Documents Presented to Supigort agenda item: Revised Plans
The intent is to recreate the wall as it formerly existed. A similar concept as outlined in the original application will
be done but on smaller scale. The project will now be reconstructed with granite block, sheeting and casting for
support and durability. The granite blocks will be pinned to a poured concrete wall for stability. Engineer Peter
Falk described the process of pinning the blocks to each other using concrete pins that will then lock into the
wall. Footings will be done first, then the blocks will be added. Water will be blocked out of the area work. The
site will have a coffer dam structure to allow for the concrete wall to be poured. The applicant still needs to get
plan approvals from the Army Corp of Engineers and the DER There is an Order of Conditions in existence that
has gone no further than review by the Conservation Commission. The Order expires 12/19/19 but could be
extended to accommodate the work if it can be done soon. The flounder spawning season has to be taken into
consideration as far as starting the construction. The applicant indicated the work could start as early as
September 2020 with an estimated month to complete the work.
MOTION: By Chair Pimpare to amend the Order of Conditions for NOI 18-12 as follows: Condition
53 to extend the date from 12/31/19 to 5/1121 for all work to be completed; Condition 31 to
delete the old plan and adopt the new plan dated 12/16/19 from Cavanaro Consulting and
Rivermore Engineering; to add a coffer dam to the new site plan; to hire a monitor to
perform oversee the project and bring in a geotechnical engineer to ensure the work is
complete, both at the applicant's expense.

The applicant is looking to install a new residential dock with 50-ft. frontage on Little Harbor. The existing dock is
in total disrepair. Two new posts will be anchored to the ledge. The gangway will accommodate water and tidal
movement. The float and sloped gangway will be removable during winter. The construction is pending decisions
from the Zoning Board of Appeals and DER Agent Summers said the DEP has permitting guidelines for small
docks and piers and that the pier can rest on the bottom during low tide.
MOTION: By Member Koines to close the public hearing and issue and Order of Conditions for NOI
19-22 for work proposed at 61 Nichols Road.

The applicant wants to demo and rebuild a new single family dwelling with a paved driveway, attached garage on
a slab foundation and an inground pool and cabana accessed by an existing gravel driveway. The runoff in front
will flow into a pea stone trench to a rain garden. The rear runoff will flow to the rear property line. Chair Pimpare
said the pool installation could require chipping or blasting depending on the amount of ledge.Agent Summers
said the original proposal showed only a rain garden for mitigation but the new proposal shows stone trenches
and infiltration chambers. Joshua Green explained that infiltration measures and the rain garden will capture
runoff in the front. The gravel driveway will absorb much of the runoff and the shed and cabana area in the back
has its own infiltration system. Impervious areas are covered by infiltration chambers. The planting plan includes
a buffer around the property; one tree will be removed to accommodate the cabana and a tree line and wooded
area to the right of the property will remain.
MOTION: By Chair Pimpare to issue Stormwater Permit 19-29 with the following condition: to
submit to staff by January 3, 2020 a revised site plan defining the limit of work on the
northwest corner of the property and a revised planting plant showing the amount and
size of trees on the site.

8:40 PM: NOI 19-24 40 Parker Ave - Boat Ramp Upgrade -Town of Cohasset

The ramp is old and needs to be upgraded for year-round usage. The new ramp will not go beyond the existing
dock so there will be no interference or constriction of waterways. The existing ramp will be removed, there will
be borings at top and bottom of ramp and approximately 80 cubic yards of fill will be brought in. Construction is
expected to start in the fall of 2020. A coffer dam will be installed prior to the start of work.
MOTION: By Chair Pimpare to close the public hearing and issue an Order of Conditions for work
proposed at 40 Parker Avenue with the following conditions: the contractor must submit a
dewatering plan prior to any work being done; there can be no work between February 1
and June 30 unless a coffer dam is installed per Marine Fisheries,

The applicants want to build a new home with some work being done within the 50-ft. to 100-ft buffer zone. Work
within the buffer zone is mostly landscaping and grading. Environmental Consultant Brad Holmes delineated the
property and determined the only resource area on the site will not be affected by the construction. Greg Tansey
said most of the runoff flows to the street and an adjacent wooded area. Roof runoff goes to infiltration chambers
and recharges into the ground and there is mitigation in place that will reduce overflow into the street. Mr. Tansey
also explained how runoff redirected to a wetlands area flows under Black Rock Road and daylights within the
wetlands area. In addition there is permeable pavement on the driveway, capacity under the driveway for holding
water, a swaling system on the south side of the property and a substantial amount of stormwater mitigation. The
commission agreed to approve the RDA application and continue the Stormwater hearing to 1/9/20.

Determination of Applicability with the following conditions: that no work be done and no
staging of equipment and materials take place within the 50-ft. buffer zone; and that the
only approved work in the 50-ft. buffer zone is the daylighting of 4-in. pipe

9:10 PM: RDA 19-17 322 Forest Avenue Resource Area Determination —Parks
In attendance to represent agenda item: Paul Mirabito, Greg Tansey/Ross Engineering
The purpose of this application is to determine if an Isolated Vegetated Wetland (IVW) is within a resource area
and to make owners aware of what their parameters are before any potential redevelopment.Agent Summers
confirmed flagging on the property by Environmental Consultant Brad Holmes. The IVW is truly isolated within
25-ft. of the buffer zone.
MOTION: By Chair Pimpare to close the public hearing and issue a Positive 5 and 6 Determination
of Applicability as the area depicted on the site plan does come under the jurisdiction of
the Cohasset Wetlands Bylaws but not under the State Wetlands Protection Act.
SECOND: Member Koines
VOTE: 5-0 Unanimous
With no further business to discuss, motion was made by Member Eisenhauer, 2"d by Member Koines
and voted 5-0 unanimous to adjourn.
