HomeMy WebLinkAboutMinutes - SC - 03/23/2016 T CQ%ASSET O Cohasset School Committee Meeting School Committee Minutes Wednesday, March 23, 2016 Cohasset Middle-High School Community Use Room 143 Pond Street Cohasset, MA In Attendance: Jeanne Astino, Chairman Mary McGoldrick Ellen Maher Katie Dugan Barbara Stefan Also in Attendance: Barbara Cataldo, Superintendent Chairman Astino called the meeting to order at 7:05 p.m. Roll Call Vote; Barbara Stefan-Present, Katie Dugan-Present,Jeanne Astino-Present, Mary McGoldrick-Present, Ellen Maher-Present Pledge—Recited Invitation to Speak-None Chairman Astino asked for a moment of silence for Willem Golden. Superintendent's Report Julia Klier D2 State Championship in the 200m Individual Medley-Superintendent Cataldo stated Julia was not available to attend tonight's meeting. She will reschedule. Representative Garrett Bradley-Rep. Bradley discussed the Governor's FY17 Budget, substance abuse treatment legislation, law relative to the trafficking of Fentanyl, H318-An Act to Improve Augmentative &Alternative Communications Opportunities for Students with Disabilities, H.2094-act relative to seat belts on school buses, H.316-an act relative to the number of days missed by a student at a public school and the FY16 budget highlights of interest. He reported the revenue this year is better than last year. He advised the School Committee that it is safe to use the Governor's numbers right now. Superintendent Cataldo asked Rep. Bradley if colleges are following suit with H318 bill and how can they get private colleges to comply. Rep. Bradley stated he believes there is language in the bill regarding that. He will double check and follow up with Superintendent Cataldo. Mrs. Dugan asked for an update on circuit breaker funding. Rep. Bradley stated the House should fully fund, which means 75%. Paul Schubert-155 Sohier Street stated SRO Sgt. Lopes is a huge asset with the schools. He advised Rep. Bradley they would appreciate any help with supporting the position. Rep. Bradley asked that the SC send along any information that would help him get support. Athletic Director Ron Ford agreed Sgt. Lopes is a great asset and has been involved in the health classes. Helane Childs-73 Pond Street asked Rep. Bradley to repeat his remarks on the act relative to assisting individuals with autism and other intellectual or developmental disabilities. Rep. Bradley elaborated on the act. He encouraged the SC 1 and residents to reach out to Senate candidates and ask for things. He also stated he is always available to answer questions at any time from residents. Chairman Astino introduced tonight's student representative Emma Morris. She is a junior and will be working alongside of Jane Cavanaro. MASS/MASBO Governor's Budget and Chapter 70 Funding-Superintendent Cataldo distributed information for the School Committee to be aware of. Mrs. Maher asked how many Cohasset residents go to charter schools. Superintendent Cataldo responded there are under a dozen students however the South Shore Charter School is doubling in size so that number may change. Booster Donations-Athletic Director Ron Ford discussed the donations to the Athletic Program from Booster Clubs and other outside sources for 2015-16. He discussed what each donation was used for. Mrs. McGoldrick thanked Mr. Ford for the report and stated it is great to have everyone know how much groups contribute. Mrs. Maher asked Mr. Ford about the surveys that were sent out. Mr. Ford will forward copies of the surveys to the SC. Motion by Mrs. McGoldrick to accept$250 on behalf of the Cohasset-Hanover Girls Ice Hockey Team, seconded by Mrs. Maher. Motion by Mrs. McGoldrick to accept the$2000 from the Clark Chatterton Fund for the building project,seconded by Mrs. Maher. Roll Call Vote; Barbara Stefan-Aye, Katie Dugan-Aye,Jeanne Astino-Aye, Mary McGoldrick-Aye, Ellen Maher-Aye. Budget FY17-Vote Motion by Mrs. McGoldrick to accept the FY17 budget