Chairman Jack Creighton called the meeting to order at 7:00 p.m.
7:00 P.M.—24 Norman Todd Road Lot#4-Amended SWP
Chairman Creighton read aloud the public hearing notice. David Farrag recused himself from the
hearing. Jeffrey Hassett of Morse Engineering was present on behalf of the applicant. They are looking
for a drainage change. They would like to install a catch basin with a pipe going over to the depression.
This would not change any of the calculations. Paul Shea stated there is some puddling going on and the
simplest way to fix this is to install the pipe. He did have an abutter in his office today with concerns but
this doesn't affect the abutter's property. She sent an email to Chairman Creighton. This is a minor
amount of work under the current SWP. The drainage pattern will not be altered or the storm water
calculations. Chairman Creighton read aloud a letter from Jackie&John Scott of 6 Norman Todd Lane.
Jeffrey Hassett stated while he sympathizes with the abutter;this project is not affecting their property
and the applicant is anxious to get this project completed.
Motion by James Gilman to close the public hearing and issue an amended SWP for the project at 24
Norman Todd Road#4,seconded by Edward Graham and the vote was 5-1. Chairman Creighton voted
against.
7:10 P.M.—139 Hull Street-Amended OOC-#14-04
Chairman Creighton read aloud the public hearing notice. Jeff Hassett from Morse engineering was
present. The project is for gas line installation. They will have to cross Turkey Hill Run (a perennial
stream). They will not disturb the bed of the stream. They will mitigate with erosion control barriers.
Motion by Patrick Kennedy to close the public hearing and issue an amended order of conditions for
the project at 139 Hull Street,seconded by Edward Graham and the vote was unanimous.

7:20 P.M.—89 Doane Street-RDA#14-13
Chairman Creighton read aloud the public hearing notice. Landscape Designer-Amy Martin was present
on behalf of the owners. There is currently an existing patio with a stonewall. They are proposing to
replace the stonewall that is crumbling. The footprint is exactly the same. The patio will be stone
pavers set in stone dust. The net increase in impervious is under 500 square feet. Paul Shea stated it is
a landscaping project. The area has been altered in the past long ago. This project qualifies for Negative
2&3 determination.
Motion by Patriot Kennedy to close the public hearing and issue a Neg. 2&3 RDA for the project
proposed at 89 Doane St.,seconded by Edward Graham and the vote was unanimous.
7:30 P.M.—175 Lamberts Lane-Paddle Courts--NOI#14-23&SWP#14-29
Chairman Creighton read aloud the public hearing notice. Patrick Kennedy stated his son is a seasonal
employee for the Golf Club. He doesn't view this as a conflict for this project so he doesn't need to
recuse himself. John Bensley of Beal's&Thomas was present on behalf of the application. They are
filing under the local bylaw only(it doesn't require permission from DEP). They are proposing 3 paddle
tennis courts and a warming hut. Paul Shea stated there are no alterations to the wetland. There is
work within the 25' buffer zone of an IVW. This is just a local order of conditions.
Motion by Patrick Kennedy to close the hearing and issue a variance for work within the 25' buffer
zone of an IVW for the paddle court project at 175 Lamberts Lane,seconded by Edward Graham and
the vote was unanimous(7-0).

Chairman Creighton read aloud the public hearing notice. John Bensley of Beal's&Thomas was present
on behalf of the applicant. This project is for drainage improvements for holes 10, 12& 13. This project
is necessary for the golf course to continue operations. Paul Shea stated the project makes sense to him
and there are not any changes to run off patterns. It is definitely a drainage improvement to the site.
Motion by Patrick Kennedy to close the hearing and issue a variance for work within 50' buffer zone to
resource areas for the drainage improvement project at 175 Lamberts Lane,seconded by Edward
Graham and the vote was unanimous(7-0).

7:50 P.M.--59 Highland Avenue—SWP#14-31
Chairman Creighton read aloud the public hearing notice. Carmen Hudson of Cavanaro Consulting was
present on behalf of the applicant. The proposed project is for a detached garage,swimming pool and

landscaping improvements. There will be a net reduction of impervious surface areas. There will be an
increase and volume of runoff at the rear of the property. They are proposing a 12 x 12 ft. infiltration
system to handle additional runoff. Paul Shea stated the project is pretty straight forward. They are
meeting 9 of the 10 standards of the bylaw. This is a redevelopment project so it is acceptable under
the bylaw. Chairman Creighton disclosed for the record that the owner of the property was a
Republican candidate for Senate and he is Chairman of the local Republican town committee.
Motion by David Farrag to close the hearing and issue a SWP for the project at 59 Highland Ave.,
seconded by Edward Graham and the vote was unanimous(7-0).
8:00 P.M.—49 Ripley Road—SWP
Per Paul Shea this project is a Category 1 and does not require a public hearing.
8:10 P.M.-37 Cushiniz Road--SWP#14-32
Per Paul Shea this project does not require a public hearing. There was a question about the ownership.
Jeff Hassett of Morse Engineering state the assessor's records have Margaret E. Buckley c/o Brian J.
Buckley as the record owner. The executor of the estate is John J. Hasting and he has submitted a letter
allowing the application to be signed by the owner and he has also signed the application.
8:50 P.M.—589 Jerusalem Road(continued)
Carmen Hudson from Cavanaro Consulting was present as well as the property owner Matt Shannon.
David Farrag disclosed that he missed the last meeting on this hearing but he has reviewed the material
from the meeting and he has walked the site. Carmen Hudson reviewed with the commission the
proposed project for the former Templar House. The project has been approved by the ZBA and
Planning Board. The property was formerly a 13 unit residence and will be razed and replaced with 3
adjoined single family condo units. Patrick Kennedy stated after looking at the site closely he feels there
is a tremendous risk of damaging erosion to Straits Pond because of the steepness of the bank and the
location of the building. Carman Hudson stated they will be using 18"of silt sock. Patrick Kennedy
stated he doesn't believe that will protect the bank if there is a storm and would keep construction
debris from going into the pond. Paul Shea suggested they may use storm fencing. The commission
discussed having Paul Shea do inspection during construction. Carmen Hudson stated they would agree
to use a silt sock and silt fencing.
Motion by Patrick Kennedy to close the hearing and issue a variance for work within the SO'buffer
zone of Straits Pond for the project at 589 Jerusalem Road,seconded by Edward Graham and the vote
was unanimous(7-0).

of a silt sock and silt fence as well as submitting a construction plan to Paul Shea to monitor for the
project at 589 Jerusalem Road,seconded by Edward Graham and the vote was unanimous(7-0).
Motion by Patrick Kennedy to issue a SWP for the project at 589 Jerusalem Road,seconded by Edward
Graham and the vote was unanimous(7-0).
