INFORMAL DISCUSSION—WAYNE SAWCHUCK—45R SOUTH MAIN STREET In attendance to represent agenda item: Owner/Partner, Wayne Sawchuck for Cohasset Village Partners, LLC; John Cavanaro, Cavanaro Consulting; Can Tiryaki,Tiryaki Architectural Design, LLC. Materials and documents submitted,utilized at this meeting (On file in Planning Board Office • Rough Draft of a proposed new design, dated: 08/29/17 Can Tiryaki reviewed the conceptual plans for this project. The new design would consist of two buildings;retail on the bottom and apartments above. The larger structure would have a 12 space underground garage for the apartments. They reviewed the conceptual landscape and building designs for the Board. The building design would have a residential feel. There was discussion regarding the pipe. Mr. Sawchuck stated it had been on the property since 1933. Mr. Cavanaro said he has walked and took video of the pipe. It's in various stages repair. (BF)—asked if the Town was OK with the project and the impact on the pipe.Mr. Sawchuck stated they would place items like planters etc. that could be moved should they need access to the pipe. They are in the very early stages of the project and still have months of work ahead. (BF)—this proposal is a vast improvement over previous conceptual designs. 7:10 P.M. ZBA RECOMMENDATIONS • 73 WHITEHEAD ROAD, APPLICATION FOR SPECIAL PERMIT. APPLICANT: CAVANARO CONSULTING ON BEHALF OF ROGER WADE In attendance to represent agenda item: John Cavanaro, Cavanaro Consulting Materials and documents submitted,utilized at this meeting(On file in Planning Board Office • ZBA Dock Application • Fiduciary Deed for 73 Whitehead Road • Site Plan,prepared by Cavanaro Consulting, dated: 08/04/17 and date stamped 08/07/17 Project regards a non-residential structure incidental to allowed uses and,work within the Flood plain. Pier will be 234 feet long and is on their property. The applicants own part of the tidal flats. At the end there will be a removable ramp. They are going before the ZBA on September 12, 2017. The Conservation Commission has issued them an order of conditions. MOTION: By Member Frazier to recommend the ZBA grant a Special Permit. Mr. Brewer recused himself as he is the Architect on this project. Mr. Cavanaro reviewed the site plan for the Board. By way of history, the church secured a Special Permit from the ZBA and approval from the Conservation Commission approximately two years ago. There is an existing foundation. They want to expand the nonconformity on the foundation. This is an allowed use in a residential area. There was discussion regarding the design and the parking. MOTION: By Member Potter to recommend the ZBA grant a Special Permit. SECOND: Member Frazier VOTE: 3-0 MOTION CARRIES Associate Member Glasmeier arrived at 7:34PM. 7:35 P.M. 508 CHIEF JUSTICE CUSHING HIGHWAY/COHASSET IMPORTS SITE PLAN REVIEW PUBLIC HEARING-Continued . In attendance to represent agenda item: John Cavanaro, Cavanaro Consulting; Dennis Swart, Architect; Owner/Applicants: Peter&Betty Capozolli. Materials and documents submitted,utilized at this meeting (On file in Planning Board Office): Record Set of Plans Submitted(the "Plans"): • Response to Review Comments Dated 08/09/17,prepared by Cavanaro Consulting,date stamped: 08/22/17 and includes: o ZBA Decision, date stamped by Town Clerk: 08/02/17 o Board of Health Local Upgrade Approval, dated: 07/26/17 o Stormwater Permit and Conditions, dated: 08/17/17 o Notice of Intent Order of Conditions, issue date: 08/17/17 o HydroCAD Stormeater Modeling—Curve Number o Hi-Lite MFG. This is a continued hearing from August 16,2017. Chairman Clark Brewer(CB)was not at the previous hearing, but reviewed the recording and the documents from the last meeting. Mr. Cavanaro addressed the Board. This is the third stop for the applicants. They have received a Special Permit from the ZBA and a Stormwater Permit with conditions and a Notice of Intent Order of Conditions from the Conservation Commission. Cavanaro Consultants received a Review and Comment letter from Civil Designs/over the weekend of September lst to which they responded with a letter submitted today, September 6,2017. Mr. Modelewski addressed the Board and stated that he could narrow down his comments from his September 2, 2017 letter as the applicants have addressed many of the comments in their 9/6/17 response. There was an extensive discussion regarding traffic flow and where vehicles would be backing out in proximity to CJCH/3A. They will not be pulling out onto 3A—they have 30 feet of frontage to the traveled way. Cars for display will be parked tightly in this area before the property line. Planning Board Meeting APPROVED MINUTES 3 of 4 September 6,2017 The applicant applies for a renewal annually with the Board of Selectmen for licenses to sell new and used vehicles. Those licenses condition the business to no more than 51 vehicles on the site. After further discussion, it was agreed that there would be one striped angled handicapped spot and they would not stripe anything else. There was further discussion of possible conditions as recommended by Civil Designs,Inc. LARGE HOME REVIEW AMENDMENT ARTICLE ON FALL SPECIAL TOWN MEETING WARRANT PUBLIC HEARING -Continued Materials and documents submitted,utilized at this meeting (On file in Planning._Board Office • Edits to draft Large Home Review Proposed Article as submitted by Town Counsel (CB)reads the proposed edits to the article aloud. The new language is similar to the Site Plan Review Bylaw. The Board should break down the language to determine what direction it wishes to go. This article will be a big discussion on the floor of Town Meeting and they need to be ready. (AG) has looked around the State. She does not feel the Board should act in haste; suggests they create a committee to review. They should gather information from the Assessor's Office to see what the real numbers are in regard to new development and square footage. (CB) reminds the Board that the decision needs to be made this evening in order to make it on the Special Town Meeting (STM) warrant. (BF) thinks the square footage number should be higher to trigger the review. Extensive conversation regarding square footage and what number square footage should be used as the trigger of the review and what measurement should be used(RGFA v. GFA). (MD) does not think they have the metrics to be ready for the STM. Public Comment— Kevin G. Heine of 57 Howe Road stated that he did not think that the Board had thoroughly researched the issue and it did not seem to him that they were ready to go to Town Meeting. After further discussion: MOTION: By Vice Chairman Dickey to place the Large Home Review Article onto the October 16, 2017 Special Town Meeting Warrant.
