COHASSET PLANNING BOARD MINUTES

CALLED TO ORDER AT: 7:03 P.M.
Chairman Brewer called the meeting to order. He appointed Associate Member, Paul Grady, as a voting
member this evening.
7:04 P.M. PRELIMINARY SUBDIVISION PLAN—96, 100 & 104 HOWARD GLEASON ROAD
The applicants requested that this public hearing be opened and continued to August 7, 2018.
Vice-Chairman, Michael Dickey, read the public hearing notice aloud.
MOTION: By Vice-Chairman Dickey to continue the hearing to August 7, 2018

7:05PM PRELIMINARY SUBDIVISION PLAN—443 JERUSALEM ROAD - CONTINUED
In attendance to represent this agenda item: Attorney Jeffrey De Lisi
Materials and documents submitted, utilized at this meeting (On file in Planning Board Office):
• Updated Site Plan prepared by Cavanaro Consulting dated April 24, 2018 and date stamped June
22, 2018
Attorney De Lisi reviewed the updated Site which included changes the Board had requested at the
previous hearing. He asked the Board to vote the preliminary subdivision to allow them to move onto the
final plan. There was further discussion on if it would be acted on or not and the difference between a
preliminary subdivision plan vs. an ANR filing. In the audience, Ms. Elizabeth Dunne asked why they
did not file an ANR. Chairman Brewer stated that was up to the applicant and that they are doing this to
"freeze" zoning. Vice-Chairman Dickey added that the ANR does not give them as long a"freeze" as this
type of filing. There was then additional discussion regarding what the difference between a preliminary
and definitive subdivision plan.

Road.

Attorney De Lisi stated that he did not wish to belabor the point, but the objective of both of these filings
is to "freeze"the zoning as it is now. All of this is conceptual. These plans will be recorded at the
registry of deeds at the time the Board endorses the plan. If you the plan is not recorded, the subdivision
plan expires,but the freeze remains in place. The freeze will last 3 years. Per the request of the Board,
they have made edits to the plan showing what building would be razed and the burial locations. There
was discussion regarding the driveway. There was then discussion regarding if the approval would run
with the property. It would. Ms. Beverly Sears of 17 Deep Run asked what kind of research the Board
had done regarding the drainage history on the property. Director of Planning, Peter Matchak, explained
that those types of details are not done until it's a definitive subdivision filing.

7:45PM SCENIC ROADS PUBLIC HEARING—CONTINUED

In attendance to represent this agenda item: Lisey Good of 241 Jerusalem Road and Maryanne
Wetherald of 419 Jerusalem Road.

• Power Point Presentation presented at the meeting on June 27, 2018
Ms. Good and Ms. Wetherald introduced themselves to the Board and reviewed the history of this new
Bylaw and why it's important to scenic roads in Cohasset and in other Towns. By protecting these parts
of the right-of—ways, you can protect the history of these very old roads. They then addressed each road
specifically with photos and examples in their power point presentation. Atlantic Avenue and Jerusalem
Road date back to the 17th century and South Main Street dates back to the 181h century. Nichols Road
has scenic views, mature shade trees, Cat Dam and old walls. By placing this type of protection on these

streets,utilities will have to file permit applications with the Planning Board to do work within the
Town's right-of-way.
Chairman Brewer thanked them for their presentation. He explained that this is the Board's first hearing
under this new Bylaw and the Board had asked the applicants to give the Board reasons for the
designation. This was a really great presentation and a good way to present it to the Board. Other
possible roads were discussed. Chairman Brewer then explained the process. If the Board agrees with the
designation, it needs to vote to recommend that these roads be placed on a future Town Meeting Warrant.
A written recommendation will need to be given to the Board of Selectmen. Chairman Brewer said that
the presentation given this evening would work well at Town Meeting.
MOTION: By Member Glasmeier to recommend that Nichols Road, Atlantic Avenue, Jerusalem
Road and South Main Street be designated as Scenic Roads at a future Town Meeting.

Chairman Brewer presented his idea of "One Way Sunday" encouraging the Town to close Jerusalem
Road one Sunday a month to allow for pedestrian access. The Board liked the idea and encouraged him to
try and introduce the concept to Town Officials and Members of the Community.
