November 12, 2019
6:40PM Call to order.
Members present: Peter Pescatore, Abigail Alves, Richard Karoff, Dustyn Mascia, Tom
Callahan, Maryanne Wetherald
After a brief discussion of the minutes from our 10/8/18 meeting Richard moved to
approved the minutes and Tom 2nd the motion. There was no further discussion and the
motion passed 5-0-1.
The committee took up discussion of the Draft Shade Tree Bylaw and an amendment to
the Scenic Way Bylaw to harmonize the language. After an extended discussion the
committee proposed the following changes to the draft:
The bylaw should include all public land not just road right of ways.
Add Town Funding to the list of funding sources for the Tree Bank.
Clarify that trees in town right of ways may not be removed or otherwise changed
without the written approval of the Tree Warden.
A motion to approve the changes noted for the Shade Tree Bylaw was made by Dustyn
and 2nd by Maryanne, There was no further discussion and the motion was approved 6-0.
Richard asked if we knew if it was proper to replant in the same ground when a diseased
tree is removed. Peter will consult with the Tree Warden for the answer.
Peter reported that Scituate has proposed to license an Oyster Aqua Farm outside the
breakwater in the tidal flats along Bassing's that the town is preparing an objection to.
Peter is attending the Harbor Plan Meeting where this will be discussed on the 13'h and
will report back to the committee.
There were no other sub-committee reports.
We discussed the Trail Sign Project that is delayed waiting for cost estimates to present
to the Town Manager. Tom and Peter will work on this.
Peter discussed the OSRP punch list and reported that he is seeking a meeting with the
Planning Director to move the remaining items along.
The Shade Tree Bylaw and recognition of Arbor Day are required elements in our effort
to have the Town designated as a Tree City.
Planning for the 2020 Earth Day Celebration will begin in December to be ready by late
April.
We briefly discussed the Other Efforts;
250th Celebration —Possibly plant American Elms
Changing of the Seasons Message — Abigail will give us a heads up for the Rec Brochure
Town 3A property swap with the CCT —No new information.
There was no other business brought up and the chair asked for a motion to adjourn.
Tom moved for adjournment and Richard 2"d. There was no further discussion and the
motion was approved 6-0.