of$18,320,276, seconded by Mrs. Dugan. Roll Call Vote; Barbara Stefan-Aye, Katie Dugan-Aye,Jeanne Astino-Aye, Mary McGoldrick-Aye, Ellen Maher-Aye. Finance Warrant 16-20S Motion by Mrs. McGoldrick to approve Warrant 16-205, seconded by Mrs. Stefan. Roll Call Vote; Barbara Stefan-Aye, Katie Dugan-Aye,Jeanne Astino-Aye, Mary McGoldrick-Aye. Ellen Maher abstained from the vote. School Committee Comments and Communications Chairman Astino stated the Committee received a letter from Acton Boxborough School Committee looking for support of their letter to DESE regarding school vacations. Chairman Astino stated Cohasset tried one vacation in March about 6 years ago and it wreaked havoc in the district. Superintendent Cataldo stated Boston Schools have already initiated it. Mrs. Maher asked what the issue was 6 years ago. Mrs. Astino said it had to do with scheduling sports. Mrs. Maher likes the idea of having one vacation, itjust needs to be planned properly. Mrs. Dugan liked the idea as well. Chairman Astino suggested that they poll the community by doing a survey. Mrs. McGoldrick added it would be good to reach out to other districts about sporting events and schedules. She suggested starting the conversation in the community. Conversations should start now if it is something they may want to do 2 or 3 years out. Business Manager-Next Steps-Chairman Astino reported the job description should be posted by next week for Mr. DeGennaro's replacement. The Committee had a brief discussion about the end date for the next interim business manager. The Committee agreed to have Marge Foster work full time through June 30`" and then 2 days a week until August for transition with the permanent manager. Report from sub committees of School Committee-Mrs. McGoldrick stated the next SEPAC meeting is scheduled for 4/5/16 at 7 p.m.The Federation for Children with Special Needs will host "Effective 2 Communication". Mrs. Maher attended the CMHS Student Council meeting and they discussed budget, SEL update and School Improvement Plan. Mrs. Dugan reminded residents that on 4/8 the Cohasset Education Foundation a fundraising event "Laugh and Learn" at the Cohasset Golf Club. Mrs. Dugan stated they are having the budget and finance committee meeting on Monday to prepare for Advisory Committee meeting on 3/30/16. Mrs. Maher attended the Capital Budget meeting. They discussed asset management. Superintendent Cataldo spoke to Ron Menard. He advised her that Chairman of Capital Budget Sam Wakeman has offered to review the current IT audit and management solution that they have adopted. Mrs. Dugan added that Ron Menard is tracking devices through Airwatch. The software is for mobile devices. Chairman Astino received a thank you card from Denise Murphy for the honor extended to her mother by dedicating of the Deer Hill Library. Chairman Astino attended the Nat'l Society of the Daughters of the American Revolution Award ceremony. Daniel Toomey received the DAR Good Citizen Award for Cohasset along with Isabel Allen from Hingham, Kathryn Fiona Pearlman from Hull and Kate Elizabeth Rogerson from Weymouth. Minutes Motion by Mrs. McGoldrick to approve the minutes of 2/24/16 as amended, seconded by Mrs. Stefan and the vote was unanimous (5-0). Motion by Mrs. McGoldrick to approve the minutes of 3/2/16 as amended, seconded by Mrs. Stefan and the vote was unanimous (5-0). Motion by Mrs. McGoldrick to approve the minutes of 3/15/16, seconded by Mrs. Stefan and the vote was unanimous (5-0). Follow-up and Updates Mrs. McGoldrick gave some updates to Mrs. Maher. Mrs. Maher stated a lot of items will come off the list next week. Topics not reasonably anticipated-by the Chairman 48 hours in advance of meeting Chairman Astino asked if the Committee can revisit the conversation about having a Facebook page. Superintendent Cataldo will ask Kerri Sandler to come to the next meeting to discuss. Motion by Selectman McGoldrick to adjourn, seconded by Mrs. Maher.
