a. Next Meeting: Scheduled for Wednesday,November 15,2016 @ 4 p.m.in the Basement Meet-
ing Room-Town Hall.

2. New Business
a) Suez-Scott Pappa presents September's monthly report. WWTP is in compliance with all perfor-
mance parameters.Alarm company making all the necessary upgrades to alarm system. Dan
Sampson from G.E. Water was onsite from September 6-7for site visit.Airdryers were replaced
underwarranty. Influent sluice gate was repaired. Influent channel grinder needs to be re-
placed. Scott asking for the Boards approval on infIuent channel grinder replacement inthe
amount of$24,641. Beck makes motion to approve the replacement,seconded bySawchuk,
unanimousvote.
a. Plant reclundancy-Beck inquires about parts that are necessary to keep the plant run-
ning in the event of a failure. Beck's issue is to assure that we have a carefully defined
list of those plant components whose failure would cause a plant shutdown,and that
replacement components be in inventory or immediately available in orderto restore
plant operation. Beck requested that Coughlin work with our contract operator and G.E.
to develop the list of such single failure components and assure availability of replace-
ments.Sawchuk requests an annual site assessment or risk analysis as it pertains to an-
nual maintenance.Sawchuk enters into discussion regarding the life expectancy of the
motor which operates the protective screen for input flow to the plant. Themotorhas
been offlinefortwo months without any discernable impact to the plant. The Board re-
quests Scott get a quote to replace the motor.

b) 792 Jerusalem Road-Ryan Connelly presents pIansfor sewer stub at property better known as
10 Ocean Ledge Drive. Ryan indicated his other properties are utilizing septic due to lack of ca-
pacity at the plant.Beck makes a motion to approve sewer connection for LotJ-10 Ocean Ledge
Drive. Motion seconded by McGowan,unanimous vote.
c) Mike Stevens-Mike Stevens is before the Board to discuss sewer connection for his Pleasant
Streetlot. He be I ieves lot was overlooked for sewer connection.Stevens asks what the current
capacity situation is at the plant.McGowan indicates there is capacity,how much isTBD. Ste-
vens asks the Board for the number of EDU's that can be added to the system. McGowan indi-
cates once the draught is over and a study is performed they will have abetter idea on that
number.
d) Abatements-Treasurer asked that the Sewer Commission forgive the outstanding balance of the
School's sewer bill. The Board has several questions as to how this will impact the current finan-
cials. Board directs Michelle to Follow-up with Mary Gallagherforinformation.
e) Grinder pumps-Board continues to discuss grinder pump fees along with release of easements.
Grinder pump retrofit project was contracted for$396k in year one,however only$200k has
been appropriated.
f) Non-payment for sewer usage-Board instructs Michelle to draft a letterto homeowners who
have not paid forsewerusage and/orgrinderpump maintenance.Once letter is drafted,Com-
missioners will review and approve priorto sending.
g) Cunningham Bridge-Sawchuk presents Brian Joyce's plan to put in a 4" pipe to divertflow and
create redundancy in the Little Harbor District.The cost of the project is$32k. McGowan and
Beck voice concern regarding increase costs due to challenges with laying the pipe. Sawchuk
instructs Michelle to discuss capping the project at$32k with Joyce.
Motionto adjourn meetingat6:15 by McGowan, second by Beckand Sawchuk. Unanimous
