INFORMAL DISCUSSION—DICK WALSH—15 BROOK STREET In attendance to represent agenda item: Prospective Owner Dick Walsh; Jeff Hasset, Morse Engineering; Chris Ford, Realtor. Materials and documents submitted,utilized at this meeting (On file in Planning Board Office • Conceptual Site Plan,prepared by Morse Engineering, dated: 08/29/17 Plan is to raze and reconstruct the existing building. Existing building has office on first floor and 2 apts. On second floor — proposed is to have first floor office and 1 apt. on second floor. Lot complies with zoning and proposed building will comply with all zoning — no relief will be sought. Only need 1 parking space for the apartment. Accessible space will be primarily for the office. Most of site is in the flood plain — no basement proposed—will be slab on grade construction or a crawl space. Lights to be dark sky technology. Will file for a VBD Special Permit and Site Plan Review. 7:15 P.M. Drainage for road is in. Retention pond is almost complete. Almost all of the big, infrastructure work is complete. Two houses are under agreement. Goal is to have the last house sold in 2-5 years. There will be some occupancy during construction. Board would like notice as to when Shanley will be seeking a certificate of occupancy — they would like to have John Modzelewski review the site and weigh-in prior to the issuance of a certificate of occupancy. 7:25 P.M. 3 TAD LANE LARGE HOME REVIEW CONTINUED PUBLIC HEARING. PLANNING BOARD MEMBER UPDATES (MD)—CPC did not meet so he did not have any updates (AG) - Master Plan Committee reviewed comments on first of 3 groups of issues. 3 more issues are allocated for discussion in September. Committee received questions from potential consultants (CB)—MAPC maybe resource to help Town find a Town Planner Consultant 7:45 P.M. LARGE HOME REVIEW AMENDMENT ARTICLE ON FALL SPECIAL TOWN MEETING WARRANT PUBLIC HEARING (BF) read notice of public hearing. Materials and documents submitted,utilized at this meeting (On file in Planning Board Office): • Notice of Public Hearing with article as filed with the Town Clerk and date stamped: 08/11/17 • Tom Bell, 63 Howe Road submission re: lot size, GFA and Rat6ion of GFA:Lot Size of houses in 2011 (CB)—explained that this article is an attempt to fill the gap between now and a potential version to be filed for the 2018 Annual Town Meeting to give guidance to the owner/developer as soon as possible recognizing that this will probably still evolve. Major changes include a change to a simpler calculation of the house size—Gross Floor Area (GFA) instead of Residential Gross Floor Area (RGFA) which will be easier for all to understand; elimination of controversial points ( such as those considered matters of"taste") while providing guidance to the applicant and, balance with the rights of the owner; expansion of required documents which will help the Planning Board determine, for example, "harmony with the neighborhood" and appropriate recommendations; and, a provision to address changes from the project as it was reviewed. The version presented at the 2017 Annual Town Meeting was a Site Plan Review with conditions, while this current proposed version is still a "review". There was discussion among the Board members about whether it had teeth for enforcement; what would enforcement be if this is advisory but not regulatory; how the Board can create a situation where the Board is not regulating but establishing terms whereby everyone can achieve their objectives. Town Counsel added that the present Large Home Review process has been advisory in nature and that if the intent is to make in a non-special permit type of Site Plan Review with mandatory conditions, this should be made clearer in this wording. There was further discussion regarding the Large Home Review process being advisory and regulatory. The Board then asked for public input. After much discussion, members MD and BF asked Town counsel to add amendments discussed which will be distributed to the Board prior to the continued hearing date. MOTION: By Member Frazier to continue the public hearing to September 6, 2017 at 8:30 PM.
