HomeMy WebLinkAboutMinutes - SAC - 11/19/2014 COHASSET STORMWATER ADVISORY COMMITTEE MEETING MINUTES 19 NOVEMBER 2014 Present: Jim Fitzgerald,Noel Collins and Francis Collins Absent/Excused: None Invited Guests: None 1. CALL TO ORDER The meeting convened on 19 November 2014 at 7:10 PM in Cohasset Town Hall— Basement Meeting Room. 2. PREVIOUS MINUTES The Committee reviewed the 20 October 2014 meeting minutes and after a duly made and seconded motion the meeting minutes were approved. 3. RAIN GARDEN DISCUSSION Committee had a discussion related to best way to maintain rain gardens going forward. Based on discussion, Committee believes the Community Garden Club and/or the Cohasset Garden Club likely have the gardening skills, interest and capacity to properly care for the existing rain gardens (possibly with support). Committee discussed possible "recruitment" of new Committee members from gardening clubs. 4. FLOOD PRONE SURVEY DISCUSSION Committee proposed having a meeting on 18 December 2014 for the purpose of collecting information(from Town employees and citizens) to support preparation of the 2014 Annual Survey. Noel Collins to prepare Cohasset Mariner meeting notification and Frank Collins to post meeting. 5. TREAT'S POND DISCUSSION Committee discussed Brian Joyce proposed solution for installation of a new drain pipe to better drain the Pond. 6. ELECTION OF CHAIRMAN After a motion duly made, seconded and approved, the Committee elected Noel Collins Chairman. 7. APPRECIATION After a motion duly made, seconded and approved, the Committee acknowledges the service of Edward Wadsworth and Robert Huey to the Committee and express our appreciation for their time and efforts. MISCELLANEOUS ITEMS The Committee had brief discussions related to the following items: • Stormwater Utility—Committee decided to table any discussion related to the Stormwater Utility until next year. • FEMA Map Updates—Committee discussed recent updates to FEMA Maps. Committee decided while FEMA Maps indicate potential flood areas, the purpose of these maps is beyond the immediate mandate of this Committee. • Committee Focus for 2015 —Committee discussed focusing on "eutrophication" and"outreach and education efforts". Committee feels outreach and education efforts have the greatest chance to change "behavior" improving stormwater quality and reducing stormwater runoff. • Recruitment—Committee discussed need to "draft" additional members to ensure we have sufficient members going forward. Committee discussed ideal candidates would either have gardening skills and/or educator skills. • Dam Survey—Committee discussed apparent"compromised" condition of Sanctuary Pond dam. Based on discussion Committee was unsure if Town has a list of all dams located within town or could adversely flood town should they be breached. While Committee is not capable of assessing structural condition of these dams, Committee believes this potential flood risk should be reviewed with Selectmen. 9. ACTION ITEMS Action items are identified in above minutes. 10. NEXT MEETING The Committee set 18 December 2014 at 7:00 PM for the next meeting to be held in conjunction with the annual flood prone area survey. Meeting adjourned at 8:40 PM.
