Patrick Kennedy,Vice Chairman Kevin McCarthy Katie Dugan Amy Glasmeier Charles Higginson Lynn Schwandt Eric Seuss Committee Members Absent: John Donahue Others Present: Ralph Wilmer, MAPC Tucker Meehan,Planning Board Intern Diane Kennedy, Chairman of the Board of Selectmen Recording Secretary Present: Jennifer Oram Chairman Clark Brewer called the meeting to order at 7:05PM DISCUSSION WITH MAPC Review June 20`h Public Forum Notes—The Committee discussed what points had been touched upon during the forum. During the forum, people discussed items such as, how to designate a home historic, extending a preservation district and a demolition delay Bylaw. There was also support for increasing the purview of the Design Review Board. The Committee then discussed the recent demolition of a home on Cohasset Common at 13-15 North Main Street. Next Steps&Discussion of Work Plan for DRAFT Chapter Review by the Committee--Chairman Brewer asked Mr. Wilmer if he had updates for the Committee on its next steps. Mr. Wilmer said the MAPC is working on the chapters now and he is reviewing them as they are completed. Once he completes his review, he will then send the chapters to the Town's Director of Planning, Peter Matchak. Member Dugan asked what would be the best process for the chapter review. Mr. Wilmer suggested they create, for each chapter, sub-committees/working groups with one team leader and three members per group. Member Glasmeier asked Mr_ Wilmer if there would be anyone comparing all of the chapters; she is concerned that the voices/tone of the chapters will vary because there are several voices behind each chapter. Mr. Wilmer said he has created a standard format so that the format of each chapter is the same. After some further discussion,Member Dugan created sign-up sheets and asked the members to sign up as team leaders and members of other working groups. Chapter working groups were for the following categories/chapters: Cohasset Today, Transportation, Public Services and Facilities, Clean Energy and Sustainability, Open Space and Recreation, Historic and Cultural, Housing, Economic Development, Land Use and Public Health. Mr.Wilmer asked what the status was on the Open Space and Recreation Plan. Vice-Chairman Kennedy said at their last meeting they did not have a quorum,but they should have a draft soon. Mr. Wilmer said he will send the chapters to Mr.Matchak and he would then:disseminate to the team leaders. In addition, MAPC will create an Implementation Chapter that will take all of the action items from each chapter and show what entities in Town will be in charge of implementing that task. There will be a lot of recommendations that will not cost the Town anything to implement and there will be a lot that will be costly. He recommends that the Town establish a Master Plan Implementation Committee;taking the existing membership and re-appointing them to the new committee. He recommends this so that the report does not end up sitting on a shelf. Member Dugan suggested that when the members are reviewing their chapters,they use the existing 2004 Master Plan as a sort of"touchstone". Keep it next to them and use it as a reference point;there may be good points that they have missed that should be carried forward into the new plan. Chairman Brewer said the goal is to get all of the chapters reviewed and wrapped up by the end of August. He asked Mr. Wilmer if they could still target the completion of the entire plan for November 2018. Mr. Wilmer that timeframe could work and suggested perhaps the Committee hold an additional forum. Chairman Brewer thinks the time would be too tight for forum,where the Planning Board has to adopt the plan and then Special Town Meeting could be December 10, 2018. UPDATES FROM COHASSET MASTER PLAN COMMITTEE Presentation of"Master Plan is Listening"and "Question of the Week"-Planning Board and Master Plan Intern, Tucker Meehan, handed out copies of his presentation. He reviewed the posts for the Committee. He said that he,Mr.Matchak and Member Dugan had begun to become concerned regarding the lack of engagement on the Facebook page during the last few weeks. They realize that things slow down with people traveling etc., so they took a lighter route and did a post about"One Way Sunday". "One Way Sunday" is a an idea Chairman Brewer thought up years ago. It would close down Jerusalem Road on Sundays and allow for people to walk the scenic area with their families. This post gave the page a great boost. There was then an extensive conversation regarding the Master Plan Facebook page and if comments should be used throughout the final version of the plan. The Committee then thanked Mr. Meehan for all of his great work this summer. The Committee members discussed when the next meeting should be. It was agreed upon to have their next meeting on Wednesday, September 15'. This will allow enough time for all of the sub-committees to have their chapter completed. APPROVAL OF MINUTES Vice Chairman Kennedy moved to approve the minutes in the packet distributed to the Committee and are as follows: April 18,2018,June 28,2018,August 15,2017,October 17,2017,February 6,2018 and May 30, 2018. Member Seuss seconded the motion,and the vote was unanimous(8-0). Member Schwandt moved to adjourn the meeting. Member Glasmeier seconded the motion and the vote was unanimous(8-0). Meeting adjourned at 8:59PM.
