COHASSET PLANNING BOARD MINUTES

7:02 P.M. Chairman Brewer called the meeting to order.

Mr. Cavanaro reviewed the plan for the Board. There have always been two separate dwellings, but on one
lot. This is an 81L plan and does not need to abide by frontage. The lots are 5000 square feet. Chairman
Brewer disclosed that he is an abutter to this property and would be abstaining from this vote. Mr. Cavanaro
stated that they are making two lots out of the one, each with one house on it.
MOTION: Member Frazier to endorse the ANR plan

Member Frazier read the public hearing notice aloud. Attorney De Lisi addressed the Board. He
explained that Mr. Cavanaro will present the plan. He would like to reiterate that the purpose of this
plan is for land planning. By virtue of the eventual signing of this plan, the applicant will have frozen
the current Zoning Bylaws. The plan itself will not be filed with the registry of deeds. Chairman
Brewer stated that for the record, the Board understands this, but the application needs to be treated
as a true Definitive Subdivision Filing. Attorney De Lisi stated he understood this, but was
reviewing their intentions for the audience.
Mr. Cavanaro then reviewed the plans for the Board. They have used all of the land area to create
two lots and have sited two boxes on the property to conceptualize the buildings. There would be a
retaining wall and this proposed plan would call for the existing house to be demolished. This is not
a practical plan, it's a form of planning they are choosing to proceed with. They need to find a
balance of how much to provide the Town in regard to drainage detail, erosion control and recharge
and stormwater control. They have not prepared many of these documents as they are hoping to
request a continuance with the Board so they can discuss waivers etc.
Mr. Kevin Grady, P.E. of Grady Engineering addressed the Board. He is the Town Engineer on this
proposal. He stated that he agrees with Mr. Cavanaro that the plan does appear to show something
that they would not plan on building. Chairman Brewer stated that the Board has to treat it as if this
is a true subdivision. Mr. Grady has prepared for the Board 4 pages of comments and went through
them and the regulations for the Board. The plans should conform with everything accept anything
that they are granted a waiver for. There was then a lengthy conversation about getting Town
Counsel involved to review all of the waivers and to put in proper language to protect the Town.
The Board wants to ensure that if for any reason this is acted upon, the Board is able to review any
modification or permits. Attorney De Lisi reiterated that this plan will not be recorded at the Registry
of Deeds. This is only to freeze the zoning for 8 years. After some further discussion:

7:35 P.M. Definitive Subdivision Plan entitled Definitive Subdivision Richardsons Ledge,
Cohasset, MA 02025 prepared by Cavanaro Consulting. The parcel is further
identified as 422 and 438 Jerusalem Road, in Cohasset, shown on Assessor's
May 10 as Plots 42 and 134. See also ANR Plan dated 1/4/18 endorsed by
Cohasset Planning Board on 1/8/18 and recorded at the Norfolk County Registry
of Deeds at Plan Book 666, Page 52 of 2018.

Member Frazier read the public hearing notice aloud. Mr. Cavanaro reviewed the plans for the
Board. Both properties are accessed by a driveway which has been approved by Conservation. The
property is 14 acres. The proposed plan shows the lots going through the existing structure which he
stated would obviously not happen. Chairman Brewer asked how long the driveway is, Mr. Cavanaro
stated it was approximately 800 feet/a quarter of a mile. He added that this application will go
through a similar process as the "Loden Ledges" subdivision they just reviewed. They are going
through the same processes to obtain a zoning freeze.
Mr. Kevin Grady addressed his memo on this subdivision. He stated that this roadway is more
conventional on this property and it appears to be safe and provide adequate access. The comments
he made on this proposed subdivision are very similar and written out for the Board to review.
Chairman Brewer asked that the applicants work with the Town's Engineer and the Peter Matchak,
the Director of Planning on these filings. Mr. Matchak will set up a meeting and get everyone on the
same page to streamline the process.
MOTION: By Vice-Chairman Dickey to continue the hearing until January 9, 2019.
