Chairman Baldwin called the meeting to order at 4:00 p.m.
1. Administration
a. Next Meeting: scheduled for Wednesday, May 4 @ 4 p.m. in the Basement Meeting Room-
Town Hall.
b. Approval of Meeting Minutes: Motion by Mr. Baldwin to approve minutes for November 13,
2015, November 17, 2015,April 7, 2016, seconded by Mr. McGowan and the vote was unanimous
(3-0).
C. CES Contract Revisions: Not discussed.
2. Wastewater Plant Operations
a. Monthly Report: The plant is running in compliance with all performance parameters in
March. Suez responded to eleven (11) grinder pump service calls, all but one for Interon pumps.
The plant was shut down 3/12/16 due to low air pressure for approximately 90 minutes. Suez re-
placed a faulty separator filter from inventory.
National Grid completed its energy audit. The main building has light fixtures circuited through oc-
cupancy sensors, and 8-12 lights don't work now, but Suez noted that there is sufficient light levels
for safe working environment. Unfortunately, there is not much cost savings opportunity in replac-
ing so few light fixtures. Chairman Baldwin suggested that when replaced, LED fixtures should be
provided. Mr. Sawchuk recommended that Suez investigate a demand response system for an
electrical load shedding program to collect rebates.
The grit screw was squeaking and annoying nearby neighbors once again. Suez shut it off 3/29/16.
A week later, it was turned back on and for 45 minutes it didn't squeak, but Suez shut it off when
they left for the day in case it squeaked during the night. It's been running everyday all day for the
past (2)weeks without a noise. Mr. Coughlin contacted Lakeside,the manufacturer, and with their
help discovered there was no obvious reason for the noise. It was determined that a piece of de-
bris could have wedged in the screws and came out on its own.

Suez requested approval to replace the VFD for Effluent Pump#3. Motion by Mr. Sawchuk to ap-
prove proposal for a new VFD effluent pump#3 for$2870, seconded by Mr. Baldwin,and the
vote was unanimous(3-0).
The (28) speed control valves for the actuators need to be replaced,they can't be cleaned thor-
oughly. Suez requested approval to replace at a cost of$15 each. Motion by Mr. Sawchuk to ap-
prove proposal for(28) new speed control valves for actuators totaling$420, seconded by Mr.
McGowan and the vote was unanimous (3-0).
CES recommended replacement of the corroded metal doors and frames of the main building in
lieu of attempting a repair. CES soliciting proposals. CES presented a proposal from John W. Egan
Co, Inc dated 4/20/16 to paint the existing doors for$1,855.93.
Chairman Baldwin noted that the average daily flow for the past four months has been consistently
around 340,000 GPD due to the North Cohasset diversion, also reflected in the 12 month average
now at 297,000 GPD and rising.
3. Collection System
a. Retaining Wall at CMHS: The retaining wall at Cohasset High/Middle School is complete with
the exception of one corner and landscaping after final grading.
b. Infiltration & Inflow Repairs RFP: CES is working with DPW to procure root treatment and
camera inspection prior to issuing the RFP.
C. Manhole Covers RFP: MEMA has approved the grant application, which has been forwarded
to FEMA for final review. RFP issue to be delayed until FEMA review completed.
d. Grinder pump RFP: CES continuing to work with DPW on the RFP preparation. Grinder pumps
will be supplied and installed with E-1 as a primary source. A 3 year contract is needed for 185
pumps. CES to prepare a memo defending the Board's position for sole-sourcing the E-1 pump to
maintain continuity across the collection system.
4. New Business
a. Missing Water Meters: Chairman Baldwin stated that several properties have been connected
to the collection system but have not been billed for service provided. There are no water meters
installed at 189 Hull Street, 191 Hull Street, or 268 Jerusalem Road so water consumption cannot
be determined as a basis for sewer usage charges. Chairman Baldwin noted that 177 Hull Street
doesn't have a meter either, but they are billed an estimated charge likely greater than actual flow.
Chairman Baldwin directed the Water Department to bill these properties for the fourth quarter
based on estimated flow. The Board agreed that these properties should be billed for the fourth
quarter, but that it was important to notify the residents prior to receiving a bill. They should also
be advised of the option to install a meter in lieu of usage being estimated.
The Board agreed that these properties should be billed for usage in arrears, but was unclear on
how far back the Board could go legally? Mr. Sawchuk recommended that the property owners be
asked to come before the Board to discuss the matter. Chairman Baldwin will ask Town Counsel for
its opinion on the matter.
b. 1-3 Brook Street- Both the inside and outside was cleaned out. The boot on a 6" clay pipe is
going to connect to a hard pipe by the plumber.

