BOARD BUSINESS The Board confirmed the next meetings of the Cohasset Zoning Board of Appeals as Tuesday,February 6,2018 and March 6,2018; some members may not be present. MINUTES OF OCTOBER 3,2017 AND NOVEMBER 7, 2017 MOTION BY CHAIRMAN CHITTICK: MOVED TO APPROVE THE MINUTES OF OCTOBER 3, 2017 AND NOVMEBER 7,2017 AS AMENDED SECONDED: VICE-CHAIRMAN GOEDECKE VOTE: 3-0 MOTION CARRIES (WC,PG and CH) CONTINUED HEARINGS SPECIAL PERMIT—Filed by Jeffrey DeLisi, Esa., on behalf of his client, Cohasset Realty Trust. Page 1 of 4 APPROVED MINUTES Vice-Chairman Goedecke is recused from this hearing. Attorney De Lisi addressed the Board and reviewed the list of supplemental submissions he provided the Board. He added that they had also had a very positive meeting regarding the screening for the project with the direct abutters at Cook Estate. Attorney De Lisi also had a conference call with the Town's affordable housing consultant, Judi Barrett. During their conversation, Ms. Barrett reviewed the process the applicant and the Town will need to follow to have all of the units count toward the Subsidized Housing Inventory(SHI). Ms. Barrett could not be present this evening, but did submit an email summarizing the process to the Board. The process and submission to DHCD could take up to three months. Attorney De Lisi stated that Ms.Barrett was concerned that his client(Cohasset Realty Trust) may have concerns with the restrictions of voluntarily restricting the property via an agreement with DHCD (Department of Housing and Community Development). Since his conversation with Ms. Barrett, Attorney De Lisi has talked with his client and their accountant. Attorney De Lisi's client does understand the economics of this project and they are happy to do it for the Town of Cohasset. Mr. Steve Tomasi of A. J. Tomasi's Greenery, reviewed the landscaping plan for the Board. They are proposing to plant Norway Spruce at the top of the hill, actually on the Cook Estate property. Where these abutters look down at the proposed building, it makes sense to plant the screening in this location. There are already White Pine trees in this area. They also plan to keep any of the white pine trees that are already there if they are healthy. Chairman Chittick asked about the recreation area and what would be put there. Attorney De Lisi stated that they don't have a plan as of yet. Mr. Jack O'Leary of Sitec Environmental reviewed the changes to the site plan for the Board. The new plan now has a route for a school bus and outlines new parking spaces out back that will be on top of pervious pavers. Mr. Jamie Kelliher of Axiom Architects reviewed the height of the architectural features located on the roof of the proposed building. The Board had requested percentage calculations of their height. Mr. Kelliher stated they would be 3.9%, under the 5%that is allowed. Attorney De Lisi addressed the parking study that was completed and submitted to the Board electronically on January 8, 2018. It's quite extensive and may be something that should be reviewed by both ZBA and the Planning Board. Chairman Chittick said it would make sense to have the Town's Engineering Firm, Civil D, look at the study just once, not twice. Attorney Richard Hucksam who was present on behalf of the ZBA, stated that the Board could make a reference to the study in their decision. Chairman Chittick asked if anyone in the audience wished to speak. There was no one present. He asked the applicant to submit to the Board plans for the recreational area and a letter from the Cook Estate granting approval to the applicants to plant the screening trees on the Cook Estate's property. Special Permit per "8.7 and 9.11 and any further relief as the Board deems appropriate. Applicant seeks to renovate the Bath House at 353 Atlantic Avenue (Sandy Beach). File#17.10.16. Chairman Chittick is recused from the hearing and therefore,Vice-Chairman Goedecke will chair this hearing. There were no further documents submitted for this hearing. MOTION BY MEMBER McMORRIS: TO CLOSE THE HEARING SECONDED: MEMBER HIGGINSON VOTE: 3-0 MOTION CARRIES (PG,CH and DM) SPECIAL PERMIT—Filed by James Kelliher of Axiom Architects, on behalf of his client, Ryan L. Staszko. Special Permit per 0.7 and any further relief as the Board deems appropriate. Seeks to construct an addition at 488 Jerusalem Road. File#17.11.07. In attendance to represent this agenda item: Landowner,Ryan L. Staszko. There were no further questions from the Board and no one was present in the audience that wished to speak. MOTION BY ASSOCIATE MEMBER McMORRIS: TO GRANT THE SPECIAL PERMIT SECONDED: MEMBER HIGGINSON VOTE: 3-0 MOTION CARRIES (PG, CH and DM) TOPICS NOT REASONABLY ANTICIPATED BY THE CHAIRMAN 48 HOURS IN ADVANCE OF THE MEETING The Board received notice from Town Counsel the day of the meeting asking if the Board would consider a remand for a pending case. The Board discussed and agreed to allow the remand if Town Counsel is able to negotiate it. Chairman Chittick moved to adjourn the meeting. Mr.McMorris seconded the motion and the vote was unanimous.
