Minutes for Approval:January 24,2019 Motion to Approve by Member Kennedy;2nd by Member Eisenhauer; Vole 4-0-1 (Vice Chair Creighton abstained/was not present at meeting) 7:05 PM,Notice of Intent(NOI)19-07:COHASSET GOLF CLUB -10TM TEE UPGRADE In attendance to represent agenda Item: Sarah SleamslBeals and Thomas;Glen MisiaklSuperintendent and Mike Leahy/Assistant Superintendent,Cohasset Goff Club Documents presented to support agenda item:Notice of Intent Application and Site Plan The applicant wants to create a new 10t"tee box into an area within the 50-ft buffer zone_The club has made efforts to minimize the footprint to keep the work as for away from the buffer zone as possible.The plan will include replacement of an existing fence,crash removal,selective brush and tree removal with a mitigation planting plan including shrubs and dogwood trees.Member Eisenhauer wants it conditioned that this area be excluded from pesticide and herbicide applications.A silt stock will be installed to contain the work area. MOTION: By Vice Chair Creighton to close the public hearing for NOI 19-07 and issue a variance for work proposed in the 50-ft.buffer zone at the Cohasset Golf Club. SECOND: By Member Eisenhauer VOTE: 5-0 Unanimous MOTION: By Vice Chair Creighton to close the public hearing for NO119-07 and issue an Order of Conditions for proposed work on the 10ei tee at the Cohasset Golf Club with the condition that no herbicides or pesticides be applied to areas of work SECOND: By Member Elisenhauer VOTE: 5-0 Unanimous 7:20 PM:RDA(Request for Determination of Applicability)19-05:417 Jerusalem Rd.Rogers-Fencing In attendance to represent agenda item:Sean PapichlPapich Landscape Architecture;Abutters Michelle Laney,Cathy Sears,Torn Wetherald, Peter Lane Documents presented to support agenda(tam:RDAApplication,Site Plan; Letter from Maryanne Wetherald Member MacFarlane joined the meeting at 7.25 pm.Associate(non-voting)Member Wetherald recused herself from the Commission's deliberations but participated in the hearing as a direct abutter The applicant wants to install a 641.fence on the side of their property.Agent Summers said fencing is exempt from the State Wetlands Protection Act provided it doesn't restrict wildlife habitats or migration. Member Eisenhauer and the abutters are concerned with compromised water views,the effect on wildlife in the area and the fence being taken down by a storm but Mr. Papich said anchors can be used instead of poured concrete for added stability. Abutter Laney asked about runoff but Chair Pimpare said post holes will be dug by hand and filled with sail so there is no alteration to the flow of water.The Commission asked if the fence could be constructed of composite material rather than wood which would require maintenance,painting and sealing. MOTION: By Member Kennedy to close the public hearing for RDA 19-05 and issue Negative 2 and Negative 3 determinations for proposed work at 417 Jerusalem Road with the condition that all fencing be made of environmentally friendly composite material. A previous Order of Condition was extended once and has now expired_The work being done is regular maintenance for milfoil and other invasives.Some of the worts is within the buffer zone and adjacent to a Resource Area.The Town will hire contractors with specific equipment that causes less impact to protected areas and that harvesting will help prevent regrowth. MOTION: By Member Kennedy to close the public hearing for NOI 19-08 and issue an Order of Conditions for maintenance and brush removal at Lily Pond. SECOND: By Member Koines VOTE: 5-0 MOTION: By Member Kennedy to close the public hearing for NOI 19-08 and issue a variance for work performed within the buffer zone at Lily Pond. SECOND: By Member Eisenhauer VOTE: 5-0 7:50 PM:Stomnvater Permit tSWPt 19-07—Lot 2,302 King Street—Davis Brothers LLC—New Construction In attendance to represent agenda item: James Garfield/Morse Engineering Documents presented 19,support agenda Item: SWPApplication and Site Plan This is a clear lot with no prior development The applicants want to construct a single family dwelling centered on the lot with access to a shared driveway.The lot will include a shallow grass depression along the lot lines and two dry wells going into infiltration systems to mitigate impacts to the existing conditions.A total of four trees will be removed and seven native trees will be added. MOTION: By Member Kennedy to close the public hearing and issue SWP 19-07 for proposed new construction at Lot 2,302 King Street by the Davis Brothers LLC. SECOND: Member Eisenhauer VOTE: 5-0 Unanimous 8:10 PM:NO1 19-05,SWP 19-09—25 Joy Place—Cohasset Central Cemetery—Flood Mitigation In attendance to represent agenda item: John CavanarolCanavaro Consulting; Richard Towlelapplicanl; Attorney Rich Henderson Documents presented to support aaenda item:NOI and SWP Applications,Calculations and Site Plans Associate Member Wetherald recused herself from this hearing John Cavanaro said changes in climate conditions have affected the erosion and flood mitigation at this site and that,while most of the property is elevated,the areas closest to Little Harbor including a salt march and a gravel drive are wearing away.The applicant is proposing a shallow masonry wall to run along these areas,a siltation barrier around the work site and a crushed stone footing wall to facilitate infiltration and flow capacity.Member Eisenhauer questioned impacts during construction but John Cavanaro stated that negative impacts are already occuring and the project will be a definite improvement to the site Chair Pimpare feels that even though significant work is within the 50-ft.buffer zone,this project has"rare and unusual"conditions due to the historic significance and proximity of gravesites to the area in question. There will be a stormwater infiltration basin to capture roof runoff and direct it into a galley system to reduce the rate and volume of storm events.The work nearest to the riverfront will be landscaping.The applicant presented his own plan indicating that several trees will be removed and replaced with spruce trees,birch trees,a magnolia trees and mixed shrubs.The patio will be on a concrete pad topped with bluestone.Agent Summers said the project meets the Wetlands Bylaw criteria and there is no disturbance greater than 1,000 sq.ft. MOTION: By Member Kennedy to close the public hearing for NOI 19-06 and issue an Order of Conditions for work proposed at 27 Windy Hill by Brian Frazier. SECOND: Member Koines VOTE: 5-0 Unanimous 8:5D Pf&:RDA f9-05-10 Evergreen Lane-Faren-Addition and Shed Relocation In attendance to represent agenda item: John CavanarotNancy and James Farren Documents presented to support agenda item: The applicants want to remove their current decks,atrium and rear entrance and replace with a new addition and deck within the 1004 buffer zone to a Bordering Vegetated Welland and Inland Bank.They are also moving an existing shed that is now partially located on land owned by the Town of Cohasset and within the 50-ft.buffer zone to an area on their property that is outside the 1004 buffer zone. The deck will be elevated and sonatubes will be installed.There will be a detention basin to collect runoff. With no further business to discuss,motion to adjourn was made by Member Kennedy,2nd by Vice Chair Creighton and approved 5-0 unanimous. Meeting adjourned at 10 pm.
