New Business-Joint Meeting A. Sewer Study- McGowan opens up dialogue with rate study and budget shortfalls affect- ing the Cohasset Sewer Commission's budget.John Beck told Hull there was an Engineer reviewing current flows, so we can have strategic conversations regarding the ad- vantages to Hull and Cohasset's business district (3A). McGowan asks about the possibil- ity of a wholesale rate to extend the Intermunicipal agreement. Phil Lemnios suggests Hull's need to perform due diligence in order to make informed decisions. He cannot commit to an answer at this time. He would also like to explore all options and obtain and opinion of a financial expert. A firm that procures this work is Powers and Sullivan and they have an extensive resume. The technical component of this venture is less overwhelming. Both Cohasset and Hull will need to look at what quantity would impact operator agreements on both sides. Cohasset is facing a future challenge of replacing the plant membranes at an estimated cost of$1.4M. Rick stated the Hull WWTP current usage is 1.5M with a capacity of 3M could run at 2.8M. Cohasset usage is 250k with a capacity of 450k. Anticipated volume from 3A is 50-60k GPD. Lemnios asked if Cohasset would consider the Hull WWTP operating as the primary plant and Cohasset as secondary. Struzziery said they are in the process of evaluating Cohasset Board of Sewer Commissioners Page 1 Hull's infrastructure. Sawchuk doesn't believe the entire town of Cohasset can generate more than 500k gpd. Lemnios suggests sewering the remainder of Cohasset residential and send that to Co- hasset's plant and look at a plan to send flow from 3A to Hull. Sawchuk would like a more regional approach, inviting Scituate to the discussions. Deci- sion by joint Boards was to invite Scituate and Hingham to a brainstorming session Feb- ruary 15, 2017. Lemnios indicated Hull's capacity is static, with no new developments in the immediate future. Sawchuk educated Hull on how Cohasset was able to pay for the infrastructure associ- ated with sewering their current districts. It is unique in the approach that costs were paid 100% by homeowners and 3A would need to remain consistent with that approach. Next steps-Cohasset needs to develop plans showing how to divert flow to both the Hull and Cohasset WWTP's. Dan Coughlin will work with John Struzziery. When needed an independent consultant will work on one comprehensive regional plan. Some Con- sultants to consider are: Kleinfelder,Accom Engineering, and Woodard and Curran. New Business-Cohasset Sewer Commission 68A Nichols Road-Jim Dunn (Rosano Davis) and Steve Colclough (Colclough Construc- tion) explaining how they connected the garage/guest house to the sewer system. Owner would like to use an indoor pump to send flow to the outdoor pump. Dunn ran a 4" pipe from the house to the generator near garage. New pipe is 15' off the garage. Motion by Sawchuk to sign building permit, second by McGowan, unanimous vote. Budget- Review 2018 Budget. Rate increase proposal increasing user fee from $35 to $49. Schedule an open meeting to discuss flow and invite residents. Motion to adjourn meeting at 5:11 by McGowan, seconded by Sawchuk, unanimous. Cohasset Board of Sewer Commissioners Page 2
