Review of Charges from Water Dept. Piatt: Review of cost of Water administrative work. 2.5% increase per year is a reasonable. Recommends that the Commission pay the$15,600 per year for FY 2020. Transfer to Aquarion might impact how data is transferred. We can reassess next year. Sawchuk: Is three weeks of work per quarter realistic? Piatt: Data is uploaded, Brenda confirms that every customer's data is correct, she checks with North Cohasset, in some cases she personally calls customers. Beck: Water charges a large amount for deduct irrigation meters, why do we not benefit from that revenue? Coughlin: In other communities that I've seen, usually the fee for deduct meters is nominal, maybe $5-10. Sawchuk: The cost of the meter itself plus installation is usually covered in the first or second year of this fee. Beck: Discussion of year-end finances. Piatt: Seeing a significant deficit. Sawchuk: Enforcement of hook-up fee policy Piatt: Re-examine how permits are approved and processed. Coughlin: Full listing of building permits for the fiscal year. Update on WWTP Scott: Cleaning of anoxic tank, tank is in great shape, cleaning should be done annually, appeared to not have been cleaned in the last ten years. Without that annual cleaning, the anoxic tank cannot denitrify effluent as it should. .1G14 t P o COHASSET SEWER COMMISSION Wednesday, June 26th, 2019 at 1:00 pm Town Hall Basement, 41 Highland Ave. Cohasset, MA 02025 lin: Suggests recycling pumps need better monitoring and control. Scott: The Return Activated Sludge system is questionable but without a functioning anoxic tank it will not provide any benefit. Membrane Replacement Search Update Coughlin: Waiting on proposal from Alfa Laval but there seems to be a delay. Presentation of Membrane Comparison spreadsheet. Sawchuk: Preference? Coughlin: Possibly flat plate. McGowan: Scott, see if anyone at Woodard &Curran can vouch for any of the vendors. Coughlin: Also need to budget for installation considerations, $100-150k, maybe even more. For SCADA, need to decide to start from scratch or repair and upgrade the existing system. Beck: If we choose a technology that allows for in-situ cleaning, we can think of repurposing the dip tank at the plant. Coughlin: Consider replacing train#1 as a band-aid solution. Sawchuk: Could a cleaning of train #1 with citric acid be done. Scott: Will check with Scott to see if we have the manpower and time to do that. Discussion of membrane technologies. McGowan: October 1st submission is the goal. Watertight Sewer Manhole Replacement Project Update Coughlin: Manholes on Border Street looked decent, they can be made water resistant. McGowan: Goodwin, find out status of Hazard Mitigation Plan Coughlin: Will put together a specification for manhole rehabilitation. Scott: Will look into pricing for maintenance of manholes and/or rehabilitation of manholes, find out from Leary what is considered maintenance versus construction. Next Meeting set for July 101h at 1:00 pm.
