HomeMy WebLinkAboutMinutes - CC - 04/11/2019 Conservation Commission Minutes from 4111/19 Meeting APPROVED MINUTES COHASSET CONSERVATION COMMISSION MEETING THURSDAY,APRIL 11,2019 WILLCOTT COMMONS IN ATTENDANCE: Jack Creighton,Vice Chair Eric Eisenhauer, Member Alex Koines, Member Chris MacFarlane,Member Justin Pimpare,Chair James Rosebach,Associate Member Patrick Kennedy,Member(arrived at 7:50 pm) Jeff Summers,Conservation Agent Angela Geso,Conservation Administrator ABSENT: Edward Graham, Member Maryanne Wetherald,Associate Member Meeting called to order at 7:05 PM. 7:05 PM:NOI 19-08 290 Beachwood Street—Murphy—Addition and Deck In attendance to represent aaenda item: John Cavanaro and Carolyn Rees(Cavanaro Consultants;Janet Murphy and Barry Bennett/Applicants Documents presented to support agenda item: NOI Application,Site Plans, Photos of Property The applicants want to add a deck and build a small addition to their existing single-family home.The entire property is determined to be pre-existing and non-conforming from a zoning and conservation standpoint. No trees will be removed and there will be no increase in impervious surface.The only work within the 50-ft.buffer zone will be installing the sonatubes for the deck and it will be minimal.Chair Pimpare doesn't feel there will any areas disturbed that haven't already been disturbed and the plan as presented makes good use of the restrictions of the lot. MOTION: By Member Koines to close the public hearing for NOI 19-08 and issue an Order of Conditions for the proposed addition and deck at 290 Beachwood Street with the condition that no pressure-treated wood will be used in the construction of the deck. SECOND: Member Eisenhauer VOTE: 5-0 Unanimous MOTION: By Member Koines to close the public hearing for NOI 19-08 and issue a variance for work within the 50-fL buffer zone at 290 Beachwood Street SECOND: Member Eisenhauer VOTE: 5-0 Unanimous 7:25 PM:RDA 19-03:400 Atlantic Avenue—Hicke)t—Landscape M in n n —con t ftom 3128119 In attendance to represent agenda item: Paul Hickey/Applicant Documents presented to support-agend_a item:Site Plans The applicant does periodic selective pruning,trimming and maintenance on his property.A portion of his property facing lily Pond is within the 100-ft.buffer zone but the area of proposed work is not.Member Eisenhauer was concerned with native trees shown on the plan being cut but Member Koines pointed out that the trees in question are not even on the applicant's property.Chair Pimpare requested more narrative as to what will be cut and to what height but the applicant stated he is not cutting any trees more than 3-ft_from the top and does not plan on removing any trees. MOTION: By Member Koines to close the public hearing for RDA 19-03 and issue a Negative 3 determination with the condition that no more than twelve Eastern red cedar trees be trimmed and that three sumac trees be trimmed no more than 3-ft.off the top for work proposed at 400 Atlantic Avenue. SECOND: Member Eisenhauer VOTE: 5-0 Unanimous Conservation Commission Minutes from 4111119 Meeting 7:35 PM:RDA 19-04:Jerusalem RoadlStralts Pond-Brush Clearina/Bench—Teelucksinah con't to S/g Member Kennedy joined the meeting at 7.40 pm. 7:45 PM:SWP 19-06.231 Jerusalem Road--New Construction-Shepard Investments-con't from V14119 In attendance to represent agenda item:Jeff Hassett/Morse Engineering,Attorney Jeff DeLlsi,Robert ShepardlApplicant;Susan PiayfairlAbutter Documents presented to support agenda item:Revised Plans The applicant proposes to raze and reconstruct an existing dwelling.There is no work within the buffer zone or encroaching on wetlands areas so this application requires only a Stormwater Permit.Ledge removal would be minimal if necessary.Gutters and two drywells will be installed to capture runoff_There is a planting plan from Kennedy's Landscaping showing 20 new trees of 2"A to 3"caliper and 68 bushes.Vice Chair Creighton stated that all requests for updates have been mel.Member MacFarlane said in the event of a severe winter there could be increased runoff to the front of the property but Jeff Hassett said the back yard is flat and sandy and there will be a great deal of absorption before the water can get to the front. MOTION: By Member Kennedy to close the public hearing and issue Stomrwater Permit 19-06 for proposed construction of a single family dwelling at 231 Jerusalem Road. SECOND: Member Koines VOTE: 6-0 Unanimous CERTIFICATE QF C MPLIANCE: NOI 13-09: 94 Gammons—Wise This application was for minor modifications to the main house and guest house.A proposed 2-car garage was never built. Certificate of Compliance Issued. DISCUSSION: Stormwater Permits—Administrative and Category 1 Review These types of Stormwater Permits do not require a public hearing and are currently reviewed and released by the Conservation Agent. It was proposed that going forward all Administrative and Category 1 SWP's will be posted on One Drive for the Commission to review.Any questions or concerns from the Commission will be discussed at meeting and 9 there are no issues the applications)will be released. It was decided to continue this discussion as there are several issues to be considered and resolved.
