ANNUAL REORGANIZATION OF COMMISSION Chair: Justin Pimpare Nominated by Eric Eisenhauer, 2nd by Chris MacFarlane, Vote 5-0 Unanimous Vice Chair: Eric Eisenhauer Nominated by Justin Pimpare, 2nd by Chris MacFarlane, Vote 5-0 Unanimous 7:05 PM: NOI 19-14 Town of Cohasset— Manhole Cover Replacement In attendance to represent agenda item: Dan Coughlin Documents presented to support agenda item: NOI Application/Site Map There are 83 manholes in various locations throughout town that will get new covers and collars.A small bobcat may be used to remove the existing covers depending on what vegetation and other conditions exist. The new covers should be less susceptible to cracking. MOTION: By Chair Pimpare to issue a variance for NOI 19-14 for replacement of 83 manhole covers in various locations throughout town for work within buffer zones. SECOND: Member Koines VOTE: 5-0 Unanimous MOTION: By Member Koines to issue an Order of Conditions for NOI 19-14 for replacement of manhole covers at various locations throughout the town. SECOND: Member Eisenhauer VOTE: 6-0 Unanimous 7:15 PM: RDA 19-09—30 Pleasant St— Marvell Homes—Fence Installation In attendance to represent agenda item: Paul Sheerin Sr/Marvell Homes;Alix White, David Bigley/abutters Documents presented to support agenda item: RDAApplication, Plans and Photos of Site A split rail fence is going to be installed with hand-digging for 8 post holes within the buffer zone. Vice Chair Eisenhauer feels that any work within a buffer zone that is not essential should not be approved and that plantings could achieve the same effect with less intrusion than a fence. Mr. Sheerin asked if digging post holes would cause any more disruption to the area than installing shrubs and other vegetation. Chair Pimpare said that Commonwealth of MA Wetlands Protection Act see fences as exempt. The abutters felt that a fence would allow for deer and wildlife to freely migrate. MOTION: By Chair Pimpare to close the public hearing for proposed work at 30 Pleasant Street and issue a Negative 3 determination for RDA 19-09 with the condition that all post hole digging be done by hand. SECOND: Member Koines VOTE: 5-0 Unanimous 7:25 PM: NOI 19-12 42 Aaron River Road Waegerman Septic Upgrade In attendance to represent agenda item: Rob Carlezon/Grady Consultants Documents presented to support agenda item: NOI Application, Revised Plans The septic system failed Title V. The system needs to be upgraded prior to sale of the house. Revised plans dated July 1, 2019 reflect the leaching field being moved further away from the wetlands. Cohasset Conservation Commission July 11,2019 MOTION: By Member Koines to close the public hearing and issue an Order of Conditions for NOI 19-12 for a septic upgrade at 42 Aaron River Road. SECOND: Member MacFarlane VOTE: 5-0 Unanimous 7:25 PM: NOI 19-13 276 Beechwood Street—Galvin —Garage Addition In attendance to represent agenda item: Rob Carlezon/Grady Consultants Documents presented to support agenda item: NOI Application, Revised Plans The applicant plans to replace the existing garage with a new garage that extends an additional 5-ft. extend the existing garage within the buffer zone. There is no significant increase in impervious surface. The Commission requests that a proposed silt sock be brought in closer to the area of construction. MOTION: By Member Koines to issue a variance for work within the buffer zone for proposed work at 276 Beechwood Road. SECOND: Member MacFarlane VOTE: 5-0 Unanimous MOTION: By Chair Pimpare to close the public hearing and issue an Order of Conditions for NOI 19- 13 with the condition that a revised plan be submitted to move the silt sock closer to the construction area. SECOND: Member MacFarlane VOTE: 5-0 Unanimous 7:35 PM: NOI 19-09 15 Brook Street Norton Garage Conversion Continued from 616119 In attendance to represent the agenda item: Brendan Sullivan/Cavanaro Consulting; Jim Norton/Applicant; Abutters David and Jennifer Loren (19 Elm St) Documents presented to support agenda item: Revised Plans The applicant wants to convert an existing garage to an apartment. There will be additional plantings and a mitigation plan in place.A crushed stone parking area will allow for better infiltration than a paved impervious area. Vice Chair Eisenhauer is concerned that an existing elm tree will be negatively impacted from the site development. Brendan Sullivan said that all efforts will be made to preserve the tree but if there are roots attached to ledge that need to be removed it could affect the tree. Jennifer Loren is concerned with their privacy being compromised if the tree is removed.Agent Jeff Summers said that if there was a proposal to remove the tree it would include mitigation and replication but the applicant is making serious efforts to preserve the tree. Chair Pimpare brought up the 4 parking spaces vs. 2 and feels the Commission must address any unpermitted work done within the 50-ft. buffer zone. He also feels that while the applicant has a right to rebuild on the same footprint he would prefer that the lot be restored to its previous condition with two parking spaces. CONTINUED TO JULY 25, 2019 8:10 PM: After-the-Fact Stormwater Permit 19-15, 149 King Street/Shannon - Unpermitted Tree Removal CONTINUED TO AUGUST 8, 2019 AT APPLICANT'S REQUEST 8:30 PM: Discussion: Open Space Committee/Tom Callahan —Trails Project This concerns the Barnes and Wheelwright properties in the North Main StreeUForest Avenue area. Improvements are needed to re-establish the trails. There is a proposed Eagle Scout project that would clear some of the growth, add small directional signs for the different trails and install a bench. The Commission will consider this project upon receipt of an RDA application. Certificates of Compliance Issued: NOI 16-14: 28 Black Horse Lane, raze and rebuild single family dwelling/Greene NOI 17-03: 92A Beach Street, add pier with float and gangway/Weltman &Atkins Minutes for Approval: Minutes for 2/28/19, 3/28/19 and 4/11/19 were jointly approved by a unanimous vote of 5-0. With no further business to discuss motion to adjourn made by Member MacFarlane, 2"d by Alex Koines and passed by a unanimous vote of 5-0. Meeting adjourned at 9:30 pm.
