COHASSET PLANNING BOARD MINUTES

7:00 P.M. Chairman Brewer called the meeting to order.
7:00 P.M. 380-400 Chief Justice Cushing Highway—Approval Not Required (ANR)

Attorney De Lisi presented the plan. The bank that is supplying the loan for the project on the rear lot
has required they separate this lot from the other two lots. Chairman Brewer stated that with ANR
plans, the Board looks at access and frontage. In looking at the plan, there should be easements to
allow access across the lots 1 and 3 that abut to allow access to lot 2. The Chairman asked if they
should continue the hearing until those easements are obtained. Attorney De Lisi disagreed stating that
it's his belief the Board had to endorse the plan now as it shows frontage. Member Glasmeier pointed
out that lots 1 and 3 are currently parking lots. The Board's Counsel, Attorney Karis North, said that
these issues are not before the Board. She recommends the Board make a notation in the note block
that reads "provided that access easements shall be granted..". The Board agreed.

7:10 P.M. ZBA Recommendation—22 Gammons Road—Special Permit 000-8.7.2. To raze
the existing dwelling and replace with a new dwelling. Reconstruct the boat house
& locate the AC and Generator within the setback.
Mr. John Cavanaro addressed the Board on behalf of this ZBA application. He explained that the Boat
House is staying as is. They went to the Conservation Commission to take it down and make the
house more conforming. They brought the boat house to the existing setback. They are now heading
to the ZBA for the structures. They are keeping the non-conformity the same and they are reducing the
foot print in the 50 foot buffer.
MOTION: By Member Potter to Recommend the ZBA grant this Special Permit

7:25 P.M. Definitive Subdivision Plan entitled Definitive Subdivision, Loden Ledges
Cohasset, MA 02025 prepared by Cavanaro Consulting, The land is located at 443
Jerusalem Road,in Cohasset, shown on Assessor's Map 10 as Plots 123.
Chairman Brewer asked for updates on where they are with the three Definitive Subdivision filings
adding that at the previous hearings, it had been agreed upon that language needs to be in the final
decisions that protect the Town from these subdivisions being built. Mr. Matchak stated that Special
Counsel for the Town, Karis North, and Kevin Grady of Grady Engineering are here to weigh in on
this. There is also a draft decision for review by the Board. There was a lengthy discussion about
what would be the best language to protect the Town and ensure that these filings would have to come
back before the Board before they could proceed to construction. Attorney North has a better
understanding of what the Board is looking for and will make those edits to the decision. The Board
agreed they can meet again on these filings in March.

Cohasset,MA 02025 prepared by Cavanaro Consulting. The parcel is further
identified as 422 and 438 Jerusalem Road,in Cohasset, shown on Assessor's May
10 as Plots 42 and 134. See also ANR Plan dated 1/4/18 endorsed by Cohasset
Planning Board on 1/8/18 and recorded at the Norfolk County Registry of Deeds at
Plan Book 666, Page 52 of 2018.

Cohasset, MA 02025 prepared by Cavanaro Consulting. The locus is further
identified as 96, 100, and 104 Howard Gleason Road,Assessor's Map 31 as Lots
20, 21 and 22.

Harbor Change of Use Discussion—The discussion this evening is about the process of the proposed
Zoning change for the Annual Town Meeting. It's a change of Use to allow for Residential in the WB
district. Harriman has drafted the language to be considered at the Public Hearing and they have asked
them to do some design and visioning for the area.
Chairman Brewer and Mr. Matchak attended the Board of Selectmen's meeting the evening before.
They presented the draft language to them and the BOS voted the draft back to the Planning Board to
begin the Public Hearings. There is also a public meeting, this Thursday, January 24th where Harriman
will review the draft Harbor Plan to the public.
Chairman Brewer then reviewed some ideas for the area including the idea of a parking deck, removal
of islands etc. This is all just ideas and not part of a plan. The Board then discussed meeting dates for
the public hearing discussions. The public hearing opens February 6, 2019.
Chairman Brewer asked if anyone in the audience wished to speak. Sandra Manzella of 19 Border
Street stated that she wanted to know exactly what the proposed changes are; she does not want any
unintended consequences. Chairman Brewer explained that they are currently reviewing the process
for the proposed change,but certainly they will be paying close attention to the language to avoid
unintended consequences. Chairman of the Harbor Committee, Timothy Davis, thanked the Board for
reviewing the process. There were Harbor Plans in 1960, another in 1980 and the only way they are
going to make this happen is if everyone works together. The economic situation in the harbor in
unacceptable.
The Board encouraged audience members to submit input on the proposed Zoning use change in
writing before the February 6th hearing, or attend the hearing in person.
