Acting Chairman McGowan called the meeting to order at 5:00 p.m.
1. Administration

2. New Business
a. Jerusalem Road Estates:Steve Corey and Paul Gratta are before the board to informally discuss
plans for Jerusalem Road Estates and review the plans and challenges they once faced.In April
of 1999 Planning Board approved the plans subject to Conservation and Sewer.Corey and
Gratta applied for sewer connection for23 lots. Wayne questioned if the subdivision plans or
Form Awere recorded? Gratta would follow-up with Attorney Humphrey'stofind out.Would
like to come before the Board when third member is appointed. They will reapply forsewer
connections for 23 lots,with homes consisting of five bedrooms an estimation of 550 gallons per
day.Wayne recommends to satisfy requirements to access road. He indicated it's difficult to
approve the plans,when the property isn't ready to be built on.
b. GE Contract:Motion byBilIto approveyear4 of year contract. Sawchuk seconds. Unanimous
vote.
c. Grinder Pump appropriation:Wayne believes funds were appropriated at Town Meeting. Fol-
low-up with Chris Senior.
d. User rate increase:Every gallon flowing to Hull is at a higher rate.Wayne recommends inviting
Chris Seniorto August 30th meeting to discuss reasons we aren't taking more flow from Hull.
Board would like to consider renegotiating intermunicipal agreement.

e. Grinder Pump purchase:Dan Coughlin recommends aboard member lead the project.
McGowan is concerned about the process for ordering pumps moving forward.Sawchuk be-
Iieves itshouId be the homeowner's responsibiIityto procure directly.Coughlin believes prefer-
ential pricing is given to the Town ofCohasset. SawchukwouIdIikecontractortoberesponsible
for procuring the pump.Coughlin believes Cohasset residentswill benefit from a less costly price
and sewer commission will maintain better controls if the Sewer Commission continues to pro-
cure pumps.
f. 55 Gammons Road: Coughlin wants to verify that original easementrights have been main-
tained. Legal counsel advised two options:one,turnoverthe service to the homeowner(private
service)Two:execute a new easement with all three parties.Coughlin stated hydrant was never
installed. McGowan recommends holding off until the board is comfortable with the remedy.
g. Abatements: Rewaldi abatement,motion to approve by McGowan,seconded by Sawchuk.
Unanimous.
h. Sidewalk repair:Sawchuk would like to contribute$500 to the homeowner on Little Harbor
Road to repairthe sidewalk for drainage purposes. Motion by Sawchuk,seconded by McGowan.
Unanimous
i. Pratt Lane:Ground settling around the manhole,recommend cutting 8x8around the manhole
and repave. Sewer Commission to contribute an amount notto exceed$1,000. Motion by Saw-
chuk,seconded by McGowan. Unanimous
j. SewerCharges:McGowan how far back can we bill residents forsewerusage?Coughlin recom-
mends usingaverage consumption data and alert homeowners theywill be charged forsewer
usage.Brian Joyce agrees to obtain legal opinion.Sawchuk believes we should a minimum of
$35 usage fee.
k. Root Remediation Plan:Coughlin-Did some recon and will need largercutter.Work maygener-
ate additional repairs.
I. Cunningham Bridge Project:Joyce-Town will payfor materials and marginal labor.Recommends
at a minimum asleeve be installed but ideally a full connection.
m. Harbormaster:Sawchuk-Can a stub connection be made bycuttingthe sidewalk and installing
3" pipe?Does not wantthe Harbormaster lifting the manhole cover as a permanent cleanout
solution. McGowan asked Coughlin to research a longterm solution.
Motion to adjourn meeting at6:15 by McGowan, seconded by Sawchuk.
