lee informed everyone that Deutsch, Williams,Brooks (town counsel)has held back
$1,609.53 in monies that were appropriated for land acquision. A check is being mailed
to Chris Senior.
Lee said that there will be only 1 warrant article to be written in the amount of$400,000.
This would be to paint the Bear Hill Tank. This price would include power washing spot
fixing and painting. Kevin asked if this would be a capital project, Lee stated yes but it
would be a water bond. The monies have been included in the rate study that was done
last fiscal year. Kevin thought that it was a lot of money. Joe explained that it is a lot of
money,but to do outside and inside similarly cost was 800K to 1 million. This would get
the tank in good shape for 10 years but that would give time to come up with the monies.
Carl explained that Tnemec,the type of paint to be used on the tank, is in the forefront of
the industry. Approximately 90% of other communities use this paint. Carl said that it
would be guaranteed to 10 years. Tnemec feels that you could get 25 years out of it if the
inside and out is done. Bear Hill was painted in 2001 and Scituate Hill was done in 2000,
Carl said that Scituate Hill is in great shape. Carl explained that the biggest cost in
regards to painting Bear Hill would be to shroud the tank so that it could be sandblasted.
Lee asked if the tank would be out of service. Carl said yes it would but it needs to be
done in the fall. This will need to go out to bid. Rolf was concerned to not go with the

low bidder. He said that's what they did for the dredging project and it is a mess. Kevin
asked if the board had thought about a mural on the tank. Lee said that she was
approached to paint it Skipper blue with the logo.
FY2017 Budget—There was a brief discussion and lee requested that I send her the final
numbers again so that she can review. Once Lee reviews I will send on to Chris Senior
and Mary Gallagher. Lee requested that I print out the format which will be needed when
she goes in front of the other boards to get approved for Town Meeting. Kevin asked if a
master plan had ever been done in the Water Department. Carl said that in 1996 there
was a master plan done and DEP says it should be done every 10 years.
DEP Water Withdrawal Permit—Lee told Kevin that the DEP is making the town go
from 90 to 65 gallons per day per person. Carl said there will be mandatory restrictions.
Kevin said that this will infuriate customers since we have plenty of water. Kevin asked
why, it was stated that it's a national issue water restrictions. This will come into effect
this August. Lee explained that they want every community in Massachusetts to be at the
same level. Lee said that there are no restrictions in flower or food gardens. Kevin stated
Cohasset is being penalized for going forward and implementing water for the growth of
the town. Lee then said that Carl uses the town census when putting together the Annual
Statistical Report. There is another formula using connections but it is a lower number
that that of the census. Lee said that Chris informed the board that more beach stickers
are sold than are in the census. Everyone thought maybe there is a way to get people to
fill out the census when getting their sticker, but no further discussion on that.
Woodard & Curran MOR—Carl reported plenty of water in the reservoir as well as the
pond and the organics has reduced. Carl stated that the board needs to increase the size
of the existing lagoons and add another one. Lee said that this should be part of the
master plan.
Warrants—Warrants were signed off on and approved with the exception of the legal
bill for January. Lee wanted to speak with John Steinmetz before paying the bill.
Abatements
124 King Street, Cricket Realty: I requested that the board abate $467.50 for Unmetered
Unit Charge which should not have been charged. Lee made a motion to approve
abatement of$467.50 from the February 1, 2016 water bill. This was 2°d by Rolf.
15 Ledgewood Farm Drive, Thomas &Joyce McCain: There was a request from the
McCains to abate $3,066.00. Rolf made a motion to abate $3,066.00 from the February
1, 2016 water bill, this was 2nd by Lee.
1 Cedarledge Village, David Hackbarth: Mr. Harekbarth is requesting $296.38 be abated
from his February 1, 2016 water bill. After a lengthy discussion the board would like to
table this until after the August, 2016 billing. The board.felt that there may be an
underlying reason for the high usage and would like to get more billing data since he had
only been living there for 5 quarters.
