HomeMy WebLinkAboutMinutes - CTHBC - 06/27/2017 Town Hall Renovation Advisory Committee Meeting Town of Cohasset Selectmen's Office Town Hall 41 Highland Ave. Cohasset, MA 02025 06/27/2017 In attendance: Mary McGoldrick,Co-Chairman David Drinan,Co-Chairman Carolyn Coffey Sam Wakeman Fran Collins Tom Reardon, New Committee Member Chris Senior,Town Manager Susan Bruce Shane Nolan OPM Wendell Kalsow,Architect Doug Manley,Architect Missing: Brian Joyce, Director of Public Works The meeting was called to order by the Committee Co-Chair at 5:30 pm. Discussion began with tentative dates for the annual Town Meeting for spring. June 11-18 for a special Town meeting just on Town Hall project? It was decided that September is not a very realistic date. It was spoken that Designer Fees need to be voted on at the October 2017 own Meeting. The next meeting is scheduled for Tuesday July 11,2017 at 5:30 pm. The Co-Chair of the Committee with be making a presentation to the Rotary club on Monday July 10, 2017. By midi-July should be looking at different options/schematics. Early August should have something to cost estimators End of August should have schematics; needed before design phase begins. Public Hearing dates should be scheduled for two in September leading up to October Special Town Meeting Date. It was suggested to get the following committees involved as soon as possible:Advisory,CPC,and Capital. The Committee should be able to present a budget at the Town Meeting. Programming was reviewed by the committee and it was determined that the committee was satisfied with the core Town functions. Wendell described the color and historic paint study(attached). At some point in the design and review process,this presentation will typically be made to the Historical Commission and the Historic District Record Commission 6.2 6/27/17 Programming Update - MKA presented a space use program and room data sheets that have been updated as result of further meetings with building user groups,and with Chris Senior. Design schemes THRAC for space design will now begin,based on the space use data MKA collected and presented. Any further review comments should be discussed at the next meeting. 6.3 6/27/17 Site Issues - MKA has been given boring logs,but not a site plan with boring locations given. THRAC • On July 11,team will present an update to the Board of Selectmen. Among the agenda items will be: Summary of the site selection process, building inspection and assessment,overview of the programming phase, MKA 6.5 6/27/17 Sustainability Approach • Design team should explore all options for a sustainable design approach to the building,such as LEED Certification, net-zero potential,water recycling, alternative energy sources. The general periods of each of the three are: -c1857-c1880s c1888- c1928 c1940s- c1988 The report contains, however,five color schedules. It is based on effort to align some 14-20 layers of paints on trim in various locations with even more layers on clapboards. That is because the trim of this building often seemed to get stripped when the clapboards did not. The most interesting aspect of the paint history of the Cohasset Town Hall exterior is the unmistakable"picking out" (putting a different color on) part of the frieze band of the classical trim ensemble. That doing so continued from c1880s through at least half of the 20th century is impressive. Brief General History 1857 construction of present Town Hall 1879 new construction on front-one-story entry, i.e.,"mezzanine" 1889 photo showing second story of mezzanine with balustrade at top and striped awning-type roof over the two front doors ("All ready for town meeting, March 4, 1889") c1928 added triangular pediment atop mezzanine and removed balustrade; altered four of the five tall windows on north and south sides,second story, due to putting large auditorium on first floor, instead of second floor. Extension at east end added at some time in third quarter of 20th century 1988 new addition extending to the south side Methodology Historic archival research was limited to a search for earlier photographs and other types of information in the Archives of Historic New England, and the Cohasset Mariner. The single item which was found at HNE was a postcard, of unspecified date (acquired by HNE in 1959). The car suggests it is a 1930s view (although the post mark says 1959).The Mariner had a photo said to be labeled"All ready for Town Meeting, 1889." Doors: (a) S elevation beaded matched board cellar dooris early; so is cast iron stair rail. It had two distinct paint layers—lowest layer BM Chrome Green 41, then darker greenSW 0016 Billiard Green. (b) suggested finish for the two front doors is a walnut, or mahogany,stain and UV- resistant gloss varnish. A dark finish is historically appropriate.
