Marge Goodwin McGowan Calls to Order at 10:20 AM, Next meeting scheduled for Tuesday, February 19th at 2:00 PM at Willcutt. 17 Adams Rd. Discussion: LI: 17 Adams Rd. Septic field was put in at least 27 years ago,we paid for our betterment. We wrote a letter when the project was done to opt out of a sewer connection. If I wanted to attach to the sewer, how do I run a pipe down the roughly 300 feet of road and who pays for it? JB: She is representing that she was told that she was given permission at the time to not connect and there would be a stub on black rock road for her to connect when she so choose. At the time, each user only had to pay the cost of their own connection on their land. She has the right to connect because she has (almost completely) paid off her betterment. LI: If I pay to connect from my house to black rock road to the street don't I own that pipe? JB: No LI: How is that fair to me? JB: Why did you pay the betterment if it didn't benefit you? LI: We were told that we would have a stub. WS: Would you be able to share the cost of the project with Gratta, the neighbor across the street? LI: He doesn't seem interested in that. WS: Where does your water line come in? Because the sewer line could run next to it so long as it's sleeved. LI: Not sure. But why do we have to pay for the connection past our own land? WM: Let's look and see what documentation there is. WS: There must be an easement for water so you must have an easement as part of your deed. I spent many hours working with these data. The corrected numbers work much better in our budgeting. WS: So is the billing correct? MG: He assured us that the billed amounts are correct but the summary sheets are where the numbers are incorrect. JB: I think he should have to come in here and prove to us that our billings are correct. Capital Plan: WM: We're still waiting to hear from Woodard & Curran about what are the biggest needs at the plant and that report will inform our requests from capital. JB: The membranes are obviously nearing the end of their life. Discussion of Drylit additive. I&I: WS: What is Dari s project? JB: He said that the project is held up because FEMA won't give out money for this project until some report is filed by the town. We have $450,000 that we borrowed to use for this that we haven't used yet. I think if Woodard & Curran wants to mitigate some of the I&I,we should go forward with that. Trees at the WWTP: WS: I will assess the situation and talk to building and conservation to see if they'll let me just take them down. Regionalization: WM: Have Chris extend an invite to Scituate to discuss sewering North Scituate village and Border St. McGowan motions to adjorn meeting at 12:30, Sawchuk seconds, unanimous.
