Meeting Minutes
Call to order at 6:40 PM.
Attendees: Peter Pescatore, Lisey Good, Katie Holden, Dick Karoff and
Brian Frazier
Contributors: Debbie Shadd, Dick Avery. Jeff Summers
The committee and the contributing audience members began an
update of the 2009 OSRP at paragraph 1.0 Plan Summary.
Dates and other out of date content were agreed to be updated and
those changes were recorded as we proceeded by Jenna McCarthy the
committee's Administrative Support.
In section 2.1 we also added a new bullet to the text on action items that
reads, "What new action items may be needed to address the impact of
recent developments in town."
Section 2.3 - the committee noted that several items describing the role
of Beal & Thomas that no longer apply to this update.
In section 3.3 the committee agreed to add Debbie Shadd and Dick
Avery's recommendation that the committee add the Conservation
Trust GIS Map to the Plan.
Section 3.4, Population will be updated by Beal from information from
the Town Clerk's Office.
The committee agreed to keep the data tables in section 3.4 but delete
the redundant charts.
We will need Ted Carroll's input to determine the status of the current
turf field at the high school.
Jeff Summers and Brian Frazier will coordinate updating the building
permit and new housing stock since the last OSRP.
There was a discussion at this point about the significance of the
Cohasset achieving "Green Community Status" and the need to include a
section that highlights the ramifications of that and details other steps
taken under that such as:
Wind Turbines
Solar Panel Array at the landfill.
Electric vehicles
Installation of energy saving lights, windows etc. in public buildings.
3.10 Transportation. Dick Avery identified that the Whitney Spur
conversion to a bike and walking path opens up additional recreational
opportunities in Wampatuck Park.
The committee stopped the update process at section 3.10.1 at 8:30 PM
and will begin there at the next meeting.
Richard Karoff had to leave the meeting at this point but a quorum was
still present.
Chris Senior asked the committee to draft a letter in support of the
town's effort to apply for a Municipal Vulnerability Grant from the state
and get it to him by Friday.
Lisey Good volunteered to draft the letter and was authorized to deliver
it to the Town Manager by Friday 5/19.
Lisey Good began the review of the draft presentation for the BOS
Meeting on 5/30/17. It was agreed that the presentation should be a
general update of the OSRP Committee make up, charter, elements of
the process to gather information and a request to the public to
complete the survey. Peter agreed that he would provide an outline for
the presentation.
The committee reviewed the draft 2017 OSRP Survey and made a few
text changes and agreed to proceed with it. The committee will discuss
distribution of the final survey at the 5/23 meeting.
Approval of minutes from 3/29 and 4/5/17.
Brian Frazier moved the question and Lisey Good seconded approval of
the minutes. The vote was 4-0 to approve.
The next meeting was set for Tuesday 5/23 at 6 PM.
Brian moved to adjourn the meeting, Lisey seconeded. The vote was 4-0
to adjourn.
