MASTER PLAN COMMITTEE MEETING
DATE: THURSDAY, FEBRUARY 21, 2019

Meeting called to order at 7:00 by Clark Brewer
Ralph Wilmer is preparing and formatting the chapters and has some ready for release and initial
approval. The Committee would like the chapter on Land Use to be a priority. Katie Dugan would also like
a build-out analysis done in time to discuss at the next meeting.
Patrick Kennedy said that the possibility of zoning changes and district overlays could lead to more
development and it would be a good idea for the Committee to have the information up front before these
changes are implemented. Clark Brewer would like a list of buildable vs. non-buildable lots in town.
Patrick Kennedy sees land use challenges as not just numbers but a way to capture the feeling of the
community and allow for smart growth and development. There is a sense of anti-development in the
community and Katie Dugan senses that while some residents want restrictions on development others
want development to stop completely.
Kevin McCarthy feels that we should focus on potential business development and be aware of areas that
could hook up to sewer. Clark Brewer explained that an overlay district currently being discussed by the
Planning and Zoning Boards would allow residential use with waterfront business and could bring vitality
to the harbor area.
At the next meeting on Monday, March 18 the committee would like the Land Use Chapter formatted and
ready for review.
With no further business to discuss, motion to adjourn at 9:00 pm was made, seconded and
approved unanimously.
