McGowan calls meeting to order at 1:05pm.

Discussion of Regional Sewer and questions from the Board that remain to be answered:
how a regional plan will stress the already strained infrastructure and services in the town
by bringing in high-density housing.
Beck asks Papa about rags in the WWTP and how it happens.
Papa: Anytime the flow exceeds the capacity of the influent wet well, rags are introduced.
An automated valve would prevent this.
Discussion of membrane replacement and references provided by vendors. Coughlin is
working on an RFP, possibly for flat plate.
Sawchuk is planning to meet with Chris Senior and Gary Vanderweil to discuss their
opposition of the Regional Sewer Study
Beck returns to the subject of rags, Coughlin suggests that a motorized valve and sensor
would automate the system such that it prevents accumulation of rags, would probably cost
less than$10,000.

Papa reports that Woodard & Curran has received a quote for the watertight manholes, that
the inner covers can be replaced with HDPE covers,replace the gaskets and spray the lining
of the especially leaking manholes with a sealing material. Coughlin states that the sealing
material used could be any of various products on the market and that it's used in older
manholes that are comprised of brick. Beck requests that Papa, Scott & Coughlin go over the
quote thoroughly.
Papa reports that improved conditions have held steady since the anoxic tank cleaning.
After a brief loss of power during one of the rain storms, bleach pump and RAS pump were
checked to make sure they came back on. They are about one third of the way through the
ARV inspections, report will be ready for next meeting.
Sawchuk initiates discussion about Chute's property, Coughlin mentions that as-builts
should be obtained.
Goodwin states that 56 Redgate called and were informed that they need to submit an
application for increasing their sewer connection.
Sawchuk reiterates concerns about Regional Sewer to Senior. Senior responds that these
concerns are heard and that to answer the questions posed, more information needs to be
gathered. South Main Street is considered a priority area. Questions about providing sewer
service to 3A remain to be answered, the consensus is that there is not yet enough
information to adequately answer those questions. Sewering North Scituate would take
some of the pressure off the plant and the town. Beck questions how residents can be
mandated to connect to sewer on South Main Street without an order from DEP or EPA.
Senior replies that perhaps they don't need to be required to connect. The study would
answer those questions.

Discussion of sewering 380-400 CJC Highway. Senior states that sewering that property
would provide a benefit to the town because the housing is 40B. Beck states that sewering
that area was determined to be less of a priority than sewering environmentally sensitive
areas like South Main Street. Senior states that there are hurdles, but it is worth pursuing.
Discussion of membrane replacement. Senior states that before RFP, there needs to be a
clear funding path, either money in hand or approval from Town Meeting. Also, an RFP can
be structured to include both components (membranes and installation). The RFP should
include exactly everything that we want.
Discussion of handling Feng Shui s flow. Possibility of running to Veterans pump station,
concerns raised about amount of grease in wastewater coming from the restaurant.
Discussion of RFP draft.
Discussion of membrane technology. McGowan raises the idea of replacing half of the
membranes, improve SCADA, and use some of the saved money for capital improvements.
Think over options and revisit at next meeting.
McGowan motions to adjourn at 3:30, Sawchuk seconds, unanimous.
