Item Date Subject Responsibility
3.1 6/6/17 Quantify the Star Rating System
• The group felt that a star based rating system for site
consideration is too vague and doesn't consider the value
of one criteria point over another. The group reviewed the Record
rating and edited the chart to an actual numeric score after
discussing each item.
• Site#1 (Existing Site)has 20 Points, and Site#2 (Sohier
Street)has 15 Points. Record
• For discussion, the group has eliminated consideration of
the third site. Record
3.2 6/6/17 Community Survey Monkey Results
• 411 Cohasset residents submitted surveys through survey Record
monkey.
Record
• 71% of surveyors felt that it was important to keep town
hall in its current location.

• 66% of surveyors felt that town hall should NOT be
relocated to a campus adjacent to the town library.
Record
• 73% of surveyors felt that the Historic Town Hall should
be restored whether or not the current Town Hall remains
in place or is relocated.
• THRAC officially voted to proceed with design on the
existing site.
3.3 6/6/17 Additional Discussion Points
• Traffic is currently heavy at the Sohier St. Site (Library)
with schools, music circus, and swim center. Town Hall Record
would make it much more congested.
• Concerns have been raised about the whether the cost of
relocating temporarily will greatly affect the overall
consideration of whether to stay or relocate. Other
concerns were raised about the impact that temporary
relocation will have on the operation of town hall Record
functions. THRAC replied noting that a temporary
relocation plan has been developed for the+/- 15 month
construction process as part of the town's emergency
planning efforts.
• The town archivist has expressed concern that the square
footage of the existing and proposed high density mobile
storage as well as the proposed space allocation is Record
inadequate. The archivist feels that a larger work station
for staff, volunteers, and visitors should be included in the
program.
• Prefabricated construction was suggested by the public Record
citing its fast deployment, quality, and low cost.
• Concerns were raised that a 10 million dollar cost would
not be palatable for the general public, much like it was at Record
the time of the previous studies.
• Concerns were raised about the usage of open space
behind the historic Town Hall for an addition. TOC will
check whether there is an easement in place connecting the
parking lot with the neighboring church. TOC
