7:05 PM: SWP 19-24 11 Great Brewster Trail—Hoff -Raze and Rebuild

The applicant would like to raze an existing home and build a new single family home. The lot is loaded with
ledge outcroppings, some sloping towards the abutter and major sloping to the road. John Cavanaro feels that
adjusting the slope and installing an infiltration system between two large ledge outcrops will maintain but not
increase the amount of runoff to the road.An impervious patio and walkways will also encourage runoff to be
directed towards the road. The proposed project meets the performance standards of the stormwater bylaw.
Abutter Clark asked for clarification on a riprap wall to the left of the property. John Cavanaro there is a 2-to-1
slope from the driveway to the abutter's property so rather than having vegetation the area will be used for
drainage and stability. Ms. Clark asked if there is any alternative to the infiltration chamber location as shown on
the plan. John Cavanaro said the test pits will ultimately prove the best siting.
Abutter Carlos Melendez feels the site is a non-conforming parcel and there are issues that have not been
addressed by the engineer. He estimates that based on his calculations 90% of the site is basically rock and
there cannot be a discharge system sitting on rock. He feels that runoff will disappear in a natural direction which
may impact his property and that locating the retention field to the rear of the house will support a massive out-
build. John Cavanaro stated the percentages are based on an arbitrary area representative of soils on the
property and test pits need to be performed to determine the exact conditions of the property. He asked to
continue the meeting so his firm can conduct test pits and address some of the abutters'concerns.

The applicants propose to keep most of the existing dwelling but want to add a garage, porches, pool and a
pervious patio. The existing driveway will have a reconfigured parking court. The lot is fairly level but has
substantial sloping up from Nichols Road. They also want to replace the existing tennis court and install a

crushed stone infiltration bed beneath. The drainage would flow in 3 directions: some to a infiltration bed, some
to a pervious area near the new tennis court, and some to vegetated area.A portion of the impervious driveway
will be replaced with crushed stone. There will limited tree removal.Agent Summers said there are ledge
outcroppings and the abutters are concerned with roof runoff concentrating in specific areas and will flow through
the soil under bedrock to their properties.Abutter Robert Troy has concerns with a possible increase in wetness
on his and other abutters' houses and quoted performance standards regarding aquatic ponds because there is
a pond close to their properties. John Cavanaro said there is no work within the 100 ft. buffer zone and the pond
is beyond the buffer zone. Abutter Mike Rawson said that runoff goes across the tennis court and makes it
treacherous to walk around abutting yards. John Cavanaro feels the big issue is test pits and he does
understand the abutters'concerns.At his request the hearing will be continued.

Applicant Clark Brewer responded to questions from a previous meeting. He has reduced the scope of work in
the buffer zone, is avoiding the resource area and has installed silt socks and other beneficial adjustments to the
project. He is removing six trees and will install three new trees.
MOTION: By Member Koines to close the public hearing and issue a Negative 2 determination for
work proposed at 262 North Main Street.

The applicant clear-cut a considerable amount of vegetation and native plantings from this property without
obtaining the proper permit. The commission is asking that he restore the property according to their
requirements. They feel the 10-ft. spacing between trees is too close and that a 20 to 25-ft. spacing is more
desirable. There are 20 medium caliper honey locust trees on site that the commission would like to see
replaced with a native species.Agent Summers and John Cavanaro will do a site visit to determine the best
location for new plantings. Member MacFarlane feels a 40 to 50-ft. spacing at front of property would allow for a
decent amount of trees and would ensure long-term viability. There are native species that would be readily
available for a fall planting and John Cavanaro suggested to do this in a timely manner through an Enforcement
Order with a deadline of 11/1/19. If the desired trees aren't readily available, the project would be extended to
spring but would require necessary documentation.
MOTION: By Member Koines to issue After-the-Fact Stormwater Permit 19-15 with the following
conditions: a revised planting plan be submitted by Tuesday, October 1, 2019 to show
twenty trees to be replanted at a location to be determined by the applicant and Agent
Summers and that the new planting be native species available by November 1, 2019

VOTE: 6-0 Unanimous
MOTION: By Member Koines to issue an Enforcement Order for the After4he-Fact Stormwater
Permit 19-16 with the previous conditions plus a condition stating if the species are
unavailable by the November 1, 2019 deadline that the project be extended to spring with
necessary documentation.

An Order of Conditions from 2015 specified removal of invasive species within the buffer zone and eradication of
fragmites.A landscaper that was hired was told to remove a certain amount of invasive vegetation but
inadvertently cut down a grove of cedar trees across from the Cohasset Yacht Club which violated the Order of
Conditions. It was estimated that 10 to 12 trees were cut down which the owner would replace.Agent Summers
pointed out that the Order of Conditions expires in 2020, The Commission issued an Enforcement Order
requiring the owner to submit a new Notice of Intent with a revised mitigation plan no later than 11/30/19.
MOTION: By Chair Pimpare to issue an Enforcement Order requiring a mitigation plan filed with
staff no later than November 30, 2019 for unpermitted removal of trees at 96 Howard
Gleason Road.
SECOND: Member Koines
VOTE: 6-0 Unanimous
With no further business to discuss motion to adjourn made by Member MacFarlane, second by Member Koines
and voted 6-0 unanimous.
