Weir River Estuary Park Committee (WREPComm) Meeting Minutes from January 19th, 2016 The meeting, held in the East Hearing Room at Hingham Town Hall (210 Central St.) on Tuesday January 19th was called to order by 7:15pm. Members present: Dick Avery (Cohasset), Patti Coyle (Hingham), Faith Burbank (Hingham), Judeth Van Hamm (Hull); absent: Dave Sibor(Hingham) and Scott Plympton (Hull). Housekeeping: 2 members unexpectedly arrived late and another had to leave at 7:30pm; we lost our quorum. There was time to review and approve the minutes from October 281"; no other votes could be taken. Notes from 12/2/2015 and 1/19/2016 will be processed at the next meeting. Patti Coyle volunteered to serve as Scribe. Updates on current activities: a) Cohasset: Before he had to leave, Dick Avery reported that the Cohasset Conservation Trust will continue to work with the Hull Land Conservation Trust—in ways other than fund-raising—toward the goal of creating a Waterfowl Viewing Park and Trail at Straits Pond. Also,the $40K matching donation that the CCT has had set aside for a few years will be directed elsewhere should the HLCT be unable to raise the necessary funds by August 2016. b) Hingham: 129 Rockland St(pka Noonan Property/Lot 2): Faith Burbank reports that the Board of Health's site walk on December 101" was very productive. Present: Fire dept. Marshall, 3 members of BOH and administrator, Conservation Officer Loni Fournier and three representatives from builder's team. The Fire Dept. pointed out blasting regulations and protocols to be carried out within 250 feet of residence; Nancy Noonan is the only resident within these limits. Fire Dept. inspects and files paper work at residence prior to blasting and again one month after blasting time. The Ice House foundation (on the Hingham Historical inventory)ACEC land and waters were all noted for protection. Builder explained staked foundation (evidenced best use of land topography to reduce blasting needs). Faith asked about basement construction around rock croppings as is done in Cohasset. Conservation Officer Loni Fournier made some additional requests for site protection. Also,the proposed walkway around pond on this property and cleanup of trash and artifacts were reviewed; she also had path ideas to be explored. BOH also noted septic and drainage on Nancy Noonan's property and potential for waste hookup simultaneous with new house connection to Rockland Street main. The builders seemed to be very amenable. All participants appeared to be interested, respectful, and tuned in to environmental concerns and needs. Collapsed culvert at Kilby St,which connects Sidney's Pond to the Weir River: Patti Coyle to follow-up with Ms. Fournier to meet with DPW to learn details for repair. Possible grant from MassBays National Estuary Program next year(2016- 2017). Patti Coyle walked the trail on the quarry side of Foundry Pond (Weir St). She reported that while there are three tires that need to be removed, otherwise the trails, leading to the fish ladder and Glastonberry Abbey, are very nice. c) Hull: Lofchie Property / Straits Pond Waterfowl Viewing Park and Trail: Judeth Van Hamm reported that she learned in late December that the Lofchie Path project had not been awarded a grant from Mass. Conservation Partnership. Luckily Plan B—fundraising— had been getting some results.