520 Jerusalem Road - In attendance for this agenda item: Rob Devin, Property Manager
Items for this agenda: Rosano Davis quotes
Mr. Devin brought in a revised quote from Rosano Davis for excavation and repair of the clay grav-
ity pipes. The new plan has a breaker box with (2) 220 amp poles.The conduit panels are on the
house and include a 30 amp line.The 100' cable will fit the (2) E1 conduits which will run to the
chambers at the house and inside control panels. Rosano Davis is charging$4000, does that in-
clude the $1803 to install the electrical component? The electrician is charging$1803 to install the
pump. The Board is requesting a breakdown of the electrical portion from Rosano Davis. When
Rosano does an exchange they get paid, what credit comes back to the Town? The electricity
drawing off the panel board is new and the existing conduit is not being used. Mr. Coughlin is look-
ing into the old breakdown and will ask for a credit from Rosano Davis.
Motion by Chairman Baldwin to approve reimbursement to the homeowner not to exceed
$1803,seconded by Mr. McGowan and the vote was unanimous (3-0).
Approval for Building Permit: There is a new process in the Building Department to have all depart-
ment heads sign off on permits before building can be done. It was noted there should be a cover
letter on the permit request, a place to make comments and parcel identification.
• 29 Gammons Road, Lot 11—An application for sewer service connection is required
• 40 Hobart Lane—There is already a sewer connection on the property. Chairman Baldwin
note on building permit application that the applicant shall not discharge pool water into
the sewer.
C. 50 Atlantic Avenue: Mr. Sawchuk believes this property was granted two (2) EDUs previously.
Mr. Coughlin will email (aria because no application is submitted yet for 50 Atlantic Avenue. They
would like to bring sewer connection to (2) houses. There is an old application approved for a
shared system. The tie will be into Newtonville which goes to Elm Court. The 2006 plan is a sketch
from Ross Rosano and the new plan is from Cavanero with a proposed E-1 grinder. Mr. Coughlin
will follow up with easement so the language states this is private.
d. 60 Elm Street: CES distributed photos from a camera inspection of the service from the street
indicated two (2) breaks in the pipe. This pipe is private property. The Board agreed that this work
should be added to the I&I project.
S. Old Business
a. New Connection—31 Otis Avenue (Charles Henry): In attendance for this agenda item:Andrew
Spath, SitePro; Steve Fabrizio, Fabrizio Construction. Items for this agenda: Plan for 31 Otis Ave-
nue, dated 3/23/2016,Job 15360, Parcel G6-37-042;Sewer Application.
Mr. Spath and Mr. Fabrizio presented a revised site plan with the sewer line relocated from the
street side to the back of the house with a control panel. SitePro will be tapping into the pipe since
there is no `T'for 31 Otis Avenue. Chairman Baldwin reminded both that the service must be in-
spected and tested prior to backfill. Mr. Coughlin reiterated that will be sure the grinder pump well
cover should be watertight.
Motion by Mr. Baldwin to approve sewer connection for 31 Otis Avenue, pending further review
of the application; ok to start work,seconded by Mr. McGowan and the vote was unanimous (3-
0).

b. King Street Citizen's Petition: Chairman Baldwin stated that he has been in communication
with Attorney Richard Henderson, and the petition will be withdrawn.
C. New Connection—16 Norfolk Lane (Andrew Spath): The Water Department and believes the
sewer is too close to the water line. The trench was covered before an inspection was made. Mr.
Coughlin will draft a letter to Mr. Spath to excavate the area for an inspection that complies with
the Massachusetts code.
d. Large Home Reviews: It was discussed to change the fee structure to include a fee to review
plans, inspections, and testing of homes being replaced of under major renovation. As of today,
the fee is$100 for a gravity pump and $1000 for a pressure pump. The discussion was to establish
a $500 fee for such applications. No vote was taken
• 81 &87 Atlantic Avenue-There are two (2) services with pumps systems serving the exist-
ing homes. An application for sewer service connection is required.
• 103 Ripley Road—two (2) apartments on the second floor is already connected to sewer.
They need to add (1) EDU on the building. Chairman Baldwin will review the property file
and if each apartment can share (1) EDU and look to see if this project needs a sewer ap-
plication. Mr. Sawchuk believes two (2) new% EDUs will be required.
• 71 Nichols Road - Needs a sewer application before a building permit is to be approved,
there is currently no connection. This property was granted an EDU from 132 Atlantic and
paid from the Little Harbor EDU in 2010. It is unclear how the service will be routed from
the main. This connection should be low pressure sewer with one grinder pump. Along
with the application, the applicant should submit a letter regarding the re-use of the sys-
tem with an inspection.
• 121 Nichols Road - Plan has a pump and needs a sewer application. The pump will be dis-
connected and restarted
