HomeMy WebLinkAboutMinutes - CC - 08/22/2019 Cohasset Conservation Commission August 22,2019 APPROVED MINUTES COHASSET CONSERVATION COMMISSION MEETING THURSDAY,AUGUST 22, 2019 WILLCOTT COMMONS IN ATTENDANCE: Eric Eisenhauer,Acting Chair Chris MacFarlane, Member Alex Koines, Member James Rosebach, Member Trisha Grady, Member Jeff Summers, Conservation Agent Angela Op- Administrator ABSENT: Maryanne Wetherald, Member Justin Pimpare, Chair Meeting called to order at 7:00 PM. 7:05 PM: RDA 19-13: 609 Jerusalem Rd -Chandra Lombard - Landscaping In attendance to represent agenda item: Chandra Lombard Documents Presented to support agenda item: RDA application The applicant wants to landscape her yard to create a barrier within the 50-ft. buffer zone at Straits Pond. She is using native plantings from the list of accepted species. Chair Eisenhauer suggested she increase the number of shrubs but the applicant said she wants the yard to be beautiful and functional, Member MacFarlane would like to see more density to the shrubs near the water which would help cut down on invasive species in that area. Member Koines feels she should plant what she wants from the approved list, see how it develops and make adjustments next year if needed. MOTION: By Member Koines to close the public hearing for RDA 19-13 and issue a Negative 3 determination with the conditions that the existing slope be modified to keep runoff and debris away Straits Pond and that no mulch be used. SECOND: Member MacFarlane VOTE: 5-0 Unanimous 7:20 PM: NOI 19-18: 15 James Lane—Addition -Rappold In attendance to represent agenda item: Joe Webbe/Webbe Engineering Documents presented to support agenda item: NOI Application, Plans and Photos of Site The applicant proposes to install a drywell to the rear of the property to capture roof runoff and to consolidate two gravel drives into one, All work is outside the 50-ft.buffer zone. There is less than 500 sq. ft. of impervious surface added but the new drywall system will capture runoff. MOTION: By Member Koines to close the public hearing and issue an order of conditions for NOI 19-18 for a proposed addition to property at 15 James Lane. SECOND: Member MacFarlane VOTE: 5-0 Unanimous 7:40 PM: SWP 19-22 580 Jerusalem Rd—Raze and Rebuild Existin Home -Hanzl In attendance to represent agenda item: Jan Hanzl/Applicant; Sean Hardy/Hardy Design Group; Documents presented to support agenda item: SWP Application; Site Plans The applicant proposes to raze the existing home and build a new house with a garage and modified driveway. Cohasset Conservation Commission August 22,20t9 There will be 18 chambers installed in the front and back of the new dwelling to capture roof runoff. Grading will be done to provide separation of groundwater and prevent water from entering the basement.Agent Summers said the new home will be in the same footprint except for a new garage and proposed paved driveway. Trees that are dead or dying will be removed. Sean Hardy will install landscaping shrubs and plants along the front and side perimeter. There will be 5 trees removed due to the grading. MOTION: By Member Koines to close the public hearing and issue Stormwater Permit 19-22 for proposed construction at 580 Jerusalem Road. SECOND: Member MacFarlane VOTE: 5-0 Unanimous 8:00 PM: NOI 19-17 and SWP 19-21- 135 Nichols - Redevelop Existing Home -Hall In attendance to represent agenda item: John CavanarolCavanaro Consulting; Sean PapichlLandscaper; Jim Norton/Abutter; Documents presented to support agenda item: NOI and SWP Appli cation slSite Plans The property is facing Sandy Beach Lane from Little Harbor. The house will be razed and reconstructed which will affect a salt marsh, wetlands and land subject to coastal flooding. The driveway will be reconfigured to provide easier access to the garage. Roofs will be pitched to the rear to collect runoff in an infiltration system. There will be minor grading within the 50-ft. to 100-ft. buffer zone.Abutter Jim Norton said the property has had problems with flooding but John Cavanaro said his calculations show that there is no increase in volume. MOTION: By Member Koines to close the public hearing for Notice of Intent 19-17and issue an order of conditions for proposed redevelopment of an existing dwelling at 135 Nichols Road. SECOND: Member MacFarlane VOTE: 5-0 Unanimous MOTION: By Member Koines to close the public hearing and issue Stormwater Permit 19-21 for proposed redevelopment of an existing dwelling at 135 Nichols Road. SECOND: Member MacFarlane VOTE: 5-0 Unanimous 8:20 PM: SWP 19-20 7 Haystack Lane continued from 8/8119 In attendance tore_ present the agenda item: Jeff HassettlMorse Engineeting; Paul Doylelapplicant; Chris McKenna/builder Documents presented to support agenda item: Planting Plan; Revised Plans At the previous meeting it was determined that runoff at the bottom of the driveway could not be captured into a stone trench so a grate was added. A total of 61 juniper trees will be planted as groundcover. MOTION: By Member Koines to close the public hearing and issue Stormwater Permit 19-20 for proposed work at 7 Haystack Lane. SECOND: Member MacFarlane VOTE: 5-0 Unanimous With no further business to discuss motion to adjourn made by Member Rosebach, seconded by Member Koines and voted 5-0 unanimous.
