Chairman Clark Brewer called the meeting called to order at: 7:OOP.M.
CONTINUED PUBLIC HEARING—Pursuant to 4300-9 and 000-11, and Section 4300-12.4,4300-12.6
and 4300-18 for an application filed by Jim Norton/Young Belford,LLC for a Village Business District
Special Permit pursuant to sections �300-18, 000-4.2, 000-5.3, 000-7, and�300-8.7.2 and Site Plan
Approval pursuant&300-12.6 to convert the existing barn into a single detached family dwelling at 15
Brook Street.

Attorney Richard Henderson addressed the Board. This is a transfer of land from one neighbor to another.
Adams Road is located off Black Rock Road.
MOTION: Vice-Chairman Potter to endorse this ANR

INFORMAL DISCUSSIONS
Potential Redevelopment of 87 & 124 Elm Street—Cohasset Hospitality Partners
George McGoldrick, John McGoldrick and Ted Lubitz addressed the Board. Mr. McGoldrick stated that now
that the zoning has been approved by the AG's office,they can spend some money and put plans to paper. They
are hoping to file in February. The lot is difficult and it's hard to design it,but they have promised to give a

view corridor etc. They then reviewed various percentages that would work. They think it would make more
sense to have more open public space than commercial space that they would have trouble renting.
Mr. Lubitz said they are working on engaging a landscape architect to design a highly activated public space.
He said the Board could waive the requirement of a commercial space. The calculations for commercial space
is about 6,000 square feet or"7 seabirds"and that seems like too much to rent out. There is a lot of concern
about office space going in waterfront space. Chairman Brewer said that some of their concerns are valid and
that they need to work to come to something that makes sense. There was then a lengthy conversation about the
open space and outdoor activities space. The Board would like them to bring in examples. Chairman Brewer
added that he believed the intent was to have 10%be commercial space with an additional 5%being outside flex
space. He is not sure there will be a lot of flexibility on that;they will need to come in with a good case to do
otherwise. He added that the commercial component is a very important part of the project as it's a commercial
district. An additional critical part of the project is the affordable component/inclusionary zoning. They will
need to review that. Mr. Lubitz stated they are also having a public forum to get input from the community.
Discuss Potential Zoning Articles for Annual Town Meeting 2020

Ms. Lind distributed the matrix which contained what was discussed at the Planning Board's previous meeting.
There was another discussion as to why the Board wants to wait on amending the Large House Review.
Ms. Lind and Ms. Oram reminded the Board there will be a meeting with the Zoning Board of Appeals and the
Zoning Advisory Committee on Wednesday, January 22,2020. That same night,there will be ANR training.
MOTION: Member Frazier to adjourn the meeting at 8:23PM
