William McGowan called meeting to order at 4:02
1. Administration
Cohasset Sewer Commission-Meeting February 21, 2017 at Willcutt Commons in Point Room
@4:00.
Approve Meeting Minutes: No action taken
Approve Becks Signature: McGowan makes a motion to approve Becks signature on January's
invoice warrant. Second by Sawchuk, unanimous vote.
2. New Business
A. Suez-John Marcin presents a proposal for increased staffing at the WWTP. McGowan
asks Marcin to walk through a typical workday, including time spent on various activi-
ties. Marcin outlined a typical workday as M-F 8:00am-3:00pm and weekend shifts are
alternating four hour shifts. Beck asks Scott if adding a third person will relieve his every
day stresses. Papa said it would be very helpful to have a third person. That will allow
two people to respond in the field,while one stays behind to monitor the plant. Beck
asks Scott why he's uncomfortable leaving the plant? Papa said they are trying to main-
tain certain amounts of sludge and try to reduce the amount of solids in the plant. Beck
recommends Coughlin look at the plant to see if we can gain any efficiencies. Marcin
said the mechanical reliability of the Polymer Feeder is a concern. Coughlin said the cost
to retrofit is approximately$225k. McGowan asks Coughlin to look at the Polymers and
see if they need to be alternated seasonally. McGowan asks Marcin if rate increase is
approved at town meeting and funds become available, when the third person can start.

Coughlin interested in the amount of training the third person would require. Marcin
stated he can have a third person start immediately. McGowan makes a motion to ap-
prove a third FTE for the WWTP, however will not pay for a vehicle and the Board would
like input on the job scope.This motion for approval is subject to approval for rate in-
crease at town meeting. Beck seconds motion, all in favor, unanimous vote.
B. Scott Papa- Reviews challenges with the plant. Muffin Monster is still not fully func-
tional, needs new PLC from JVC, approximate cost of the part is$1k.
High School Pumps Station- Failing and requires manual intervention.
Deer Hill School Pump Station-Pump was switched off. Coughlin asks the Board to re-
view contractual terms to make sure pump stations are being maintained properly.
Hugh Devine-Cohasset Resident presents his concerns regarding E-One grinder pumps
and customer experience. He believes it would be best if all Cohasset residents had a
direct contact with FR Mahoney. He would like the residents of Cohasset to have a bet-
ter customer experience when calling FR Mahoney. McGowan would like to invite Ed
Quann in to discuss residents' concerns. Date TBD.
Pump Stations- Papa would like to see an upgrade to the alarm system.The Board
agrees this is a nice to have, but the High School Pump station is in need of immediate
repair with only one pump fully functioning.
Flow Reversal- Beck asks Coughlin when the best time to turn the valve and reverse
more flow from Hull back to Cohasset. Sawchuk and Beck would like to move on this
ASAP. Coughlin will schedule and get back to the Board.
Motion to adjourn meeting at 6:30 by McGowan, seconded by Beck, unanimous.
