(CB)—met with BOS for Planning Board and Citizens' Petitions articles. BOS voted against definition of family—
thought it too restrictive and not inclusive enough.

Applicants were advised to get approvals from Conservation and Water Department regarding the modifications.

Rolf Gjesteby, Water Commission: concerned about 2nd new spot being closer to wellfield and oil leaking into
wellfield and that latest diagram does not show room for snow removal. Sullivan noted that there are the same
number of parking spaces —just moved some and that there is space near the RR tracks and Unit 22 for snow
storage and that they will truck snow out(Town Counsel noted that if the Planning Board wanted snow removed, it
should be in the Special Permit decision,not the deed).
Leonora Jenkins, Water Commission: explained that the wellfield is now a 12 month facility — she is very
concerned about snow and chemicals polluting the wellfield—would be a huge problem for the Town. (BF)noted
that everything from parking drains away from the wellfield—only roof runoff drains to the wellfield to recharge.
MOTION: By Member Drinan to determine that requested modification is minor modification.

7:32 P.M. CONTINUED PUBLIC HEARING—PROPOSED ZONING BYLAW AMENDMENTS FOR
THE MAY 1,2017 ANNUAL TOWN MEETING.
7.32 P.M. ARTICLE#2 AMEND SECTION 5.5 - LARGE HOME REVIEW PROCESS
In attendance to represent agenda item: Attorney Tom Callahan

- Article A: Amending the Large Home Review Process, Version as of 03/20/17, date stamped: 03/20/17
Callahan edited prior version to soften the"shalls".
Comments by Board Members: this is a big change to the purpose of the Large Home Review but Town Meeting
should have a chance to vote on it; concerned about the subjective nature of the proposed review; one member
always wondered what the point of the Large Home Review was since it had no teeth—this amendment does give
the Board the necessary power to impose conditions but doesn't go too far in restricting homeowner rights; another
member thought this was not limiting — Board could not stop a proposal but could condition and thought it might
make people think more about their plans; Board has not seen big issues with abutters who come to the hearings —
but, abutters tend not to attend the hearings.
Regarding abutters not attending hearings:
M. Wetherald, 419 Jerusalem Rd.: some neighbors don't get involved because they want to be good neighbors
and others feel their concerns won't be heard.
Lisey Good, 241 Jerusalem Rd.: There is an undercurrent and deep concern that control has been given over to
individuals and,there is a"what's the point"perception.

Callahan looking for two votes—on the original 02/08/17 version and on the amended 03/20/17 version.
Woody Chittick, ZBA pointed out at least two direct conflicts with the Zoning Bylaws which creates a big dilemma
for the ZBA. Noted that 10%of last sentence of 11.4.a runs contrary to the ZBL and 11.3.f should be dropped—its
not worth the fight—its allowed by right. Straw Poll of members:
(MD)—not in agreement in all respects with it— needs improvement
(DD)- has some issues with some limitations to site
(BF)—intent is good—might make people develop more thoughtfully—might be better than restrictions.
(CB) - very complex—might be necessary but there is a lot to it and he is concerned with getting people at Town
Meeting to grasp it.
(EP)—has issues with the complexity and how far reaching it is.
