Main Street Dan Coughlin Next Meeting scheduled for April 25, 2017 Unanimous vote on Meeting minutes dated: 217117 2121117 317117 3121117 New Business: Suez Review of Plant Overflow: Dan Coughlin reviews why he believes the plant went into overflow and Scott agrees with his synopsis. Beck asks repeatedly why the bypass valve was not utilized. Scott believes the bypass valve was not war- ranted for this event. Beck instructs Marcin to educate himself and the other operators on when to use the bypass valve. He wants Marcin to amend the SOP to reflect when the bypass valve should be used. Beck asked what ultimately caused the plant failure to which no acceptable answers were given. Beck states that this is a highly undesirable event and was caused purely by operator error and wants to make certain through training and education that it never happens again. John and Scott agree. Sawchuk is interested in where the excess flow originated. Marcin agreed to review water levels with Coughlin and report back. Coughlin recommends a flushing program. He believes targeting areas on an annual basis is the best approach. Marcin will present action items during next meeting. McGowan asks Marcin about the third operator position. Marcin said the position has been posted in- ternally and if no applicants come forward, will post externally. McGowan urges Marcin to work with the Board during the process. He wants to be made aware of interviews, salary requirements, and any ben- efits being offered. New Connections-Jack Livingston Livingston presents his desire to build on two lots created in 1936 on Black Horse Lane. Sawchuk mo- tions to approve sewer connections for lots one and two on plans dated 3/8/17 and 3/6/17, Beck sec- onds, Unanimous Cohasset Board of Sewer Commissioners Page 1 Advisory Update Beck's philosophy on pay as you go has not waivered. He understands and can appreciate bonding, he believes paying as you go is most efficient. Coughlin mentions using the state revolving fund, but is un- sure if the Town would qualify for funding. Sawchuk questions if the current users should bear the cost of the membranes or should the cost be spread amongst new users? Beck said when the original up- grade was done, it was paid for by all users. Grinder Pump Warranty: Invite Ed Quann to next meeting to discuss warrantied items. Would like Ed to hear some of the resi- dent's frustrations surrounding their grinder pump inefficiencies.
