Meeting called to order at 7:00 PM.

A mitigation system will be installed to reduce runoff impact. Drywells, gutters, downspouts and storm drains in
the street will capture roof runoff. A stone trench will be installed. Three large trees will be removed but there will
be new plantings of native and street trees around the perimeter of the yard. Chair Pimpare asked if shrubs can
be installed on the property line to further absorb runoff. Jeff Hassett said that currently all the runoff goes to the
street but the mitigation plan as presented should alleviate that. Member Wetherald asked for a planting plan.

The applicant wants to install a rain garden and to do plantings around the perimeter of the driveway. 13 dead or
damaged trees will be removed. Member MacFarlane and Conservation Agent Summers are going to work with
the arborist and designer in determining the best plantings to be used and where to locate them

determination to approve Phase 1 of the planting plan submitted pending approval of
trees to be removed.

Originally runoff was captured and put into a cistern to be used as a potable water source. The cistern has been
repointed to capture roof runoff. The infiltration system will be redesigned to be more effective. Sean Papich
presented a Tree Mitigation Plan at a site visit with Agent Summers, Vice Chair Eisenhauer and Member
MacFarlane who would like to see trees no less than 10" caliper. Chair Pimpare wants specific conditions
regarding when the new trees will be planted. Sean Papich estimates May 2020.
MOTION: By Chair Pimpare to close the public hearing and issue Stormwater Permit 19-19 for
proposed work at 63 Nichols Road.

VOTE: 6-0 Unanimous
MOTION: By Chair Pimpare to close the public hearing for Notice of Intent 19-16 and issue an Order
of Conditions for work proposed at 63 Nichols Road with the following conditions: trees
being planted are no less than 10-inch caliper; all work must be completed by May 15,
2020 with exact location of trees to be approved by Agent Summers and Member
MacFarlane thirty(30)days prior to the planting; an additional row of Virginia rose and
bayberry trees be shown on revised plans; revised plans to be presented to the
commission by August 15, 2019.

John Cavanaro presented revised plans showing updates as requested at the July 25, 2019 public hearing.
MOTION: By Chair Pimpare to close the public hearing and issue Stormwater Permit 19-18 for
proposed work at 187 Atlantic Avenue.

MOTION: By Chair Pimpare to close the public hearing for Notice of Intent 19-16 and issue and
Order of Conditions for proposed work at 187 Atlantic Avenue with the following
conditions: replace sourwood tree on the mitigation plan with a more suitable native tree
to be delivered by August 15, 2019.

8:20 PM: After-the-Fact Stormwater Permit 19-15, 149 King Street/Shannon - Unyermitted Tree Removal
In attendance to represent agenda item: Attorney Steven Ryder; Matt Shannon/Applicant; John
Cavanaro/Cavanaro Consulting
This hearing concerns unpermitted removal of several hundred trees from the above site. There is currently an
Enforcement Order on the property and fines have been applied.Attorney Ryder said the 2-year delay on behalf
of his client in submitting a plan was due to the timing of the Enforcement Order. He also stated that most of the
area that was clear-cut has since grown back and, in his opinion, is holding more stormwater than prior to the
tree removal. Member MacFarlane felt this statement is based on speculation with no substantiation_ Mr
Cavanaro referenced a survey done in 2018 showing stumps throughout the site and making it difficult to
determine pre-existing conditions. He said there are mitigation and stormwater management controls being
proposed to offset the loss of`good woods'and that 4,200 sq. ft. of impervious service will be replaced with lawn_
He feels the applicant can build there because it's a viable lot and stated that all runoff goes towards King Street,
Chair Pimpare said that any stormwater plan will be extensive and involve other departments with traffic control
and construction issues.
8:40 PM: Discussion: Conservation Restriction,• Barnes Wildlife Ea le Scout
This concerns the Barnes and Wheelwright properties in the North Main Street/Forest Avenue area.
Improvements are needed to re-establish the trails in the area of Barnes Wildlife Sanctuary with the
Conservation Trust as an abutter. Eagle Scout Nathan Shard has proposed a project to encourage passive
recreation that would clear some of the growth, add small directional signs for the different trails and install a
bench. The site is outside the wetland buffer zone but a Conservation Restriction on the property requires that
the Commission be in agreement with any proposed project.
MOTION: By Chair Pimpare to approve work proposed at Barned Wildlife Sanctuary within a
Conservation Restriction area by Nathan Shard.
SECOND: Member Wetherald
VOTE: 6-0 unanimous
With no further business to discuss, motion to adjourn made by Member MacFarlane, second by
Member Koiines,vote 6-0 unanimous
