HomeMy WebLinkAboutMinutes - CC - 05/23/2019 Cohasset Conservation Commission May 23,2olM APPROVED MINUTES COHASSET CONSERVATION COMMISSION MEETING THURSDAY, MAY 23,2019 WILLCOTT COMMONS IN ATTENDANCE: Justin Pimpare, Chair Chris MacFarlane, Interim Vice Chair Eric Eisenhauer, Member Alex Koines, Member Patrick Kennedy, Member Maryanne Wetherald, Member Jeff Summers,Conservation Agent Angela Geso, Conservation Administrator ABSENT: Edward Graham, Member James Rosebach,Associate Member Meeting called to order at 7:00 PM. Reor anizati m of Commission: Vice Chair Creighton resigned from the Commission to serve on the Board of Selectmen. Maryanne Wetherald moved up from Associate Member to Full Member to fill out the 6 weeks remaining an Mr.Creighton's term. Chris MacFarlane was nominated by Patrick Kennedy to fill the Vice Chair position for 6 weeks. Maryanne Wetherald seconded the nomination and the vote was 5-0 unanimous. Minutes for approval: Meeting of 4/11119 Motion to approve made by Member Kennedy,2nd by Member Koines,Vote 5-0-1 (Member Wetherald was not at the meeting on 4/11119 and abstained from voting) 7:05 PM: NOI 19-11 SWP 19-12 Administrative Only)429 King Street—Lund—New Garage In attendance to re resent a enda item: John Canavaro/Cavanaro Consulting Documents Presented to support agenda item: NOI R SWPApplications/Site Map The applicant wants to reposition an existing single-car garage so vehicles can drive out rather than back out onto the street. The plan is to push back the existing garage by approximately 8-ft.and widen the structure to accommodate two cars.The garage and infiltration system will be out of the 50f-ft. buffer zone.The proposed site of the garage is already a landscaped area. MOTION: By Member Kennedy to close the public hearing for NOI 19-11 and issue an Order of Conditions for for worked proposed at 429 King Street. SECOND: Member Koines VOTE: 6-0 Unanimous Stormwater Permit 19-12 is Administrative Only and requires no public hearing or vote. 7:25 PM: RDA 19-08 69 Cushing Road Kochis Driveway Relocation In attendance to re resent a enda item:Timothy Kochis/Applicant Documents presented to sul220,rt agenda item: RDAApplication and Plans The existing crushed stone driveway is accessed from Ash Street. In order to fence-in the backyard,the applicant wants to relocate the driveway so the entrance is to the left of the house and accessible from Cushing Road.The first 20-ft of the proposed driveway is in the 50-ft. buffer zone. Member Eisenhauer asked if the drive could be moved left and taken out of the buffer zone but Mr. Kochis said there is a healthy ash tree on the site that would make it difficult for proper front entry to the garage.The crushed stone should absorb most of the runoff.Any additional runoff will flow into a catch basin where the new driveway will be. MOTION: By Member Kennedy to close the public hearing for RDA 19-08 and issue Negative 2 Determination of Applicability for worked proposed at 429 King Street. SECOND: Member Koines VOTE: 6-0 Unanimous 7:55 PM: RDA 19-04:Straits Pond -Teelucksingh—Brush Clearing and Bench In attendance to represent agenda item: Pran Teelucksingh/Applicant; Richard Avery/ Straits Pond Watershed Assn/Phil Avery, Kathy Berigan, Laura Glynn,Amy Berniker, Pat Moran, Laura Glynn,Abutters Cohasset Conservation Commission May 23,2ol 08 Documents presented to support agenda item:RDAApplication The applicant is working towards his Eagle Scout badge and needs to do a community project. He is proposing to create a 3-ft.wide path and install two benches along Straits Pond.The proposed path is extremely overgrown and would be difficult to clear using hand tools.Member Eisenhauer suggested foregoing the path and installing benches in existing clearings.The abutters expressed concerns over the ecosystem and wildlife being affected by brush removal and also had concerns with trash,safety, noise and increased traffic. In support of the project, Richard Avery said that the bird population is robust and wouldn't be affected because no trees are being removed. He also said having just benches would still meet Eagle Scout requirements. Chair Pimpare pointed out that the site is an Area of Critical Concern(ACEC)with stringent bylaws and protections.The commissioners requested a site visit before rendering any decisions. HEARING CONTINUED TO JUNE 6,2019.SITE VISIT SCHEDULED FOR MAY 30,2019 AT 6 PF,;t. Certificate of Com fetion.Notice of Intent 08-34—80 North Main Street An Order of Closed was issued in 2008 but the work was never done.The order expired and the Notice of Intent was closed out. Conservation A ent U date: Matt Shannon/149 King Street:Agent Summers is going to court tomorrow(5/24/19)regarding non-payment of fines and work done without a permit.The next step would be an arraignment.Mr.Shannon was summoned to appear before the court;if he doesn't show the courts will issue a warrant and possibly go to trial. Guy Daniello/55 Beach Street:An Enforcement Order was issued to Mr. Daniello on 11/15/18 for work done on his neighbor's yard within the 50-ft.buffer zone of a Bordering Vegetated Wetland.To date no restoration work has been done.Mr. Daniello requested a continuance.Agent Summers suggested we put this on the June 6 agenda and set a firm deadline at that time, With no further business to discuss,motion to adjourn was made by Member Kennedy,2°"by Member Koines and approved 6-0. Meeting adjourned at 10 pm.
