Meeting Minutes: MOTION: By Bryan Baldwin to Approve Meeting Minutes from May 19, 2016 SECONDED: By William McGowan VOTE: 3- 0 MOTION CARRIES 2. Wastewater Plant Operations a. Monthly Report Review: Scott Papa couldn't make it to the monthly report meeeting. MOTION: By Bill McGowan to Approve Replacing the Polomer Feed Pump for$1082 SECONDED: By Wayne Sawchuk VOTE: 3 -0 MOTION CARRIES b. Suez Operating Expenses Proposal: No report yet.They would Iiketo encumber pumps for thisfiscalyear. Three invoices came in from FR Mahoney. Bryan Baldwin will holdingthem.there will not be any more pumps purchased. C. Refinishing Contract CO#2: The barn door needs to be replaced and there isn't a cost on the replacement yet.The grit screws are painted and there is no trouble,they are running fine. 3. Collection System a. Retaining Wall at CMHS: The last item on the punch list is to acid wash and the job will be complete. b. I & IRepairsRFP: Chris Senior needs to sign the execution license agreement fortemporary sewer repairs at60 Elm Street. C. Manhole Covers RFP: MEMA approved the fundingfor manhole covers. FEMA posed ques- tions that need to be answered byJune 12. Cohasset Board of Sewer Commissioners Page 1 d. Grinder Pump RFP: The grinder pumps Request for Proposal bids are open until June 22,2016 and the recommendation will be announced June 28,2016. 4. New Business a. 55 Gammons Road , Lot 11 (Mike Stevens) For Parcel ID Map 20 Plot5: Present for this meeting agenda:Mike Stevens,Jeff Morse of Morse Engineering Mr. Stevens acquired the lot next to 29 Gammons Road, and is seekingto put anew home on the vacant lot. The records in 2011 show a sewer connection. He claims two betterments were as- sessed to 29 Gammons Road, but only carriage house was connected. In 2010, the first rate of the betterment for the sewer connection was$1,407/month,and in 2011 the second betterment was added and the payments went up to$2,745/month. In April2011, a letterwassentforan exten- sion for sewer hookup. The homeowner wrote a check for a second grinder pump,but nevertook possession. A road runs along Gammons Road that is a private way. The road is being moved,accordingto Mike Stevens the utility pipe will stay in the same location.The plan is to put the sewer alongside the utility easement.The new easement will be11'wide. Mike Stevens was advised not to put land- scaping overthe utilities,grass only.The grass will slope down to the easement from the house.Jim Dunn is doing the grading.The proposed new driveway will be the same grade as what is there now.A sewer application has been approved and a grinder pump purchased from Rosano Davis, however,it has not be received yet.Sincethe house is for sale the Sewer Department is requesting the following information from Morse Engineering: • Water Department Line • Sewer Connection • Low Pressure Application • $1000 • Copy of the Old Application(Rich Henderson) • Confirmation from the Assessor's Office of the Parcel ID. Bryan Baldwin will look into the question if additional fees apply. 5. Items Not on the Agenda a. Vote to reorganize the Sewer Commissioner Board. MOTION: By Bryan Baldwin to Keep the Structure of the Sewer Commissioner Board SECONDED: By William McGowan VOTE: 3-0 MOTION CARRIES b. The bids for root treatment and TV i nspections have gone to Susan Bruce.There were a total of four bids ranging from$7,200 to$28,000. Two of the bids identified sub-contractors and the contract states no sub-contractors.The third bid didn't submit all required documentation and was considered non-responsive. Dan Coughlin recommended the Town of Cohasset hire Inland Water for$8250 to treat the roots and TV inspections. MOTION: By Bryan Baldwin to Approve Root Treatment and TV Inspection Bid from Inland Water for $8250 SECONDED: By William McGowan VOTE: 3-0 MOTION CARRIES C. 544 Jerusalem Road: Wayne Sawchuk will follow up with town council and Dan Coughlin on the correct procedure for544 Jerusalem Road turning their pump overto the town.The resident was charged$168/month and they didn't agree with the price. MOTION: By Wayne Sawchuk to Approve the Request for Abatement for$172.00 SECONDED: By William McGowan VOTE: 3-0 MOTION CARRIES e. 762 Jerusalem Road: Ms. Schmidt submitted an email requesting an abatement with docu- mentation indicatingawaterIine leak. MOTION: By William McGowan to Approve the Request for Rebate for $506.80 SECONDED: By Wayne Sawchuk VOTE: 3-0 MOTION CARRIES f. Z-None(GE): Sewer Commissioners are holdingthe payment until services are rendered. g. 28 Black Horse Lane: The large home review needs anew sewer application for sign off. h. 16 Norfolk Lane: Mr. Spath dug the water service line and sleeved it. Brendan approved the work performed. The board recommended Dan Coughlin retain$2500 from the ap- plicant because the plan shows 11 units.Are there two orthree bed rooms?This needs to be clear for the correct amount EDU's. On January 6, 2016 1 EDU was approved and the application was re- ceived February 18,2016.
