Applicant submitted a revised Site Plan which incorporates N.G.V.D. Proposal is for the construction of a new, two-story, 4,757 sq.ft. residential structure on previously undeveloped land. Proposal complies with all zoning in terms of height, building coverage and setbacks etc. so relief is not being sought. Lot is a pre-existing, non-conforming lot created in 1942. Site is on Town sewer and Planning Board Meeting APPROVED MINUTES 2 of 3 April 27,2016 water and, is not within the flood plain. Applicant will apply for a Stormwater Permit. (CB) cautioned Applicant to be sure that brackets over garage, while permitted projections, do not project more than 2 ft. into the setback. Applicant will confirm amount of projection. Mrs. Isihara, 8 Sandy Beach Lane, since the proposed house is close to the street on both sides, she is concerned about traffic safety relative to ingress and egress from her home. Applicant stated that he will make sure the area is cleared for appropriate sight distances. Mr. Isihara: concerned that orientation of the house to Nichols Rd. is not in keeping with that of the other homes and "will destroy the current line of houses which is parallel to Nichols Rd." Mark Picot, 60 Nichols Rd.: inquired as to whether there are any restrictions on cutting down trees. (CB) explained that this is not within the purview of the Planning Board but is more likely to be a Conservation question. Applicant explained that they are not even close to the 100 ft. buffer so it is not even a Conservation issue. MOTION: By Member Drinan to close the public hearing and since this proposal conforms with zoning in every way, to recommend to Building Inspector Egan that building permits be issued for this proposal. SECOND: Member Frazier VOTE: 4-0 MOTION CARRIES 7:40 P.M. 103 RIPLEY ROAD- SITE PLAN REVIEW/VBD SPECIAL PERMIT-PUBLIC HEARING In attendance to represent agenda item: Applicant Edward Regan; Patricia Fisher, Fisher Associates. Existing structure is a two-story wood frame building. Currently a "B"use. Proposal is to convert offices on second floor to two apartments (701 and 729 sq.ft.). Two parking spaces are on property (not required) and four spaces on street in front of bldg. for customers of first floor businesses. Footprint will not be changed, first floor will not be changed, current egresses to be used, adding two dormers on rear. Cars will enter and exit rear parking spaces via Smith Place - Asst. Chief Dockray is OK with this. Will build bollards around gas meter in front of building for protection. Things to be done for next meeting: • Add North arrow to plan • Letter from engineer opining that no drainage impacts are expected • Zoning chart to be added to plan • Land surveyor's stamp rather than civil engineer on certified plot plan • Structural engineer's report re: structural integrity of building(CB concerned about integrity of bldg.) • Add seamstress'parking space to plan and make sure all spaces are 5 ft. off lot line MOTION: By Member Drinan to continue the public hearing to May 25,2016 at 7:30 P.M. SECOND: Member Frazier VOTE: 4-0 MOTION CARRIES 8:10 P.M. 81 +87 ATLANTIC AVE. —LARGE HOME REVIEW—PUBLIC HEARING In attendance to represent agenda item: John Cavanaro, Cavanaro Consulting; Patrick Ahern& Mike Tartamella, Architects; Michael Coutu, Sudbury Design Group. Dated: 03/10/16 • Comments from ConComm,BOH,Water Dept. Member Dickey read Notice of Public Hearing. Two lots (2.5 acres and 3.5 acres) each with existing dwellings that will be demolished, are to be merged to allow proposed dwelling to be built away from coastal bank. 9 Bedroom count between the two existing houses will be reduced to 6 bedrooms in the new, 7,808 sq.ft. single Planning Board Meeting APPROVED MINUTES 3 of 3 April 27,2016 family dwelling. Proposal is conforming in all regards. Order of Conditions and a Stormwater Permit have already been issued by Conservation Commission. Home will be on town sewer. Proposal includes aggressive planting campaign. Gate/carriage house with a drive through entrance (10.5 ft H x 12 ft. W) to parking court can accommodate an ambulance but not a firetruck. Emergency vehicles will have access to front of home further up shared driveway on NE side of the home. Assistant Chief Dockray had concerns about curving nature of roadway and width of the entrance with the required turning radius. Width maybe added to the drive and improvement to shoulder of the road with something like turf pavers. Dockray would like the 14 ft. wide driveway access width increased to 16 ft. to accommodate the emergency vehicle turning radius. Total project will also include (not part of this review) gate/carriage house, infinity pool, open air pavilion and multifunction sports court. MOTION: By Member Drinan to close the public hearing and to recommend the Building Inspector issue a building permit for this project as presented at this meeting SECOND: Member Frazier VOTE: 4—0 MOTION CARRIES 8:30 P.M. SCITUATE HILL SUBDIVISION— CONTINUED REOPENED PUBLIC HEARING In attendance to represent agenda item: Robert Schwandt All agree that requiring applicant to apply to MassDOT yearly does not make sense. Vanesse suggested waiting until Fall to do a new traffic study. Schwandt wants to understand: 1. What is expected of him and 2. He wants it to be "logical". (CB) wants to be reasonable with Schwandt as the developer and suggested that traffic counts could trigger need for signal — suggested that, going forward, new traffic count with every new building might make sense—Schwandt thought tying traffic counts to future development is reasonable and logical trigger. John Modzelewski requested a letter from Cavanaro re: change of pipe material. MOTION: By Member Drinan to continue to May 25,2016 meeting at 7:20 P.M.
