COHASSET PLANNING BOARD MINUTES

7:02 P.M. Chairman Brewer called the meeting to order.
Approval Not Required (ANR)—98 Forest Avenue, Assessors ID: C4-06-012 and
126 Forest Avenue,Assessor's ID: C4-06-022 Land off Jerusalem Road,Assessor's
ID: D3-20-015
Brendan Sullivan of Cavanaro Consulting addressed the Board and reviewed the ANR plan; they are
adding more land area. After a brief discussion:

Director of Planning, Peter Matchak reviewed the proposal for the Board. They are adding about
3,600 square feet of land to the lot to fix an issue; the lot is not buildable.

7:00 P.M. Continued-PUBLIC HEARING—Article XX Special Permits in Waterfront
Business (WB)District—The Planning Board will be conducting a hearing to
consider a zoning use change in the WB Distict

Chairman Brewer addressed the Board and the crowded room. This is a continued hearing. The Board
has allotted an hour for this hearing. They will first have the consultants from Harriman Associates
present a power point presentation that they put together based on the input and information they
received from the first hearing. They will then take public comment, followed by a discussion by the
Board; he does not think the Board will be voting this evening.
Emily Inns, an Urban Planner from Harriman, working for the Town, reviewed their power point
presentation. The presentation given at the last hearing presented draft zoning that had some missing
pieces. They are hoping that information can be filled in this evening by the Board. She and Steve
Cecil reviewed the State, Local and regulatory laws and regulations, as well as the FEMA Flood Maps,
Chapter 91 and the what implications a change of zoning would have to this area. The Town of
Cohasset has a Floodplain and Watershed protection district Zoning Bylaw that requires relief from the
ZBA. Any construction in this area would have to go the ZBA. Chairman Brewer asked about the
Velocity Zones in this area. Ms. Innes stated that anything in the velocity zones would have be built
above the Flood Plain to be brought into compliance. She does not have the heights with her, but both
Atlantica and the Marina are in the Velocity Zone.
Ms. Innes then gave their power point presentation that reviewed the Chapter 91 Waterways
regulations, proposed height allowances in the WB District, Floor Area Regulations, parking
regulations and what properties would be in the WB District.
There was an extensive discussion about if they should continue with the Zoning Change of the WB
District or consider changing the Board's approach and look into the adoption of an Overlay District.
Ms. Innes stated that the WB Zoning District, if approved, would remain in place. An Overlay District
sits on top of the Zoning District. Chairman Brewer stated that three of the properties in the proposed
WB District are in the Velocity Zone and could not easily be rebuilt. Board members agreed that the
Town needs to do something to try and re-energize the harbor area. They will advertise for a new
hearing to be held on March 13, 2019. After further discussion:

Chairman Brewer asked if anyone in the audience wished to speak. Mr. Francis Collins of 404 South
Main Street agreed that the board should consider the Overlay. The proposed WB District could
impact the harbor and the fisherman. Mr. Jack Creighton of 23 Cushing Road agreed that the Harbor is
not working and something needs to be done; he thinks the Overlay would allow for that. Ms. Sandra
Manzella of 19 Border Street asked if the four buildings in the WB District were owned by the same
person. She was told they were not. She thinks people need a better idea visually of what will be there.
Chairman Brewer agreed a massing study would be helpful. Mr. Joe Rosano of 48 Howe Road thinks
they are moving much too fast on this. Selectman Jack Keniley addressed the Board. He stated he got
the money for the Harbor Study. He stated that the Town is in a situation where the buildings in the
Harbor could go dark. They are pushing this because they have an opportunity. The main focus is the
fishing fleet in the Harbor. Beth of the Mass Lobsterman Association stated they need updated
infrastructure in the Harbor. They will submit a letter to the Board.

Chairman Brewer thanked the public for their comments. They will plan on opening the Overlay
Public Hearing on March 13th. They will also keep the WB District Public Hearing open.

District

Zoning Board Application Reviews and Recommendations
Variance—Howe Road—Relief from Required Minimum Lot Width—No one present for this
application. The Planning Board did not review it.
Special Permit—290 Beechwood Street—Construct an addition within the setback—the landowners
reviewed the plans for the Board.
MOTION: By Vice-Chairman Dickey recommend approval to the ZBA

VOTE: 5—0 MOTION CARRIES (CB,MD, EP,AG & PG)
Special Permit— 130 Gammons Road—Construct a Residential Dock—No one present for this
application. The Planning Board did not review it.
Special Permit—52 Summer Street—Raze and Reconstruct the house and garage within the Flood
Plain. Builder Chris McKenna reviewed the plans for the Board.
MOTION: By Vice-Chairman Dickey recommend approval to the ZBA

8:30 P.M. Master Plan Update
Director of Planning, Peter Matchak, updated the Board on the Master Plan. Their next meeting will be
March 30th
8:35 P.M. Regional Sewer Discussion Update
Mr. Matchak updated the Board and announced the next meeting on this topic will be February 27tb
The conversation will only be about Cohasset.
8:45 P.M. Toll Brothers Bond Release
MOTION: By Member Glasmeier to release the remaining balance of the Bond to Toll
Brothers
