In attendance: Peter Pescatore,Tom Callahan, Deirdre Riley, Sue Cunningham, Dustyn Mascia,
Maryanne Wetherald, Katie Holden. Also attending,Tree Warden Andy Swanson.
Mtg. began approx. 6:38 pm.
1. Approval of Minutes of Meeting of 9/10/19—moved and seconded; approved 6-0-1.
2. Peter discussed need for new member, as Katie will be stepping down.
3. Discussion of draft tree bylaw. Goal is to achieve Tree City USA designation and so be able to access
grant money. Debate over to have it apply solely to public property or both public& private
property, and the ability for either to pass. Only Tom advocated for covering both. Andy Swanson
also described his role and MGL c. 87 process (only covers hazardous trees on public property, in
which case he can act without a permitting process).Votes:to proceed to cover both public and
private property- moved and seconded, defeated 1-6; to proceed to cover only public property,
moved and seconded, approved 6-1.Tom to work on draft.
Other related discussions: relation to Scenic Roads Bylaw and suggested change at last meeting re:
replacement trees, simplifying the Wellesley bylaw text we are working from, suggestion to raise the
guage of a protected tree to 18" as opposed to Wellesley threshold of 12", possible types of trees to
replace those taken down on S. Main St.
4. No new info from grants sub-comm. Focus is tree bylaw and eligibility for those grants.
5. Peter reported that Parker Ave. ramp work is moving forward.
6. Peter gave update on the OSRP revision process, with end of year target. Beals &Thomas, Peter and
Town Planner working on various aspects of the revisions.
7. Peter reported on the meeting he,Tom & Katie had with BSA reps. Re:the Wheelwright trails project.
We are moving ahead with pricing and inquiring of TTOR about how their signs are done. Peter also
reported from Town Manager that a new trash barrel will be put in near the Devil's Chair.
8. Peter to start working on an organizing committee for Earth Day 2020. Will also inquire of Chamber
whether a fall clean-up in the Village is being done and if they need help.
9. Deirdre reported on efforts to put together a "change of season" publicity piece.Target for spring
2020. Spoke to Russ Cohen about his tours.
10. Peter reports no activity in months now on possible swap of CCT and Esposito land on 3A.
11. Sue brought up graffiti issues at the Reservoir, and similar issues at Wheelwright were discussed. Sue
to begin effort to explore a town response and remediation program.
