Administration a. Next meeting: scheduled for January 6 Wednesday @ 4 p.m. b. Sewer department project status list: reviewed (see attachment). C. FY 2016 Sewer Operating Financial Statement: document dated 12/7/15 reviewed (see at- tachment). Baldwin noted that a new line item needs to be added for the rented Habitat for Hu- manity space. Baldwin is preparing the monthly invoice warrants. d. Town e-mail accounts: Board members were reminded to commence using Town e-mail ac- counts for all Commission business. 2. System Operation Review a. Suez Monthly Report: Scott Papa and John Marcin of Suez presented the monthly report(see attachment). United Water formally changed its name to that of its parent company Suez, the Board requested a letter stating such for its files. November samples in compliance. A failed valve limit switch caused one side of the plant to go down 11/21-11/23, problem corrected. Hot water tank replaced in lab. McGowan, Coughlin, and Marcin are scheduled to meet the week of 1/4-8 to review proposed bill- ing revisions. b. Wastewater Treatment Plant: GE training session for plant operators has been extremely ben- eficial. Suez asked for more literature (dummy sheets) for their use, have been waiting for a long time. Bryan Baldwin noted that there are some unresolved issues with invoicing. The grit screw has been repaired and working after a lot of hard work; no noise and working auto- matically for the past week. Membrane cleaning should be completed by mid-January. Suez inquired about the status of implementing an update of the SCADA system? The Board previ- ously decided to incorporate this into the membrane replacement. Cohasset Board of Sewer Commissioners Page 1 C. Collection System: Inspections of four(4) of the six(6) remote pump stations have been com- pleted, indicating they are running fine. Dan Coughlin stated that the stations are 15 years old un- der a lot of wear and tear,estimating$31,000 of preventative maintenance work necessary. Dan distributed list of items requiring attention. Dan spoke of 2 way valves at 3 stations and they should look at them. Bryan asked that Scott and Dan review the inspection report,visit sites, and report back on 1/20 with a recommended plan of action to repair. Suez replaced the gel for the North Cohasset flow meter. Collection system grinder pump calls were low, no smell complaints. Bryan noted he met with Suez to discuss streamling the database of grinder pump services calls to track repairs and conversions to completion. Suez inquired about the status of implementing the Mission alarm system for the remote pump stations? The Board is supportive but must defer the decision until the end of the fiscal year since the item is unbudgeted. Suez inquired about the status of the accessibility improvements for the pump station at the high school? CES received three (3) quotes, but only one (1) is viable due to procurement stipulations. CES feels it is competitive and recommends it. Baldwin asked if the Procurement Manager has re- viewed and approved the process? CES to prepare a recommendation letter, but asked for Board approval contingent upon review with the Procurement Manager. Motion made by Sawchuk to award the project to Brendan St. John pending review noted above, seconded by McGowan, ap- proved by unanimously 3-0. CES received Order of Conditions from the Conservation Committee for the watertight manhole re- placement project. A Request for Proposals will be issued by late-January 2016,for the work to begin in the Spring. 3. Coughlin Environmental Services a. Status of diversion final report: Baldwin asked for the report to be completed as soon as pos- sible as this is delaying the notice to Hull. CES noted that four(4) properties remain to be con- firmed, all on well water. A new policy needs to be adopted on how to bill these properties. CES recommended Hull's policy. b. Update bidding for manhole covers replacement: discussed above C. Update bidding for retaining wall at CHMS: discussed above d. Updated bidding for I&I repairs: CES preparing RFP 4. New Business a. 2 Pleasant Street and 8 James Lane- Paul Sullivan: Village Development Partners, LLC pro- poses to construct eleven (11) condominiums of an approximate area of 1,600 sf with two (2) bed- rooms each. The Conservation Commission has issued an Order of Conditions, and a building per- mit application has been submitted. The project is currently in possession of one (1) EDU from the original home demolished, but will require an additional ten (10) EDUs for the full project. The pro- ponent requested only one (1) additional EDU at this time. McGowan made motion to approve one (1) connection for one (1) EDU, the connection fee amount subject to final determination based on the recently approved fee for 1-3 Brook Street, Baldwin se- conded. The motion was approved 2-0, Sawchuck abstaining. Cohasset Board of Sewer Commissioners Page 2 b. 4 Rustic Drive/Map 11 Plot 17-Palmieri: Attorney David Farrag presented a request for a sewer connection for this unimproved property. A zoning review prepared by Cavanaro Consulting confirming compliance was presented. Sawchuk made a motion to approve one (1) connection for one (1) EDU, McGowan seconded. The motion was approved, Baldwin abstaining. 5. Old Business a. Plan of Study completion: Baldwin noted that he has been working with GHD on final revi- sions, and will distribute draft copies for review prior to the next meeting. McGowan made a motion to adjourn, seconded by Sawchuk. Motion unanimously aproved 3-0 at 5:46 pm.
