Meeting Minutes from December 2nd, 2015
The meeting, held in the East Hearing Room at Hingham Town Hall (210 Central St.) on Wednesday
December 2nd was called to order by 7:05pm. Members all present: Dick Avery(Cohasset), Faith Burbank
(Hingham), Patti Coyle (Hingham), Dave Sibor (Hingham), Judeth Van Hamm (Hull), and Scott Plympton
(Hull).
Housekeeping: Because the agenda was not made available for posting in in time to comply with Open
Meeting Law, members present could not review or approve the minutes from October 28th. No actions
were taken; Patti Coyle volunteered to take notes.
Updates on current activities:
a) Cohasset: still hoping to get interest from Eagle Scout candidates to clear trails near Straits Pond.
b) Hingham: 129 Rockland St(Sidney's Pond (Noonan Property)/Lot 2): Paul Feldman of South Shore
Development, LLC plans to build one 3-bdrm single-family house. At a meeting on October 27tn
both the Hingham Board of Health and Mr. Feldman agreed that further investigation into cellar
floor variance (foundation to groundwater regulation) was needed. The date of the BOH site walk
at the property has been set for Thursday, December 10th. Faith Burbank will attend. Further
research of meeting minutes showed that at the Conservation Commission meeting on June 15th
(see DEP 034-1227), Mr. Feldman was asked by the Conservation Commission to consider providing
for future trail access near the pond in this area. At this meeting in June, Steve Ivas of Ivas
Environmental in Norwell agreed to place the erosion controls at the 50 foot buffer line to ensure
no clearing or disturbance take place beyond that line with the exception of a 10 inch cedar tree,
and answered that blasting of ledge is expected, near the proposed residence. Collapsed culvert at
Kilby St: Grant money is often available from MassBays National Estuary Program. Will coordinate
with town Conservation Officer and administration to explore this opportunity in detail for next year
(2016-2017).
c) Hull: Lofchie Property: Judeth Van Hamm shared a copy of a grant request by the Hull Land
Conservation Trust to MA Conservation Partnership to help create a Straits Pond Waterfowl Viewing
Park and Trail;this is Plan A. She has been told by the Partnership that there is stiff competition for
funds,so fund raising by the HLCT will be Plan B. We can expect to see something in the local papers
about this. MCP will let Judeth know where things stand sometime in January.
Committee Action Items:
a) Aquarion's Customer Advisory Board meeting on December 7thth. BOH site walk at 129 Rockland St
December 10th.
