Administration a. Next Meeting: Scheduled forTuesday,October4,2016 @ 4 p.m.in the Basement Meeting Room-Town Hall. b. Approve Meeting Minutes: noactiontaken 2. New Business a. Coughlin Environmental:Commissioners having open dialogue with Dan Coughlin regarding his recent invoicing.McGowan asked Coughlin to provide more detail behind his invoices,including dates and project summary. McGowan asked Coughlin to explain his billable mileage between destinations. Coughlin is billing McRae's mileage between destination points in Cohasset. Coughlin's other mileage billed roundtrip from Stoneham to Cohasset is approximately 65 miles. Sawchuk inquiries about Zenon invoice that was overpaid. Coughlin stated payment has been requested to be mailed back toTown of Cohasset. Discussion on how to initiate triggers to ensure the Sewer Commission is receiving the adequate information upon inspections. Moving forward Sewer Commission will require an as-built in hand before scheduling any start-ups or pressure tests. Before start-up on gravity systems an as- built must be se nt to Coughlin and Papa for inspections. Sawchuk advises Michel leto look into new costs of start-ups as well as payments for31 Otis Ave. b. Root treatment is complete.Roots in the main line weretreated. Coughlin proposes drafting a letterto abutter making them aware there are roots in the line. There's also a cracked pipe near Ennis Avenue. A notification should be sent to property owners making them aware of the Cohasset Board of Sewer Commissioners Page 1 cracks so we can remedy the situation quickly. Rosano Davis is available to fix the cracked pipe. The work would include digging up cracked pipe and repairing. c. Suez:Review of August's plant activities-The WWTP had an exceed ance of daiIyfecaI coIiform on August4, 2016. The daily limit is 28 and tests came back at 32. Sawchuk questioned what caused this result. Papa indicated there was nothing irregularthat caused this. The sleeves were cleaned regularly and there was no pumping,washing,orflushing. Sawchuk inquires aboutthe sampling process. Papa explains the sample process takes approximately 3-4 days. Papa indicates the report has been filed with the DEP. Flow rates are also down.Papa reviewed significant project events:Rosano Davis was on site to clean wet wells. D&C Construction on- site to evaluate influent channel. Pioneer Electric repaired blower room exhaust fan. Action items:Influent Channel Grinder must be replaced immediately. Motion bySawchukto replace'Muff in Monster'atthe cost not to exceed$20k,second by McGowan. Unanimous vote. During a fire&Safety inspection emergency lighting was flagged as needing replacement.One unit needs to be completely replaced. Papa was told by Fire Dept.to replace all batteries. To change one entire box the cost is$3,600 (7 complete units),$180 per pack. Papa was advised to speak with the Fire Chief.Sawchuk said the Board will take recommendation under advisement. McGowan would like to extend an invitation to Papa and Davis(Rosano Davis)to review grinder pump warranty work and invoicing. d. Grinder Pumps:McGowan asked Papa to send Michelle a log of all grinder pump repairs done in FY'16. e. Peter Falk:Resident of Howe Road looking for a sewerconnection forvacant lot described as Map 8, Iot45. Falk is looking to construct a 5 bedroom,4 bathroom home. Sawchuk stated the charge would be one EDU. Sawchuk makes a motion to approve sewer connection,second by McGowan, u nan i mous vote.
